Introductory Notes
The current report refers to the period of July 1998 to December 2001 of projects supported by XXX Sweden in the Brazilian Amazon state of Rondonia. The projects reported here concern:
BR0872.1- Strengthening Civil Society for Biodiversity Conservation in Rondônia.
1. Brief description of project activities during the period, what has been done, in what way.
A general statement that can be done with respect to this project is that YYY’s continued support to organised civil society in Rondônia has enabled the state to keep a vibrant, engaged, active, diversified, and very committed number of environmental NGOs. In the period, YYY has certainly been the single most important source of funding for these organisations, and it is very hard to imagine what the status of the environment would have looked like today had these organisations not existed in Rondônia’s political arena. The construction and paving of the highway BR-364 has led to unprecedented levels of deforestation in the Amazon, and particularly in Rondônia.
Funding from YYY has enabled the environmental NGOs in Rondônia to advocate for more participation of civil society in decision-making processes as well as for fundamental policy changes and legislation enforcement in key strategic areas, such as the monitoring of large infrastructure development projects funded by multilateral banks, the participation in the elaboration and implementation of the economic and ecological zoning of the state, the creation of new protected areas and extractive reserves, the surveillance of indigenous lands against encroachment from illegal loggers and settlers, the active participation in the debate of the reform of the Forest Code of Brazil against the initiative of the rural caucus in the National Congress to pass a legislation that would allow deforestation in private lands in the Amazon to achieve 80% of the property area, etc. More details about each sub-project is found below.
BR0872.1- Strengthening Civil Society for Biodiversity Conservation in Rondônia.
Objectives :
a) To strengthen organizational and political capacity of the Forum and its affiliates to propose public policies and projects aimed at conservation/management of natural resources and improve the life conditions of local populations;
b) To strengthen the capacity of Rondônia´s civil society to influence large-sized economic development programs and policies;
c) To provide legal assistance to civil society aiming at strengthening the citizenship exercise and collective actions/struggles, and set up jurisprudence on environmental and traditional populations rights;
d) To democratise the access to information and improve the exchange/internal communication among Forum’s affiliates, and publicize Forum’s achievements, actions and campaigns at national and international press.
Mainly activities developed in the 3 years period:
- As a direct result of XXX-Brazil, OSR and Kanindé Association, the Federal Government has decreed the creation of a National Park (Serra da Cotia National Park - 283.242 ha) and two Extractive Reserves (Rio Novo Extractive Reserve - 106.110 ha and Rio Cautário Extractive Reserve Annex 73.742 ha) in an area that formerly belonged to the Brazilian army.
- The Uru Eu Wau Wau Indigenous Territory Protection Campaign run by Jupaú Association, CUNPIR (Indigenous Representative Organisation) and Kanindé (NGO for environmental protection and indigenous rights) has been successful in the last 2 years in preventing the encroachment of illegal loggers, poachers, and settlers in the Pacaas Novos National Park and Uru Eu Wau Wau Indigenous Territory. The surveillance work has led to 126 prisons in 39 expeditions. The campaign has reached around 10.000 people through radio and TV, and through lectures to the populations in the surrounding of the protected areas. Two expeditions and the barrier kept by Funai (the Brazilian institution that oversees Indigenous issues in Brazil) and the Federal Police were able to take all the intruders out of the most problematic area, in the western reaches of their Territory. In spite of the many successes, wood loggers are still invading the southern part of the Uru eu Indigenous Territory and the Pacaas Novos National Park and represent a constant threat. By having enabled Jupau and Kanindé to stand up to such serious threats and ensure the prevention against the invasion of this which is Rondonia’s largest protected area (1.7 million hectares), the project has been extremely successful.
- The Jaci Paraná Extractive Reserve, Indigenous territory of the Karipuna people and the National Forest Bom Futuro have also been surveyed against constant invaders. Illegal wood loggers represent the most important threat to Jaci Parana Extractive Reserve. A network of the Rondonia NGOs and federal institutions made these surveillance successful.
- Ecotourism has been identified as a potential alternative source of income in the area of Pacaas Novos National Park. In order to promote the area, Kaninde has produced 3 image data bases related to the 1) scenic beauty of the Pacaas Novos National Park and Uru eu wau wau territory, 2) the Uru eu wau wau and Jupau people, 3) surveillance expeditions. Kaninde has prepared a photograph exhibit to be used for environmental education and awareness among Porto Velho and the surrounding cities of the protected area. It is estimated that 1500 people have seen the exhibit.
- In a state that is undergoing such recent and widespread deforestation, caring for the river basins and water production is critical. In order to disseminate good practices of caring for the riparian vegetation, FETAGRO (Rondonia´s Rural Workers and Small Farmers Union) put together a permanent multimedia Campaign on Awareness Raising about the ecological and agricultural importance of the riverine forests and “legal forest reserve” (a requirement of Brazilian legislation that prohibits any clear cut in 80% of the land in private land properties). In addition to XXX/Yyy, the initiative has been able to raise matching funds from the Environment Ministry to train 140 people, between state government extension technicians and small farmers, on sustainable management practices as forest restoration, biodiverse agroforestry systems and community forest management. The booklet on the best practices for the protection of riverine forests is being reviewed for an Amazon Region-wide dissemination with the support of the Environment Ministry. Three counties have already started riverine forests restoration this year, this work was successful because of the FETAGRO strategy in addressing the issue in the Counties Rural Development Councils.
- The Campaign on Awareness Raising about the ecological and agricultural importance of the riverine forests and legal forest reserve, led by FETAGRO, has achieved indirectly 70´000 people and the Ministry of Environment has the intention to magnify the campaign for the whole Amazon region.
- A Mid Term Review occurred in June, 2000 that discussed the Forum, rethinking about it’s own mission, objectives and operational structure, in view of the end of the World-Bank-funded project PLANAFLORO, the review focused on the activities of the Forum particularly those related to the advocacy and implementation of the Protected Areas System of the State of Rondônia obtained as a result of an 8 year long struggle on the part of the Forum.
- The FORUM has succeeded on paralysing at Federal Court the construction of a Thermal Power Plant in Porto Velho (Rondônia’s capital) which did not fulfil environmental legal requests and authorizations.
- The FORUM has been through a serious rethinking of its objectives as representative of the civil society in Rondônia. The NGOs part of the Forum are rebuilding the representation of the NGOs in Rondônia and have decided to change the juridical aspect of the Forum. XXX Brazil, due to several administrative problems in the FORUM, has decided to stop any direct support to the Forum, since the first semester of 2001. For greater conservation impact and cost-efficiency, XXX decided to provide the funding directly to the Forum’s affiliate organisations.
A planned gas pipeline known as “Urucu-Porto Velho” is the actual discussion subject among the XXX partners in Rondônia. A group for energy alternatives has been created by the NGOs for the discussion and evaluation of the enterprise, which will cross 525 km of pristine forests where indigenous peoples that have not yet had any contact with modern civilisation live. This issue is being considered as a priority for XXX and a support for the group is being discussed at the moment. A public hearing was held recently in Porto Velho in order to inform the Rondônia society about the potential pitfalls of the proposed plans. A series of workshops were held with organised civil society in the state of Rondonia and Amazonas to inform the organisations and prepare their participation in the public hearings.

3. Describe other positive and negative effects of the project (besides the planned ones). What was the reason for these? How can possible negative side effects be avoided?
Positive effects:

- Health Care and Assistance at indians village has drastically improved due to CUNPIR ( Rondônia’s Indian Organization ) agreement with FUNASA ( National Health Foundation ) field implementation. The organizational development and financial/administrative provided to CUNPIR by XXX/YYY was crucial to CUNPIR recognition and approval by FUNASA.
- In spite of Rondonia being dominated by right wing parties controlled by loggers and big ranchers the Rondonian NGOs have gained more respect and consideration by the local political institutions at state and county levels. Some partnerships have been carried out with mayor houses, the federal police and the Army. The Federal Public Attorney’s Office has listened to and addressed the cases of protected areas and indigenous territories invasions, presented by the NGOs.
- The invasions of the Indigenous Territory of the Uru eu wau wau people and the Pacaas Novos National Park has decreased in 70% as a result of the political network promoted by Kaninde NGO, Jupau – indigenous association – and CUNPIR – indigenous representative organization. Only the southern part of the park is still being invaded by wood loggers.
- The project has empowered Uru Eu Uau Uau People Association – JUPAU, who has successfully learned to protect and survey their territorial limits. The Uru Eu Uau Uau has been very efficient on repelling invasions and dealing with the government and justice authorities concerned. An important outcome is the local respect for the Jupau and Uru eu wau wau people as an indigenous people committed with the conservation.
- FETAGRO (Rondonia´s Rural Workers and Small Farmers Union) permanent multimedia Campaign on Awareness Raising about the ecological and agricultural importance of the riverine forests and legal forest reserve has achieved indirectly 70000 people and brought up this environmental issue into the rural and city populations, building up an interinstitucional action towards the protection of these legal protected areas. Many States Secretariats (Agriculture, Education and Environment) and Federal Secretariat for Amazon of the Environment Ministry has joined the campaign through formal commitment signed last March,01. FETAGRO is practically the only Rural Workers Union in the Amazon that has embraced fully a clear environmental agenda on its advocacy work.

Negative effects:
BR0872.1- Strengthening Civil Society for Biodiversity Conservation in Rondônia.
- Although not linked to the project, a negative effect that has a bearing on the project’s activities is that the state government (1998-2002), widely supported by loggers, has gradually disempowered the state environmental agency (SEDAM), allowing illegal logging and invasions under no control or surveillance in the whole state.
- Similarly to the above, the delay of the justice institutions in responding to cases of invasions and environmental depletion brought by the NGOs is an important constraint related to diverse political interests.
- Although there are good experiences on the economic alternatives development as the Ecotourism in Pedras Negras and the Community Forest Management in the Cautario Extractive Reserve, it has not been enough for increasing the income level in all Extractive Reserves. The consolidation of the 2 proposals supported by XXX and other minor donors is highly important in order to replicate the experience to other reserves. Other sources for financing new production systems are important to be identified and explored.
- The FORUM has become an empty space in the Rondonia´s NGO´s interests. Although it had a fundamental role in the years that Planafloro was still being funded, more recently it it has lost its sense of mission and ended up not fulfilling the expectations around the role to be developed by the FORUM. And it has weakened the political insertions of the NGOs individually, as the government had the practice to call the FORUM only for the discussions of the policies for the state. And the representativeness of the FORUM in these fora was not satisfying the institutions. Plus the administrative problems that occurred inside the FORUM, led to its closure.
4. Which groups and about how many people have been reached by the project? (Primarily, secondarily. How have these people participated in the project?)
Having contributed immensely for the implementation and enforcement of the Economic and Ecological Zoning in the state of Rondonia, we consider the total Rondonia population of 1,5 million people as indirectly and positively impacted or/and involved by the actions carried out by XXX´s partners. The project has also been critical in presenting a stand off regarding future illegal deforestation in the state. Therefore, the Brazilian population at large has benefited from biodiversity conservation in the state.
BR0872.1- Strengthening Civil Society for Biodiversity Conservation in Rondônia.
- The Uru eu wau wau people is composed of 240 people who are directly benefited by the surveillance project. The Uru eu wau wau Territory campaign, which has been broadcasted in TV and Radio, has reached out the surrounding population estimated in about 10`000 people.
- The Campaign for Raising Awareness about the ecological and agricultural importance of the riverine forests and the setting aside of legal forest reserves, led by FETAGRO, has achieved indirectly 70´000 people. This year’s activities have trained 140 technicians and small farmers in sustainable use practices. More than a 100 meetings have been carried out with small farmers, technicians and students in order to raise environmental awareness on the importance of the riverine forests and between 2´500 to 4´500 people have been reached through these meetings.
- The fight for indigenous rights of CUNPIR has reached, directly and indirectly, 8.500 people of 50 contacted nations and 10 isolated nations in Rondonia and region.

7. Describe how the leadership and financing of the project has been taken over locally. If not a local take-over has been achieved, say why.
- Ecotourism: The management capability of the communities involved in the project has been the limiting constraint in order to consolidate the project. This requires training on subjects as secretariat, storing, accountability, reception of guests, cooking, hygiene and so on. Building capacity on these subjects requires time and financing that are not easy to find. However, the community buy-in and the involvement of the 7 families in the Pedras Negras project indicates that slowly but coherently these communities may be successful and autonomous in their projects. This observation is applied generally to every local community organization that XXX Brazil is working with.
- Uru eu wau wau: The surveillance project with the Uru eu people has empowered the community in their historical fight against invaders. The local respect gained by this people is a high aspect of the support given to JUPAU association. However, surveillance activities do not generate income and government take over of the activity is very unlikely.
- Riverine Forests Campaign : The FETAGRO – poor small farmers Rondonia federation - leadership in the campaign was the success factor for reaching out the Environment Ministry’s involvement in the project and promoting the magnification of the campaign. In extending the campaign, network in each state will be necessary in order to address the needs of technology, technical assistance, advocacy work for creating incentives and credit for riverine forest restoration and sustainable use of deforested areas.
8. What are your conclusions and experiences? What have you learned that will be of use to you in the future? What would you like to tell other organisations that are starting up similar kinds of projects?
9. Describe the positive sources of income raised within the project and how these have been used. Comment deviations from the budget.
- The Ecotourism project also managed to receive funding from PD/A and PROECOTUR – an Interamerican Development Bank and Federal Government project for supporting the development of ecotourism in the Amazon region. The Fam Tour has not yet fulfilled the expectation towards drawing a regular flow of tourists into Pedras Negras. Our evaluation is that the project requires investments on marketing and promotion in order to consolidate it as an ecotourism destiny in the Amazon. With XXX project support OSR/Ecopore have success fully fundraised for the “Ecotourism in Extractive Reserves” Project an additional US$ 200,000.00 support from PD/A - Demonstrative Projects of PPG7 – (G7 Pilot Program to Protect the Brazilian Rainforests) to complement XXX resources.

Inledning
Denna rapportering gäller perioden juli 1998 – december 2001 för projekt i den brasilianska Amazonstaten Rondonia som stöds av XXX Sverige. De rapporterade projekten är:
BR0872.1 – Stärka civilsamhället för bevarandet av biodiversitet i Rondonia.
1. Kortfattad beskrivning av projektverksamheter under perioden, vad som har gjorts och på vilket sätt:
Det som generellt kan konstateras när det gäller detta projekt är att Yyys fortsatta stöd till det organiserade civilsamhället i Rondonia har gjort det möjligt för delstaten att behålla ett sjudande, engagerat, aktivt, diversifierat och mycket hängivet antal frivilliga miljöorganisationer. Under perioden har Yyy absolut varit den enskilt viktigaste ekonomiska stödgivaren för dessa organisationer, och det är mycket svårt att föreställa sig i vilket tillstånd miljön skulle befinna sig i idag om dessa organisationer inte hade existerat på Rondonias politiska arena. Byggandet och anläggandet av motorväg BR-364 har lett till en skogskövling utan tidigare motstycke i Amazonas och särskilt i Rondonia.
Stödet från Yyy har gjort det möjligt för miljöorganisationerna i Rondonia att verka för ett större civilt deltagande i de beslutsfattande processerna liksom för fundamentala politiska förändringar och genomdrivandet av lagar på strategiska nyckelområden som;
· bevakning av utvecklingen av stora infrastrukturprojekt finansierade av multilaterala banker
· deltagandet i planeringen och genomförandet av delstatens ekonomiska och ekologiska zonering
· skapandet av nya skyddade områden och utvinningsreservat
· bevakning av ursprungsmark mot intrång av illegala avverkare och bosättare
· det aktiva deltagandet i debatten om reformeringen av Brasiliens skogslag gentemot den nationella kongressens agrara grupperings försök att få igenom en lagstiftning som skulle tillåta skogsavverkning på privat mark i Amazonas på upp till 80 % av egendomarna mm.

BR0872.1 – Stärka civilsamhället för bevarandet av biodiversitet i Rondonia.
Målsättningar
a) att stärka Forumets och dess medlemmars organisatoriska och politiska kapacitet att föreslå offentliga policies och projekt inriktade på naturvård, hantering av naturresurser och att förbättra levnadsvillkoren för lokalbefolkningarna
b) att stärka förmågan hos civilsamhället i Rondonia att påverka storskaliga ekonomiska utvecklingsprogram och policies
c) att ge juridiskt stöd till civilsamhället med målsättningen att stärka medborgarskapets utövande och kollektiva aktioner/kamper och upprätta jurisprudens för miljörätt och ursprungfolkens rättigheter
d) att demokratisera tillgängligheten till information och förbättra kommunikationsutbytet/intern kommunikation mellan Forumets medlemmar och publicera Forumets insatser, aktioner och kampanjer i inrikes och utrikes press.
Huvudsakliga verksamheter som har utvecklats under 3-årsperioden:
- Som ett direkt resultat av XXX Brasilien, OSR och Kanindes arbete har den federala regeringen givit order om anläggandet av en nationalpark (Serra da Cotia National Park – 283 242 ha) och två utvinningsreservat (Rio Novo Extractive Reserve – 106 110 ha och Rio Cautários utvinningsreservatsannex – 73 742 ha) på ett område som tidigare tillhörde den brasilianska armén.
- Kampanjen för skyddet av Uru Eu Wau Waus ursprungsterritorium som drevs av Jupau, Cunpir (representant för ursprungsfolken) och Kaninde (frivilligorganisation för miljö- och ursprungsrättigheter) har de senaste två åren varit framgångsrik i att förhindra intrång av illegala avverkare, tjuvskyttar och bosättare i Pacaas Novos nationalpark och Uru Eu Wau Waus ursprungsterritorium. Bevakningsarbetet har lett till 126 fängslanden under 39 expeditioner. Kampanjen har nått ca 10 000 människor via radio och TV samt genom föreläsningar för invånarna i skyddsområdenas omnejd. Två expeditioner, barriären som Funai (det organ som har hand om ursprungsfrågor i Brasilien) sköter och den federala polisen ledde till att alla inkräktare avlägsnades från det mest problematiska området, de västligaste sträckorna av deras territorium. Trots de många framgångarna invaderar skogsavverkare fortfarande de södra delarna av Uru Eu Wau Waus ursprungsterritorium ochPacaas Novos nationalpark och innebär ett ständigt hot. Genom att ha gjort det möjligt för Jupau och Kaninde att resa sig mot sådana allvarliga hot och säkra skyddet mot invasioner i det som är Rondonias största skyddade område (1,7 miljoner hektar) har projektet varit extremt framgångsrikt.
- Jaci Paranás utvinningsreservat, ursprungsterritorium för Karipunafolket och den nationella skogen Bom Futuro har också hållits under uppsikt efter återkommande inkräktare. Illegala skogsavverkare representerar det allvarligaste hotet mot Jaci Paranas utvinningsreservat. Ett nätverk bestående av frivilligorganisationer ifrån Rondonia och federala institutioner har gjort dessa övervakningar framgångsrika.
- Ekoturism har identifierats som en potentiell alternativ inkomstkälla i Pacaas Novos nationalparksområde. För att stimulera intresset för området har Kaninde producerat tre bilddatabaser som visar 1) naturskönheten i Pacaas Novos nationalpark och Uru eu wau waus territorium, 2) Uru eu wau wau- och Jupaufolket, 3) bevakningsexpeditioner. Kaninde har satt ihop en fotoutställning som ska användas för miljöundervisning och -information i Porto Velho och de omgivande städerna runt det skyddade området. Man beräknar att 1500 människor har sett utställningen.
- I en skog som nyligen varit med om sådan omfattande skogsskövling, är det oerhört viktigt att skydda flodområden och vattenproduktion. För att kunna sprida den goda praxisen att vårda strandvegetationen tog FETAGRO (Rondonias lantarbetar- och småbrukarunion) fram en permanent multimediakampanj för att höja medvetenheten om den ekologiska och agrara betydelsen av skogar med vattendrag och ”lagliga skogsreserver” (ett krav under den brasilianska lagstiftningen som förbjuder alla kalhyggen på 80 % av marken på privata markegendomar). Utöver XXX/Yyys stöd, har projektet lyckats samla in matchande finansiering från Miljöministeriet för att utbilda 140 personer, från delstatliga skogsrådgivare till småbrukare, inom hållbar resurshållning som skogsrestaurering, skogsjordbruk med biologisk mångfald och lokal skogsvård. Broschyren om de bästa metoderna för att skydda skogar med vattendrag håller på att granskas inför en distribution över hela Amazonasregionen med stöd av Miljöministeriet. Tre kommuner har redan påbörjat restaurering av skogar med vattendrag i år, ett lyckosamt resultat av FETAGROs strategi att ta upp frågan i Kommunernas rurala utvecklingsråd.
- FETAGROs kampanj för att höja medvetenheten om den ekologiska och agrara betydelsen av skogar med vattendrag och lagliga skogsreserver har indirekt nått 70 000 människor och Miljöministeriet tänker utvidga kampanjen i hela Amazonasregionen.
- En projektgranskning ägde rum i juni 2000 där Forumet diskuterades och dess mission, mål och verksamhetsstruktur togs under omprövning. Med tanke på att det världsbanksfinansierade projektet PLANAFLOROs upphört fokuserades granskningen på Forumets verksamheter och särskilt de som relaterar till kampanjarbetet för och genomförandet av Rondonias system av skyddade områden, resultatet av en åtta års lång kamp från Forumets yyy.
- Forumet lyckades lamslå byggandet av en värmekraftsanläggning i Porto Velho (Rondonias huvudstad) som inte uppfyllde föreskrivna miljökrav och auktoriseringar.
- Forumet har gjort en betydande omformulering av sina målsättningar som representant för civilsamhället i Rondonia. Frivilligorganisationerna i Forumet håller på att återuppbygga sin representation i Rondonia och har beslutat att ändra Forumets juridiska utgångspunkt. XXX Brasilien har på grund av flera administrativa problem i Forumet beslutat sig för att stoppa allt direkt stöd till Forumet efter det första halvåret 2001. För att uppnå större genomslagskraft för naturvård och kostnadseffektivitet beslutade XXX att finansiera Forumets medlemsorganisationer direkt.
En planerad gasledning, vid namn ”Urucu-Porto Velho” är det aktuella diskussionsämnet bland XXXs parter i Rondonia. Frivilligorganisationerna har bildat en energialternativgrupp för att diskutera och utvärdera detta företag som kommer att korsa 525 km orörda skogar där ursprungsfolk som ännu inte haft någon kontakt med modern civilisation lever. XXX anser detta vara en prioritetsfråga och stöd till gruppen diskuteras just nu. En allmän hearing hölls nyligen i Porto Velho för att informera allmänheten i Rondonia om de potentiella fallgroparna med de föreslagna planerna. En rad seminarier hölls för det organiserade civilsamhället i delstaten Rondonia och Amazonas för att informera organisationerna och förbereda deras deltagande i de allmänna förhören.

Positiva effekter:
BR0872.1 – Stärka civilsamhället för bevarandet av biodiversitet i Rondonia.
- Hälsovården och hjälpen till indianbyar har förbättrats dramatisk tack vare Cunpirs (Rondonias indianorganisation) avtal om fältverksamhet med FUNASA (nationell hälsovårdsstiftelse). Den organisatoriska utveckling och den finansiering/administration XXX/Yyy givit Cunpir var avgörande för FUNASAs erkännande och godkännande av Cunpir.
- Trots att Rondonia domineras av högerpartier som kontrolleras av skogsavverkare och stora ranchägare har frivilligorganisationerna i Rondonia vunnit mer respekt och aktning från de lokala politiska institutionerna på delstats- och kommunnivåer. En del samarbeten har skett med borgmästarkanslier, federal polis och armén. Den federala allmänna åklagarens kansli har lyssnat på och tagit upp fall som gäller inkräktningar på skyddade områden och ursprungsterritorier som presenterats av frivilligorganisationer.
- Intrången på Uru eu wau wau-folkets ursprungsterritorium och Pacaas Novos nationalpark har minskat med 70 % som ett resultat av det politiska nätverket stött av Kaninde, Jupau (ursprungsfolkorganisation) och Cunpir (representant för ursprungsfolken) och dess arbete. Endast den södra delen av parken invaderas fortfarande av skogsavverkare.
- Projektet har stärkt Uru eu wau wau –folkets organisation JUPAU, vilken framgångsrikt har lärt sig att skydda och övervaka sina territoriala gränser. Uru eu wau wau har mycket effektivt drivit tillbaka inkräktare och skött kontakterna med regeringen och berörda rättsliga myndigheter. En viktig effekt av detta är den lokala respekten för Jupau och Uru eu wau wau-folket som ett ursprungsfolk hängivet naturvård.
- FETAGROs permanenta multimediakampanj för att höja medvetenheten om den ekologiska och agrara betydelsen av skogar med vattendrag och lagliga skogsreserver har indirekt nått 70 000 människor och fört denna miljöfråga till landsorts- och stadsbefolkningar vilket har lett till uppbyggandet av en interinstitutionell aktion för beskydd av dessa lagligen skyddade områden. Många delstatssekretariat (jordbruk, utbildning och miljö) och Miljöministeriets federala Amazonassekretariat har anslutit sig till kampanjen genom ett formellt åtagande undertecknat i mars 2001. FETAGRO är praktiskt taget den enda lantarbetarorganisation som helt och hållet anammar ett tydligt miljöprogram i sitt kampanjarbete.

- Även om det inte är länkat till projektet är en negativ effekt som påverkar projektets verksamheter att delstatsregeringen (1998-2002) med ett brett stöd av skogsavverkare, gradvis gjort det delstatliga miljöorganet (SEDAM) maktlöst och på så sätt öppnat för illegal skogsavverkning och intrång utan någon som helst kontroll eller övervakning i hela delstaten.
- På ett liknande sätt är de rättsliga institutionernas dröjsmål med att ta upp fall som gäller intrång och utarmning av miljön som anmälts av frivilligorganisationer en betydande restriktion beroende på skilda politiska intressen.
- Även om det har gjorts många positiva erfarenheter inom utvecklingen av ekonomiska alternativ som ekoturismen i Pedras Negras och den lokala skogsvården i Cautarios utvinningsreservat har det inte varit tillräckligt för att öka inkomstnivån i alla utvinningsreservat. Konsolideringen av de två förslagen/projekten som stöds av XXX och andra mindre bidragsgivare är högst viktig för att kunna reproducera erfarenheten som gjorts till andra reservat. Det är viktigt att identifiera och utforska andra finansieringskällor för nya produktionssystem.
- Forumet utgör nu ett tomrum bland frivilligorganisationernas intressen i Rondonia. Även om det spelade en fundamental roll under de åren som Planafloro fortfarande stöddes ekonomiskt har det på senare tid förlorat sin känsla av mission och uppfyller inte längre förväntningarna runt den roll som Forumet borde fylla. Och det har försvagat de individuella frivilligorganisationernas politiska deltagande eftersom regeringen hade för vana att endast kalla Forumet till policydiskussioner om delstaten. Och Forumets representativitet i dessa sammanhang tillfredsställde inte institutionerna. Samt att de administrativa problem som uppstod inom Forumet ledde till dess upphörande.
4. Vilka grupper och ungefär hur många människor har nåtts av projektet? (I första hand, i andra hand. Hur har dessa människor deltagit i projektet?)
Efter att ha bidragit enormt till implementeringen och genomförandet av den ekonomiska och ekologiska zoneringen i delstaten Rondonia anser vi hela Rondonias befolkning på 1,5 miljoner människor vara indirekt och positivt påverkad av och/eller inblandad i de verksamheter som drivs av XXXs samarbetsparter. Projektet har också varit avgörande för ställningstagandet gentemot framtida illegal skogskövling i delstaten. Därför har den brasilianska befolkningen som helhet gynnats av biodiversitetens bevarande i delstaten.

- Uru eu wau wau-folket består av 240 människor som har direkt nytta av övervakningsprojektet. Uru eu wau waus territoriekampanj som sänts på radio och TV har nått den omgivande befolkningen till ett uppskattat antal på 10 000 människor.
- FETAGROs kampanj för att höja medvetenheten om den ekologiska och agrara betydelsen av skogar med vattendrag och lagliga skogsreserver har indirekt nått 70 000 människor. 140 tekniker och småbrukare har utbildats i hållbara användningsmetoder i årets verksamhet. Fler än hundra möten har genomförts med småbrukare, tekniker och studenter för att höja medvetenheten om betydelsen av skogar med vattendrags för miljön och mellan 2 500 och 4 500 människor har nåtts genom dessa sammankomster.
- CUNPIRs kamp för ursprungsfolkens rättigheter har, direkt och indirekt, nått 8 500 människor bland 50 kontaktade folk och 10 isolerade folk i Rondonia med omnejd.

7. Beskriv hur projektets ledning och finansiering har tagits över lokalt. Om inget lokalt övertagande skett, berätta varför.
- Ekoturism: Ledningsförmågan hos de lokala gemenskaper som deltar i projektet har utgjort den begränsande restriktionen för projektets konsolidering. Detta kräver utbildning inom områden som administration, lagerhållning, bokföring, mottagande av gäster, matlagning, hygien och så vidare. Att bygga kapacitet på dessa områden kräver tid och finansiering som inte är så lätt att finna. Emellertid pekar lokalsamhällets investering och deltagandet av de sju familjerna i Pedras Negras-projektet på att dessa lokala gemenskaper sakta men säkert kan komma att lyckas och bli självgående i sina projekt. Denna iakttagelse gäller generellt för varje lokal organisation som XXX Brasilien arbetar med.
- Uru eu wau wau: Övervakningsprojektet med Uru eu wau wau-folket har stärkt den lokala gemenskapen i deras historiska kamp mot inkräktare. Den respekt som detta folk har fått lokalt är en viktig aspekt på det stöd som givits till JUPAU. Dock genererar övervakningsverksamheterna inte någon inkomst och att regeringen ska ta över verksamheten verkar högst otroligt.
- Kampanjen för skogar med vattendrag: FETAGROs ledning av kampanjen var framgångsfaktorn som ledde till Miljöministeriets deltagande i projektet och dess främjande av kampanjens utökning. När kampanjen utvidgas kommer det att vara nödvändigt med nätverk i varje delstat som kan ta itu med behoven av teknologi, teknisk assistans, kampanjarbete för att skapa incitament och kredit för att restaurera skogar med vattendrag och för hållbar användning av skövlade områden.

- Ekoturistprojektet lyckades också få finansiering från PD/A och PROECOTUR – en interamerikansk utvecklingsbank och federalt regeringsprojekt för stöd till utveckling av ekoturism i Amazonas. Studieresan Fam Tour har ännu inte uppfyllt förväntningarna om att attrahera ett stadigt flöde av turister till Pedras Negras. Våra bedömningar är att projektet kräver investeringar i marknadsföring och reklam för att kunna etablera det som resmål för ekoturister i Amazonas. Med XXXs projektstöd har OSR/Ecopore framgångsrikt samlat in ytterligare USD 200 000 för projektet ”Ekoturism i utvinningsreservat” från PD/A – PPG7:s demonstrationsprojekt – (G7 Pilotprogram för att skydda den brasilianska regnskogen) för att komplettera XXXs resurser.

It is very important that we get direct feedback from you and other patients like yourself in this study.
Each interview will last approximately 20–30 minutes. When we call, please make yourself comfortable and let us know if you need a couple of minutes to prepare.
Please let your doctor know if you would prefer to be called in the morning, afternoon, or evening, or even at a specific time. If we miss you, we will call you back another time. It is very important that we speak to you at three time points throughout this study:
• Just before your first treatment visit
• Just before your 1 year visit
