1. Introduction.
Roman Bilyk greeted those present at the second meeting of the Cross Sectoral Group for Social Service Reform. Then he briefly outlined the agenda for the current meeting.
Anatoliy Shulhin, Head of Kamyanets-Podilsky NGO for war and army disabled people “Motherland Defenders”, present at the meeting, informed the attendees about the conclusions made by the All-Ukrainian Organisation of War Disabled People regarding the status of social services provision to disabled people – Khmelnytsky oblast, in particular Kamyanets-Podilsky were rewarded. Anatoliy Shulhin passed a letter of gratitude to Anna Lityahina for support and assistance in service provision to disabled people in the oblast.

Those present expressed their acceptance of the minutes of the previous meeting and confirmed there were no matters arising from the previous minutes.
4. General Discussion on forthcoming Work Programme.

Oblast Conference on Pilot Area lessons learnt for all Rayons
Particular focus at the meeting was given to the idea of holding an oblast conference for all rayons in Khmelnytsky oblast in early 2007.
Roman Bilyk stressed on the need to fully use the potential available in the oblast in order to improve social services and introduce innovation in service provision. The conference would allow considering vision and materials generated in pilot areas within the FRSSU project implementation, as well as ideas generated during the study visit to the UK. Roman Bilyk also shared his view that the conference should yield specific recommendations for the local self-government bodies.
The suggested audience for the conference would be heads of rayon administrations and town mayors, their deputies responsible for social issues, and head of key departments.
It was noted that the conference of that level would ensure that valuable developments in Krasyliv rayon and Kamyanets-Podilsky would be replicated within the oblast.
Nadiya Pidskotska and Roman Bilyk also discussed a suggestion as for inviting a representative of the Ministry of Labour and Social Protection to the conference.
Nadiya Pidskotska, as representative of pilot Kamyanets-Podilsky municipality, strongly supported the concept of the conference. In this context she informed those present about the recent key developments in Kamyanets-Podilsky (including a regulation on competition of social projects being recently approved by the municipal council) and expressed readiness to make a presentation at the conference.
Roman Bilyk stressed on the importance of receiving the vision all social sector department have upon social services reform for the coming years.
The discussion went on regarding the profile of invitees that need to be invited to the oblast conference. In particular, Roman Bilyk, Serhiy Penyushkevych and Lesya Malanchak stressed on the importance of key people to be involved in the conference work, and also discussed a possibility to invite business representatives to participate in the conference.
There was also a proposal to prepare a draft resolution that would be accepted at the oblast conference so that the event could have an impact on the social services reform.
Bob Milne, in his turn, confirmed that the FRSSU project fully support the plan as for holding an oblast conference.
Decision: The idea of the oblast conference is mutually supported. The key purpose of the conference would be: to disseminate the lessons learned by the two project pilot areas to other rayons and cities in Khmelnytsky oblast. Discussions should be held as for the content of the conference.
Work Programme for the forthcoming 6 months
Bob Milne summarised the discussions and outlined a number of aspects that could be included into the work programme of the Cross Sectoral Group for Social Services Reform for the forthcoming 6 months.
The following priorities were identified during the discussions at the first and second meetings of the group:
Cross oblast experience share (visits) in the framework of the FRSSU project
Bob Milne noted that such idea has been also discussed in Kharkiv and was supported by Kharkiv stakeholders.
Oblast conference to disseminate the experience gained in the pilot areas of the FRSSU project;
Discussion of the Community Mapping, performed in pilot Kamyanets-Podilsky and Krasyliv rayon, its benefits for local strategic planning, and ideas how it may be used on the oblast level.
Innovative social services – opportunities for development in the oblast: legislative obstacles, experience obtained in mini grant projects funded by FRSSU.
Aspects of NGO and private sector development as social service providers – involvement in round tables to be held by the Policy and Dialogue Development Team (PDDT).
Development of the strategy document (or documents) for social services development in the oblast using the ideas from the above.
Strategic Planning as part of the Group’s Work Programme
Bob Milne drew attention of those present to the objectives of the Cross Sectoral Group for Social Services Reform. In particular, development of the strategic plan for social services reform in the oblast should be one of the key tasks the group needs to consider. Experience obtained in the pilot rayon and town, as well as the ideas brought from the study visit to the United Kingdom make a considerable basis for further work on developing a strategy for social services reform for the whole oblast.
The participants discussed the need in the strategy development. In particular, Roman Bilyk, Serhiy Penyushkevych and Nadiya Pidskotska acknowledged the developments achieved so far providing a good basis for the oblast strategy, a need to develop a strategic plan to ensure the best use of funds and to receive better quality of service, and a need to get various departments and organisations involved into this process.
In this context, Nadiya Pidskotska also stressed that the current vision of the Ministry of Labour and Social Policy supports decentralisation of funds for social services, and such processes would need a clear strategic plan involving all departments.
The participants discussed possible time frameworks for the strategy development and agreed that the oblast strategy document should be completed and submitted for consideration of the oblast council in April – May 2007.
The oblast strategy for social services should cover the following groups:
- children and families;
- disabled people; and
- elderly people.
Bob Milne suggested to the group to form three working subgroups to work on the chapters of the strategy document dedicated to each of the identified target groups. Each of the working subgroups should be chaired by a member of the Cross Sectoral Group for Social Service Reform. The FRSSU project would provide all the necessary support to the working subgroups.
Upon proposal made by Roman Bilyk the participants agreed on the candidates for the chairs of the working subgroups.
The participants also discussed the importance of the strategy for identifying priorities for the oblast. Nadiya Pidskotska also expressed a view that some resources for the strategy implementation should be allocated in the oblast budget for 2007.
Bob Milne also suggested that the importance of the strategy development could be highlighted at the oblast conference in order to gain a better vision that could be incorporated into the strategy document.
Decision:
To launch the work on development of the oblast strategy for social services;
To set up three working subgroups to work on each chapter of the strategy dedicated to service provision for a specific target group;
To nominate the chairs of the working subgroups:
- Working subgroup for elderly people – Nadiya Pidskotska;
- Working subgroup for children and families – Lesya Manalnchak;
- Working subgroup for disabled people – Anna Lityahina.
For each department to nominate candidates to join the respective working subgroups based on their experience and qualification.
5. Date and Time of next meeting.
The participants agreed with the proposal made by Bob Milne and Roman Bilyk to hold the next meeting of the group on 18 January 2007.
Particular focus of the next meeting would be discussion and planning of the oblast conference, as well as consideration of specific tasks of the work programme for the Cross Sectoral Group for Social Service Reform.
Decision: To hold the next meeting of the Cross Sectoral Group for Social Service Reform on Thursday, 18 January 2007 at 11a.m.

Роман Білик привітав присутніх на другому засіданні міжгалузевої групи з реформування соціальних послуг. Після цього він коротко виклав порядок денний засідання.
Присутній на засіданні Анатолій Шульгін, голова громадських організацій інвалідів війни та Збройних Сил "Захисники Вітчизни" у Кам'янець-Подільському, повідомив учасників про висновки, зроблені Всеукраїнською Організацією інвалідів війни стосовно існуючого стану з забезпеченням соціальних послуг для інвалідів. Було нагороджено представників Хмельницької та особливо Кам'янець-Подільської областей. Анатолій Шульгін передав лист подяки Літягіній Анні за підтримку та сприяння забезпеченню соціальних послуг для інвалідів в області.
2. Прийняття проекту Порядку денного.
Було прийнято проект порядку денного засідання.
3. Питання, пов'язані з попереднім протоколом.
Присутні висловили згоду з протоколом попереднього засідання, а питання, пов'язані з попереднім протоколом були вирішені.
4. Загальне обговорення майбутньої Робочої Програми

району; візит до Харківської області для того, щоб поділитися досвідом і навпаки;

Обласна конференція з пілотних уроків для цілого району
Особлива увага на засіданні була приділена ідеї проведення на початку 2007 року обласної конференції для всіх районів Хмельницької області.
Роман Білик наголосив на необхідності повного використання потенціалу, присутнього в області з метою вдосконалення соціальних послуг та впровадження інновацій у сферу забезпечення послуг. Конференція надасть можливість враховувати бачення та матеріали, сформовані в пілотних сферах в рамках реалізації проекту СРСПУ, а також ідеї, сформовані під час навчального візиту до Великої Британії. Роман Білик також поділився думкою, що конференція повинна прийняти до уваги особливі рекомендації для місцевих автономних органів.
Рекомендованою аудиторією конференції будуть голови районних адміністрацій та мери міст, їх замісники, відповідальні за соціальні питання та голови ключових відділів.
Було зауважено те, що конференція даного рівня забезпечить поширення відповідного розвитку в Красилівському районі і в Кам'янець-Подільському на територію всієї області.
Надія Підскотська та Роман Білик також обговорили пропозицію запрошення на конференцію представника Міністерства праці та соціального захисту.
Надія Підскотська в якості представника пілотного муніципалітету у Кам'янець-Подільському рішуче підтримала ідею конференції. В цьому контексті вона повідомила присутніх про нещодавні важливі досягнення в Кам'янець-Подільському (включаючи постанову про конкуренцію соціальних проектів, нещодавно затверджену міською радою) і висловила готовність у проведенні презентації на конференції.
Роман Білик наголосив на важливості того бачення, яке мають представники всіх соціальних сфер на реформування соціальних послуг в майбутні роки.
Дискусія продовжувалась на тему біографічних відомостей тих, кого необхідно запросити на обласну конференцію. Зокрема, Роман Білик, Сергій Пенюшкевич і Леся Маланчак наголосили на необхідності запрошення важливих осіб для їх залучення в роботу конференції , а також обговорили можливість запрошення для участі в конференції представників бізнесу.
Було також запропоновано прийняти проект резолюції для затвердження на обласній конференції з метою подальшого впливу такої події на реформування соціальних послуг.
Боб Мілн, в свою чергу, ствердив, що Проект СРСПУ цілком підтримує план проведення обласної конференції.
Вирішили: Ідея проведення обласної конференції спільно погоджена. Основною метою конференції буде: розповсюдження уроків, вивчених двома пілотними сферами проектів в інших районах та містах Хмельницької області. Обговорення повинні проводитись за змістом конференції.
Робоча Програма на наступні 6 місяців
Боб Мілн підсумував обговорення та виділив певну кількість аспектів, які можна включити до робочої програми Сприяння Реформі соціальних послуг на наступні 6 місяців.
Під час обговорень на першому та другому засіданні групи були встановлені наступні пріоритети:
Поділ досвідом між областями (візити) в рамках проекту СРСПУ.
Боб Мілн повідомив, що така ідея також обговорювалась у Харкові та була підтримана Харківськими зацікавленими колами.
Обласна конференція для розповсюдження досвіду, набутого в пілотних сферах проекту СРСПУ.
Обговорення Громадської Картографії, представленої в пілотному Кам'янець-Подільському і в Красилівському районі, її переваг для місцевого стратегічного планування та ідей її використання на обласному рівні.
Інноваційні соціальні послуги - можливості розвитку області: законодавчі перешкоди, досвід, набутий в міні проектах-грантах, фінансованих СРСПУ.
Аспекти громадських організацій та розвитку приватного сектора як провайдера соціальних послуг - участь в круглих столах, які організовуються Командою з розвитку політики та діалогу (КРПД).
Розвиток стратегічного документа (чи документів) для розвитку соціальних послуг в області, використовуючи вищезгадані ідеї.
Стратегічне Планування як частина Робочої Програми Групи
Боб Мілн привернув увагу присутніх до цілей міжгалузевої групи з реформування соціальних послуг. Зокрема, розвиток стратегічного плану для реформування соціальних послуг області повинен бути одним з основних завдань до розгляду групи. Набутий досвід в пілотному районі та місті, так само як ідеї, винесені з навчального візиту до Великої Британії становлять вагому основу для майбутньої роботи з розвитку стратегії реформування соціальних послуг в цілій області.
Учасники обговорювали необхідність стратегії розвитку. Зокрема, Роман Білик, Сергій Пенюшкевич і Надія Підскотська підтвердили те, що на даний час досягнений розвиток забезпечує добру основу для обласної стратегії, забезпечує потребу розвитку стратегічного плану для здійснення найефективнішого використання коштів та отримання послуг кращої якості, а також забезпечує потребу у задіянні різних відділів та організацій до цього процесу.
У цьому контексті, Надія Підскотська також наголосила на тому, що існуюче бачення Міністерства Праці та Соціальної політики підтримує децентралізацію коштів для соціальних послуг. Такі процеси потребуватимуть чіткого стратегічного плану, який охоплює всі відділи.
Учасники обговорили ймовірні часові рамки для розвитку стратегії та погодились на те, що документ стратегії області потрібно скласти та надати до розгляду обласної ради у квітні - травні 2007 р.
Стратегія області для соціальних полуг повинна торкатись наступних груп:
- діти та сім'ї;
- інваліди і
- люди похилого віку.
Боб Мілн запропонував групі створити три робочі підгрупи згідно з розділами документа стратегії, присвяченими кожній з зазначених цільових груп. Кожна з робочих підгруп повинна бути очоленою членом міжгалузевої групи з реформування соціальних послуг. Проект СРСПУ забезпечуватиме необхідну підтримку робочим підгрупам.
Учасники погодились з пропозицією, наданою Романом Біликом стосовно кандидатів на посади робочих підгруп.
Учасники також обговорили важливість стратегії для визначення пріоритетів області. Надія Підскотська також висловила думку про те, що в обласному бюджеті 2007 р. повинні бути виділені певні ресурси для виконання стратегії.
Боб Мілн також зазначив про те, що важливість стратегії розвитку могла б бути підкреслена на обласній конференції для отримання кращого бачення, котре б потім було включене у документ стратегії.
Вирішили:
Розпочати роботу з розвитку стратегії області для соціальних послуг;
Створити три робочих підгрупи для роботи з кожним розділом стратегії, присвяченої забезпеченню послугами окремої цільової групи;
Назначити посади робочих підгруп:
- робоча підгрупа для людей похилого віку - Надія Підскотська;
- робоча підгрупа для дітей та сімей - Леся Маланчак;
- робоча підгрупа для інвалідів - Анна Літягіна.
Назначати кандидатів для кожного відділу з метою входження у відповідні робочі підгрупи на основі їх досвіду та кваліфікації.
5. Дата і час проведення наступного засідання.
Учасники погодились з пропозицією Боба Мілна та Романа Білика про наступне проведення засідання групи 18 січня 2007р.
Особливою увагою в наступному засіданні буде наділене обговорення та планування обласної конференції, а також розгляд особливих завдань робочої програми для міжгалузевої групи з реформування соціальних послуг.
Вирішили: провести наступне засідання міжгалузевої групи з реформування соціальних послуг в четвер, 18 січня 2007р. о 11.00.
