Работа XXXXXXX «Основы вихревой теории пространства» безусловно способна заинтересовать многих специалистов и не только из области теоретической физики. Надо отметить, однако, что стиль изложения автора создает некоторые трудности, поскольку сильно напрягает интуицию читателя ссылками к воображению в пространстве четырех и более измерений. Хотя из работы можно заключить, что автор достаточно свободно владеет подобного рода интуицией, однако не следует полагаться на такую же интуицию у широкого круга читателей. Возможно, что учитывая фундаментальность затронутых в работе вопросов, на большую ясность изложения основных идей автора не следует и рассчитывать. Следует принять к рассмотрению «как есть» предложенную автором работу, а результаты «спокойно обсудить».Что касается чрезвычайной абстрактности центрального понятия вихревого потока пространства в рассматриваемой работе, то можно заметить следующее. ХХХХХХХ делает попытку объяснить « некоторые необъяснимые прежде явления Вселенной» «создаваемые определенной причиной, которая, возможно, так и не была известна Альберту Энштейну – создателю теории относительности». Думается, что эта причина неизвестна большинству физиков и поныне. Известно, что Энштейн объяснил гравитацию через искривление пространственно- временного континуума. ХХХХХХХ хочет пойти дальше, утверждая, что пространство «порождает во Вселенной все остальное». «Физические объекты, энергия и четыре силы природы – полностью субстанции пространства». Для такого объяснения автор и привлекает абстрактные понятия вихревого потока. Заметим ,что основные фундаментальные понятия физики (такие как энергия, элементарные частицы, физические поля и т.д.) также достаточно абстрактны и подлежат восприятию лишь через свои проявления. Кстати, исходя из фундаментальности соотношения Е= mc2 можно сказать, что энергия – это все, что нас окружает, и что мы непосредственно воспринимаем, но это не меняет сути вопроса. Исходя из собственного интуитивного видения предлагаемой теории, и забегая вперед, автор дает свое представление об основных фундаментальных физических понятиях (физические объекты, пространство, время, энергия и четыре силы природы), за что мы ему и благодарны, поскольку из упомянутого списка формализовать автору удалось пока лишь малую долю. Виду сложности предмета рассмотрения не следует судить слишком строго изложение пионерской работы автора, но даже при отсутствии у нас интуитивного видения в пространстве четырех и более измерений, ничто не мешает нам рассматривать данную работу с формальной точки зрения.
Отступая несколько в сторону уместно, наверное, сделать краткое замечание к теории автора. Исходя из единства физического мира, автор, объясняя все свойствами «субстанции» пространства, не имеет, по-видимому, права обходить квантовомеханические проявления частиц в своей вихревой теории. Надо полагать, что в дальнейшем развитии своей пионерской работы, автор восполнит этот пробел, привлекая свои пионерские понятия.
Что сделано ХХХХХХХ в данной работе? Предполагая свою «субстанциональную» сущность пространства, и вводя понятие «вихря», автор строит простейшую абстрактную модель атома водорода. Формально постулируя свойства «вихря», и изучая движение атома водорода в пространстве, ХХХХХХХ выводит соотношение для сокращения длины физических объектов в направлении движения и увеличения длительности физических процессов, а также временных интервалов между событиями. Полученные соотношения совпадают с выводами СТО и объясняют результаты экспериментов Майкельсона-Морли, что может указывать на наличие в воде «ребенка». Поэтому, рассматривая не совсем понятные в изложении автора места работы, надо постараться «вместе с водой не выплеснуть и ребенка». В целом такой пионерский «ребенок», как уже сказано, заслуживает пристального внимания и заботы (изучения) специалистов.
Некоторые замечания и пожелания к работе автора будут все-таки уместны. Надо надеяться, что как пионер своего дела, ХХХХХХХ продолжит проведение в жизнь намеченной программы, поскольку не может рассчитывать на аналогичное видение мира (интуицию) у остальных читателей. Думается, что автору в дальнейшем не стоит допускать выражения типа : «пространство может двигаться во всех направлениях (вращаясь, пульсируя и перемещаясь по любой геометрической кривой),…». Поскольку, здесь речь идет не только об интуитивных представлениях автора, это без дополнительных разъяснений может привести в замешательство любого читателя.
Вводя в теорию вихревое течение пространства (что подозревает его субстанциональную сущность – многомерный аналог т.н. «эфира»), автор, конечно, знает, как с ним обращаться. С формальной точки зрения для анализа важны лишь вводимые им фундаментальные свойства вихря. ХХХХХХХ вводит понятие объема потока вихря W и выписывает основные математические соотношения, связывающие W с другими физическими величинами. Постулируется также сохранение единичного потока вихря в любом состоянии движения. Однако, поскольку замыкание вихря происходит в четырехмерном пространстве, надо отметить, что вводимые понятия (S, L, V, V.n и W) описаны в работе недостаточно строго. Читателю приходится по своему усмотрению придавать точный смысл вводимым математическим величинам, истолковывая замысел автора. Надеемся, этот недостаток изложения представленного материала будет устранен. Однако, когда математические символы и основные формулы (1-3) вихревой теории введены, автор вправе применять к ним правила математики, соблюдая при этом некоторую осторожность, учитывая различную размерность физических величин в приведенных (1-3) формулах.
Как уже отмечено, автору удалось на основании приведенных соотношений вывести явления сокращения длины и замедления физических процессов. Однако, необходимо оспорить заявления автора, что: «Основным и единственным постулатом теории является сохранение постоянства единичного объема потока вихря». Для этого достаточно проследить по изложению, какую роль у автора играет величина скорости света С.
В целом, работа ХХХХХХХ, конечно, интересна и заслуживает быть изученной широким кругом специалистов, т.к. содержит много интересных и новых идей.

The work of XXXXXXX "Basics of the Vortex Theory of Space" is certainly capable to interest many experts and not only from area of theoretical physics. It is necessary to mention, however, that the author’s style of narration creates some difficulties, as it strongly strains reader’s intuition by the references to imagination in space of four and more dimensions. Though from this work one may conclude that the author feels quite at home when it comes to a similar sort of intuition, however, one should not rely on the same level of intuition of a wide readership. Perhaps, taking into account fundamental depth of the questions mentioned in the work, one should not count much on the clarity of presentation of the basic ideas of the author. The work offered by the author should be accepted for consideration "as is" and its results should be "discussed calmly”.
Concerning extreme abstract aspect of the central concept of a vortex flow of space in the examined work it is possible to notice the following. XXXXXXXX attempts to explain "some inexplicable before phenomena of the universe" "created by the certain reason, which, probably, was not downright known to Albert Einstein, the founder of the theory of relativity". It appears that this reason is still unknown to the majority of physicists until now. It is known that Einstein explained gravitation through a curvature of space-time continuum. XXXXXXX wants to go further asserting that space "brings forth all the rest in the universe". "Physical objects, energy and four forces of nature are solely the substations of space". The abstract concepts of vortex flow are presented by the author to give this very explanation. Note that the basic fundamental concepts of physics (such as energy, elementary particles, physical fields, etc.) are also abstract enough and they are subject to perception only through their manifestations. By the way, on account of fundamental depth of the ratio Е = mc² it is possible to say that energy is everything that surrounds us and what we perceive spontaneously, but it does not change the essence of the question. Based on his own intuitive vision of the suggested theory and looking ahead the author gives his representation of the basic fundamental physical concepts (physical objects, space, time, energy and four forces of nature), for what we are grateful to him as from the mentioned list the author managed to formalize just a few. Considering the complexity of the examined subject the presentation of the pioneer work of the author should not be judged too strictly. Even if we lack the intuitive vision in space of four and more dimensions nothing prevents us from examining the given work from the formal point of view.
Touching a bit upon a different subject it is probably pertinent to make a brief remark about the author’s theory. Based on unity of the physical world the author while explaining all by the properties of "substation" of space, apparently, has no right to bypass quantum-mechanical particle development in his vortex theory. We suppose that in the further development of his pioneer work the author will fill this blank invoking his pioneer concepts.
What is done by XXXXXXX in this work? Assuming "substation like" essence of space and entering concept of "vortex" the author builds the elementary abstract model of the atom of hydrogen. Formally postulating property of "vortex" and studying movement of the atom of hydrogen in space XXXXXXX deducts the ratio for reduction of length of physical objects in a direction of movement and increase of duration of physical processes, and also time intervals between events. The received ratios coincide with conclusions of STR (Special Theory of Relativity) and explain results of Michelson-Morley experiments that may be indicative of a presence of - allow us this figure of speech - "the child in the bathwater”. Therefore, while examining not absolutely clear parts of this work presented by the author it is necessary to try "not to throw out the child along with the water". In general, such pioneer "child", as it is already said, deserves steadfast attention and study by the experts.
Some remarks and advices about the author’s work will still be pertinent. Hopefully, XXXXXXX as the pioneer of this matter will continue realization in life of the planned program, as he cannot count on the similar vision of the world (intuition) by the other readers. We think that the author should not further allow expressions of this kind: “The space can move in all directions (rotating, pulsing and moving in any geometrical curve) …“ Since the matter here is not only about intuitive views of the author, without additional explanations it can result in confusion of any reader.
While including in the theory the vortex flow of space (what hints on its substance-like essence – multi-dimensional analogue of so-called "ether") the author, certainly, knows how to deal with it. From the formal point of view of the analysis only the fundamental properties of vortex introduced by him are important. XXXXXXX introduces the concept of volume of the vortex flow W and writes out the basic mathematical ratios linking W to other physical values. He postulates also preservation of a singular vortex flow in any condition of movement. However, as the short circuit of vortex occurs in four-dimensional space, it is necessary to note, that the introduced concepts (S, L, V, V.n and W) are described in work not strictly enough. The reader is left at his own discretion to give exact meaning to the introduced mathematical values thus interpreting freely the author’s idea. We hope that this insufficiency in narration of the submitted material will be eliminated. However, when the mathematical symbols and basic formulas (1-3) of the vortex theory are entered the author has the right to apply to them the rules of mathematics while observing some care at that and taking into account various dimension of physical sizes in mentioned (1-3) formulas.
As mentioned above the author managed on the basis of the presented ratios to deduct the phenomena of reduction of length and delay of physical processes. However, it is necessary to challenge the statements of the author such as: "The main and sole postulate of the theory is the preservation of constancy of singular volume of the vortex flow". To the effect it is enough to look through the narration what role the value of speed of light С plays in the author’s work.
As a whole the work of XXXXXXXX is certainly interesting and it deserves to be studied by a broad circle of the experts, since it contains many interesting and new ideas.

U.S. Taxpayers (Citizens and Resident Aliens)
As a general rule, U.S. domestic corporations and United States citizens and residents are taxed by the U.S, on their worldwide net income regardless of the source of the income. Exceptions to this rule exist only to prevent "double taxation" of foreign income earned by U.S. individuals and Companies abroad. Double Taxation is prevented by allowing U.S. taxpayers to obtain a credit against their U.S. tax for foreign taxes paid on that same income.
Foreign Taxpayer
Foreign Taxpayers (both alien individuals and foreign corporations), however, pay U.S. tax on U.S. income in two entirely different ways depending upon whether the income the Foreign Taxpayer earns is from "passive" sources or whether the income results from the Foreign Taxpayer’s conduct of an active trade or business in the U.S.
Furthermore, the U.S. tax rules for Foreign Taxpayers take into account the fact that the jurisdiction of the United States can extend just so far. Therefore, as a general rule a Foreign Taxpayer will only pay U.S. tax on their "U.S. Source Income" and not on income earned from outside of the United States. There are however exceptions.
In order to understand the two different types of taxation, it is important to examine the general rules that define whether a Foreign Taxpayer is conducting an "active business in the U.S." or a "passive investment" as well as the rules governing "source of income" and the "source of deductions". These definitions determine which one of the two sets of tax rules must be applied in order to calculate the U.S. tax liability of foreign corporations and nonresident alien investors.

There is a strict set of rules that govern the determination of whether income finds its source in the United States or a foreign place for U.S. tax purposes. They are as follows:
1. Compensation for personal services. The source of income from the performance of personal services is located at the place where the services are performed.
2. Rents and royalties. Rent or royalty income has its source at the location, or place of use, of the leased or licensed property.
3. Real Property Income and Gain. Income and gain from the rental or sale of real estate has its source at the place where the property is situated.
4. Sale of personal property. Historically, gain from the sale of personal property has been sourced at the "place of sale" which is generally held to be the place where title to the goods passes; however the rules have become more complex taking other factors in place.
5. Interest. The source of interest income is generally determined by reference to the residence of the debtor; interest paid by a resident of the United States constitutes U.S. source income, while interest paid by foreign residents is generally foreign-source income.
6. Dividends. The source of dividend income generally depends on the nationality or place of incorporation of the corporate payor; that is, distributions by U.S. corporations constitute domestic-source income, while dividends of foreign corporations are foreign-source income. There are, however, several important exceptions to these rules.
7. Partially Within and Partially Without. There is a set of source rules that consider the sources of income that can be partially earned in the U.S. and partially from foreign sources such as income from transportation services rendered partly within and partly without the United States; income from the sale of inventory property "produced", "created", "fabricated", "manufactured", "extracted", "preserved", "cured", or "aged" without and sold within the United States or vice versa, and several other types of income. Generally, this is done on some type of allocation basis between the source countries.
