На свете не так много городов с неповторимым архитектурным обликом и своеобразной духовной атмосферой. Но Петербург занимает особое место. Ведь это не город-музей, доживающей в блеске былой славы. Здесь арена непрекращающегося напряженного действия человеческой воли и мысли: взлетов и падений, успехов и разочарований, вдохновения и страсти. Город, подобно жемчужине, слой за слоем накапливал в себе неоценимое наследие гениальных художников и архитекторов, поэтов и музыкантов. И сейчас он продолжает быть средоточием культурной жизни нации и одним из центров развития мирового искусства, воплощая идею гармонии между традициями и прогрессом. Петербург одновременно и самый русский город в России, и самый европейский в Европе, принадлежащий своему историческому прошлому ровно в той мере, насколько он принадлежит будущему и настоящему.
Гуляя в белую ночь в тишине и покое, любуясь на бронзовые купола соборов, мраморные колонны, гранитные парапеты и темные волны легко вообразить себя героем романа Толстого или Достоевского. Но когда наступает утро, соединяя створки разводных мостов, улицы тотчас захлестывает шум и привычная суета современного мегаполиса. Правда, спешат и суетятся петербуржцы по-своему, никогда не теряя чувства осознанного достоинства. Здесь свой язык, вкусы, особенные манеры, свой стиль поведения.
На протяжении двух веков, с 1712 года, Петербург рос и формировался как столица Российской Империи. В год празднования 300-летия города, ему возвращается статус Северной столицы России, вобравшей в себя цвет ее творческой и интеллектуальной элиты. Юбилейные торжества, как событие международного масштаба, будут продолжаться до конца года.
Translation - English The City of Eternal Inspiration
There are not so many cities in the world with unique architectural image and peculiar spiritual atmosphere. Saint Petersburg is undoubtedly one of such cities. It is not a city-museum surviving because of the splendour of its past glory. Petersburg is the arena of permanent intensive activity of human will and thought: rises and falls, successes and disillusionments, inspirations and passions. The city like a pearl has accumulated layers and layers of invaluable heritage of brilliant artists and architects, poets and musicians. Saint Petersburg today continues to be the focus of the nation’s cultural life and one of the centers of the world art development, it embodies the idea of harmony between traditions and progress. Petersburg is at the same time the most Russian city in Russia and the most European city in Europe. It belongs to its historical past in the same way as it belongs to the present and future.
One can easily imagine oneself to be a character from Tolstoy’s or Dostoevskiy’s novel while walking on a white night in quiet and peace, admiring the bronze domes of the cathedrals, marble pillars, granite parapets and dark waves. But when morning comes connecting the folds of drawbridges, the streets are immediately full of the noise and usual fuss of a modern megapolis. It is true that the Petersburg residents hurry and fuss in their own way never losing their sense of special dignity. Here one has one’s own language, taste, specific manners, style of behavior. In the course of two centuries, since 1712 Petersburg had been developing as the capital of Russian empire. In the year of 300th anniversary the city was again given the status of Russia’s Northern Capital, the cradle of creative and intellectual elite. The anniversary celebrations, being the event of international scale, will continue to the end of the year.

Power comes from the people but that power is then entrusted temporarily to some one else, to be returned in due course to the people.
Consensus requires everyone to take decisions.
Democracy usually means reliance on consent. S/he governs with the trust and consent of those who are governed. They have the right and power to get rid of the governor when that trust and right are exhausted. Those in charge take decisions, which can only be implemented with the consent of those who carry them out.
NGOs & Democracy
NGOs are not owned. Power resides in members, or clients as represented on management committees, or councils. Constitutions usually require their governing bodies to be elected in one-way or another. NGOs are democratic organisations: power belongs to the people.
How is democracy demonstrated?
It is demonstrated in how the organisation is held accountable and in how policy is decided. Members and the constituency (people served) are involved in the decision making process and in the purpose moulding of the organisation.
There are three forms of democracy:
Direct democracy: pure collective, or autonomous group
Representative democracy: with an elected council of members
Stakeholder democracy: a management committee made up of funders, members, clients and the community

Как проявляется демократия?
Она проявляется в том, как организована отчетность организации и в том, как определяется политика организации. Члены и клиентура организации вовлечены в процесс принятия решения и участвуют в определении её целей и задач.
Существует три формы демократии:
Прямая демократия: только коллектив или автономная группа;
Представительная демократия: с избранным советом членов;
Демократия стейкхолдеров: управляющий комитет состоит из спонсоров, членов, клиентов и представителей общины.
