Source text - Arabic لقد تعرفت على البرنامج وأهدافه من خلال مشاهدتي لبعض حلقات ( سلسلة فلاشيات ليصل صوتها إلى قلوبكم ) وكانت " ست حلقات " نشرت على مجلة سمو الأناقة " وكل حلقة تحدثت عن مشاكله ما كالأدمان وعلاقته بطلاق و التشهير بالمطلقات – وأد البنات ، كما شاهدت أحد وأبرز القاءات تلفزيونية وكان لمؤسسة المبادرة مدخله هاتفية بأحد البرامج التي يتم بثها يومياً على القناة السعودية الأولى بهدف التعريف بالمبادرة ، وقد وضحت بها بعض التعريفات المتعلقة بالفقرات بالإضافة إلى تصحيح بعض المعلومات مثال أن البرنامج هو برنامج ثقافي وليس حملة ، وكأنها تقول انتظرونا فقط .
لولوه : وما هي أهداف برنامج نعم أن مطلقة ولكن لن أكون منبوذة .
العنود :
إيضاح مفهوم الطلاق وأنه حق من حقوق الله عز وجل المشروعة لعبادة ، وسنة المصطفى عليه الصلاة والسلام .
مساعدة المطلقة وعائلتها على تقبل الواقع، وأن أغلب زوجات الرسول عليه الصلاة والسلام كن أرامل ومطلقات وأن الطلاق لا يعقبه إلا خير .
التعريف بواجبات وحقوق المطلقين من الجنسين ، كما أن حياتهم لابد أن تستمر بتكرار مرحلة الزواج من جديد فهو حق مشروع لطرفين أن عالجا أسباب الطلاق السابق بأنفسهم .
يهدف البرنامج لإعادة جبر كسور المطلقة وإعادة دمج المطلقات في المجتمع ومساعدتهن على العطاء والكسب المشروع والحلال ، والزرع بداخلها إلى أن الطلاق ليس نهاية المطاف .
خلق بيئة اجتماعية مثالية للنساء عموماً وللمطلقات بشكل خاص.
توعية المجتمع وتهيئته لاستيعاب المطلقات وتغيير النظرة السائدة نحوهن .
إعداد إحصائية حقيقة و مستمرة ومتجددة عن المطلقات ، تساهم في عمل البحوث ومعرفه أسباب الطلاق بهدف معالجتها إعلامياً .
تعريف المجتمعات الخليجية والعربية والدولية بالبرنامج و أهدافه وكيف الإسلام يحافظ على كرامة المرأة و يمنحها حقوقها الشرعية الكاملة ،وذلك من خلال عرض البرنامج باللغتين العربية والانجليزية
إعداد إحصائية تكون دليلاً لمعرفه الأعمال والحالة الشخصية والاجتماعية لكل مطلقة، بهدف السعي بسرعة لمعالجتها ، والإمساك بالخيوط التي تعزز الثقة فيما بيننا وبين المطلقة بهدف البدء معها بمفاهيم إعادة بنا الذات .
•زرع الأمان النفسي من خلال توفير السكن الفردي أو الجماعي وخاصة لمن كانت دون أطفال وهنا لا بد من الجهات المعنية المساهمة معنا بتأثيث اللازم .
•تعزيز الأعمال التطوعية والموجهة للمجتمع من قبل المجتمع .
تنشيط دور الاختصاصيين والمحامين والمستشارين بإدارة البرنامج والمنتمين لهُ والداعمين كذلك إلى جانب كل قلم إعلامي معالج يعي حجم معاناة المطلقات لتتحول الحروف إلى فعل اجتماعي .
من أهداف البرنامج أن يوضح للعائلة مفهوم الزواج الشرعي والذي يعرف من شروطه ،وأن الزواج لبنه أساسية في بناء المجتمع إذا كان مكتمل الشروط ، وتوضيح ما يعرف بزواج المعاصر مع الحث على البعد عن الخوض في أمواجه مهما كانت الظروف ،و الزواج المعاصر والذي حمل عده مسميات منها ( زواج المسيار- الزواج السري-الزواج المقيد بعدم الإنجاب- السياحي أو المصياف-زواج الانترنت- زواج المدني ...الخ) لهُ أثر ملموس في نسب الطلاق بجانب زواج القاصرات كذلك .
على المشايخ وأهل العلم والاختصاصيون العمل معنا على تثقيف المقبلين على الزواج من الرجال وزرع بهم مخافة الله ، فمن أسباب الطلاق كذلك ( الزواج بنية الطلاق ) وهو الذي يخفى كثيراً على الزوجة وعائلتها .
ليس من أهداف البرنامج الدعوة للتمرد ،وهذا ما يجب أن يصل لعامة الناس .
ليس من أهداف البرنامج جعل المطلقة تتفاخر بلقبها الذي بات منبوذاً من سائر فئات المجتمع .
يقف البرنامج مع الجمعيات الحكومية والأهلية والمراكز المعنية بحقوق الإنسان .
يقف البرنامج مع جميع الجهات الحكومية والأهلية والمركز الساعية إلى ( الإصلاح بين البين ) .
البرنامج لا يعنا بجميع المطلقات والمعنفات والمعضولات والأرامل ،وذلك بناء على ” المواثيق التي سيعتمدها البرنامج بشكل قانوني ” ،إنما تأتي عنايته بشريحة محدده أوضحت النتائج احتياجها لأهداف البرنامج ، وذلك حتى لا يكون البرنامج وأهدافه باب تسعى كل أنثى للوصول إليه .
لولوه : وما الذي أخر أنتشارة حتى الساعة .
العنود : ذكرت لكم ما اعرفه عن صاحبة المبادرة ، هي امرأة تنتمي للأسر المنتجة وتصرف على مبادرتها جزء بسيط من دخلها ، فالمبادرات الوطنية عادل ما تكون بحجم ما يرجوه لصحابها للوطن وللمجتمع ، ومثل تلك المبادرات لا يمكن أن تقوم إلا بعوامل عدة ، لذلك هي تحلم ولا تزال ( بأنشاء جمعية تعاونية إعلامية تكون تحت مظلة جهة رسمية) تبقى أهداف فكرة الجمعية و تعريف فقرات البرنامج من حقوقها .
لحظة صمت من الجميع ، وتعود العنود لمتابعة الحديث
العنود : تذكرت ، ذكرت لي أحد المقربات من مؤسسة المبادرة أن يوماً ما قالت لهم ( لم يكن حلمي ذات يوم قياده سيارة أو طائرة ،ولا حتى باخره أو التباهي على مختلف الوسائل الإعلامية بظهور وسرد ما يظنه عقلي بحقوق وهي في الأصل مجرد خزعبلات لم ينزل الله بها من سلطان ، كما يفعل البعض هدنا الله وإياهم ، جاعلين من الغرب قدوره ليصبح طموحهم مبدأ المساواة ، تاركين خلفهم فكر مجتمع لا يزال يحتاج إلى فلاشات توعوية وثقافية ،من أجل جيل قادم واعي .
إنني أعي بحقوقي وحقوق مجتمعي والتي شرعها الإسلام لي ولمن مثلي وأعلم بأنهن كثر ، فمنهجنا كان ولا زال ما أمر الله به في كتابه الطاهر وما نهى عنه رسوله الكريم عليه الصلاة والسلام ، واتخذنا زوجات النبي وبناته ، ومن زوجات الصحابة أسوة حسنة رضوان الله عليهن جميعاً .
وعلمنا بأن الله لا يقبل الظلم فهو كما وصفه ظُلمات ، وهو من يستجيب لدعوة المظلوم والتي تصله وكأنها شراره ، وعلمنا بأن محمد عليه الصلاة والسلام قد استجار من القهر وأوصى وهو بأخر أيامه " بالقوارير " فلم أجد بمجتمعي " قوارير " تعاني من الظلم والقهر وأنوع العنف والترصد الإعلامي إلا المطلقات ، لأسباب ناتجة عن أفكار اجتماعية وتعصب لدى بعض العائلات وهو ما قد ساهم في هدم العقل أكثر من أن يسهم في بنائه .
معتقدين بأنهم يحسنون تهذيب المرأة والمحافظة عليها فهي بنظرهم لم تطلق من ذات الحسب والنسب إلا لعيب بها وبسلوكها وبأنهم لو تركوا لها الحياة ، ستعود لهم بجرم مشهود ، وعار لن يموت ، لذلك يجب أن تحبس وتقهر وتهان ، فبدأت مبادرتي كـ ( فرخ الحمام ) ، وبدأ ينموا إلى أن نبتت لهُ أجنحة ، وأخذ يرفرف بكل سلام ، فأطلقته ليجول على أمل أن يطوف بجميع مدن وقرى مملكتنا الحبيبة ، لنشر السلام والتوعية الثقافية بسلام مع رسالة أمل جديد لحياة من زج بها بحراً خالياً من العواطف ، بسبب صك ربما كتب الله لها " صك رحمه وغفرآن " فرسالتي نابعة من أرض الإسلام والسلام ، وما أطمح إليه هو تحقيق أهدافها لتصب في مصلحة المجتمع وبشكل عام ، وبذلك أكون قد ساهمت في خدمة فئة غالية من بنات وطني ثم ولاة أمري والذين جعلوا من لون الخير والعطاء راية ومن شهادة (( لا إله إلا الله محمد رسول لله )) قوة إيمان تعلوا سيف الدفاع عن الحق باستنادهم على القرآن والسنة.
ومن ما أنتهت العنود من كلامها ، عاد الهدوء ليخيم على الصديقات ،وكل واحدة منهن تبحث بداخلها عن مبادرة وطني جديدة تسهم في أنعاش كيان المجتمع وفكرة من خلال باب التوعية – والثقافة – والأدب ، والمستند على التشريعات الإلهية لتنثر على تراب مملكة الإسلام و الإنسانية يسجلون بها ( بصمة سعودية )
Translation - English Alaanood: I got acquainted with the program and its targets through watching some episodes (Flashiat series: So That Her Voice Can Reach Your Hearts). These episodes were six episodes, published in Smo El-Anaqah magazine. Each episode talked about a specific problem such as addiction, its relation to divorce, divorced defamation, and female infanticide. Additionally, I watched one of the most prominent T.V interviews. The initiating corporation had a telephone intervention in one of the programs, daily broadcasted on the first Saudi channel, with aim of introducing the initiative. The initiating corporation clarified some definitions pertaining to the components in addition to correcting some information such as: the program is a cultural program not a campaign, as if it was saying wait for us only.
Lolwa: what are the targets of the program" Yes! I am divorced, but won't be rejected"?
Alaanod:
Clarifying the concept of divorce as a right granted by Allah to His servants and the Sunnah of His prophet Mohamed- PBUH.
Helping the divorced woman and her family to accept the reality by telling them that the majority of the Prophet's- PBUH- wives were widows or divorced and that the divorce is only followed by what is good.
Acquainting with the rights and duties of divorced of both genders and that their lives should continue by repeating the marriage phase as it is a lawful right for both parties if they treat the reasons of the previous divorce by themselves.
The program aims at treating the divorced woman psychological wounds, reintegrating her in the society, helping her in giving and licit gain, and firming up in her soul that divorce is not the end of the journey.
Setting up an ideal social environment for women, in general, and divorced women in particular.
Society edification and preparation to take in the divorced women as well as changing the prevailing opinion towards them.
Preparing a real, continuous, and up-to-date statistic on divorced women in a way that contributes in making researches and getting to know divorce reasons in order to tackle same in media.
Through showing the program in Arabic and English, getting the Gulf, Arab, and international societies acquainted with the program and its targets, as well as how Islam maintains woman dignity, gives her the entire lawful rights,
Preparing a study that would be a guide to know the work, personal and social status of each divorced woman in order to seek treating same promptly, promoting confidence between us and the divorced woman with the aim of starting with her self-rebuilding.
Setting psychological security through providing individual or group housing especially for those who are not mothers. In such case, the competent entities shall cooperate with us in providing what is necessary to carry out such project.
Consolidating voluntary and oriented works.
Activating the role of specialists, lawyers, consultants at the program management as well as the role of its members, supporters, in addition to the role of media professionals who are aware of the size of divorced women suffering so that letters would become social act.
One of the program targets is to clarify to the family the concept of lawful marriage, its conditions, in addition to clarifying that marriage is fundamental in building societies if the conditions thereof are fulfilled. Additionally, what is known as contemporary marriage shall be clarified and advice on not getting involved in such marriage shall be given. Contemporary marriage which has many designations such as: zawag al-misyar (traveler's marriage), secret marriage, no children restricted marriage, touristic or summer resorts marriage, internet marriage, civil marriage…etc., as well as underage girls marriage has a significant impact on divorce percentages.
Sheiks, scientists, and specialists should work with us to educate those young men who are about to get married that they should fear Allah as one of divorce reasons is represented in (marriage with the intention to get divorced); this matter, in many conditions, is hided from the wife and her family.
This program is not an invitation to rebel, and such matter shall be made clear to people.
Making the divorced woman praise herself for such title is not one of the program's targets; as such title is rejected by the rest of the society categories.
The program supports governmental and civil associations as well as centers concerned with human rights.
The program supports all governmental and civil entities as well as centers seeking to achieve conciliation between parties.
Basing upon the charters to be legally approved by the program, the program does not care for all divorced women, battered women, prevented from marrying women, and widows; yet, it cares for a specific segment, that the results showed there need for the program's targets so as the program and its targets wouldn't be misused by any female.
Lolwa: what prevented its diffusion till now?
Alaanod: I told you what I know about the initiator: she is a member of producing families and she spends on her initiative a slight part of her income, as national initiatives are usually at the size of the initiator's hope for the nation and society. Such initiatives can only be set basing upon several factors; so, she dreamt and is still dreaming of establishing a media cooperative society under the umbrella of an official body) where the society idea and targets, and informing people of the program components would remain the right thereof.
All become silent for a minute, and after that Alaanod continued the speech
Alaanod: I remember that one of the persons, close to the initiating corporation, told me that she told them once:"I have never dreamt to drive a car, a plane, or even a ship or to praise myself on various media by appearance to narrate what I see rights; however, they are in origin superstitions, as some of us do. Such persons consider the western society a pattern to imitate; so, their ambition is represented in equality principles ignoring the society thought which still needs cultural and awareness flashes in order to bring up an upcoming aware generation.
I am aware of my rights and the rights of my society that Islam made lawful for me and those who are like me and I know that they are many as our approach was and still is what Allah ordered in His Holy Book, what His Prophet- PBUH- forbade, and we made the Prophet's wives and daughters, as well as the Prophet's companions' wives- May Allah Be Pleased With Them- an ideal for us.
We know that Allah does not accept injustice as He describes it as darkness, He responds to the prayer of oppressed people as if it is a spark. We know that Prophet Mohamed- PBUH- sought refuge from oppression and ordered in His last days to take care of women. In my society I did not find "women" suffering from injustice, oppression, violence, awaiting media, except divorced women for reasons resulting from social ideas, austerity in some families, the matter that contributed in undermining the mind more than it contributes in building same.
Believing that if they edify woman and keep her, so she only got divorced for a defect in her behavior, and if they leave her to live alone, she will return to them with a witnessed crime and shame that won't be forgotten; so, she must be detained, oppressed, and humiliated. Therefore, I began my initiative like a small pigeon that began to grow up till it had wings and began fluttering peacefully; so, I left it to fly hoping that it would visit all the villages and cities of the Kingdom, to spread peace, cultural awareness, and a message of a new hope in life. My message stems from the land of Islam and peace, and I aim to achieve the interest of the society in general, and so I would contribute in rendering a service to a valuable category of our nation's girls, and my guardians who made from benefit and giving a standard and from the testimony: "No god but Allah, Mohamed is the Messenger of Allah" a belief strength that would defend the right basing upon the Holy Quran and Sunnah.
When Alaanod finished her speech, friends became silent again, as each one of them is searching inside herself for a new national initiative that would contribute in reviving the society essence and thought through awareness, culture, and politeness based upon divine legislations in order to be wide spread same in the Kingdom of Islam and humanity where they could record the Saudi character.

Source text - English Title I: General provisions
Article 1 (21) (73) (96)
These Staff Regulations shall apply to officials of the Communities.
1. For the purposes of these Staff Regulations, "official of the Communities" means any person who has been appointed, as provided for in these Staff Regulations, to an established post on the staff of one of the institutions of the Communities by an instrument issued by the Appointing Authority of that institution.
2-This definition in paragraph 1 shall also apply to persons appointed by Community bodies to whom these Staff Regulations apply under the Community acts establishing them (hereinafter "agencies"). Any references to institutions in these Staff Regulations shall apply to agencies, save as otherwise provided in these Staff Regulations.
Article 1b (96)
Save as otherwise provided in these Staff Regulations,
(a) the European Economic and Social Committee,
(b) the Committee of the Regions,
(c) the European Ombudsman and
(d) the European Data Protection Supervisor
shall, for the purposes of these Staff Regulations, be treated as institutions of the Communities.
Article 1c (96)
Any reference in these Staff Regulations to a person of the male sex shall be deemed also to constitute a reference to a person of the female sex, and vice-versa, unless the context clearly indicates otherwise.
Article 1d (77) (96)
1. In the application of these Staff Regulations, any discrimination based on any ground such as sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age, or sexual orientation shall be prohibited.
For the purposes of these Staff Regulations, non-marital partnerships shall be treated as marriage provided that all the conditions listed in Article 1(2)(c) of Annex VII are fulfilled.
2- With a view to ensuring full equality in practice between men and women in working life, which shall be an essential element to be considered in the implementation of all aspects of these Staff Regulations, the principle of equal treatment shall not prevent the institutions of the European Communities from maintaining or adopting measures providing for specific advantages in order to make it easier for the underrepresented sex to pursue a vocational activity or to prevent or compensate for disadvantages in professional career.
