Российский сервисный рынок постепенно пополняется новыми игроками, однако до жесткой конкуренции между ними еще далеко. Независимых отечественных компаний очень мало, а процесс выведения «сервисов» из нефтегазовых компаний не завершен. При этом даже те компании, которые отделены юридически, на деле не имеют достаточной свободы. Денег для развития не хватает ни «выведенным», ни независимым, поэтому на рынке высоких технологий западные компании преимущественно состязаются друг с другом, а право выполнять остальные подряды распределяется в основном по территориальному признаку.
По мнению большинства собеседников «НВТ» отечественный рынок сервисных услуг на данном этапе все еще находится в стадии формирования. Ряд компаний, к числу которых относятся «Сургутнефтегаз», «ЛУКОЙЛ», «ЮКОС», «Татнефть» и «Башнефть» отдают предпочтение услугам собственных сервисных предприятий. Из западных же сервисных компаний в России на данный момент заметно присутствуют только «киты» мирового рынка, обосновавшиеся здесь несколько лет назад. Остальные, в большинстве своем, пока серьезного энтузиазма не проявляют. При этом, хотя сотрудничество с транснациональными гигантами сервиса ведется на регулярной основе, количество заключенных с ними контрактов, как правило, не соответствует заявлениям о них в СМИ – информация о подобных контрактах относится к разряду PR, поэтому анонсируется лишь при потребности заказчика или подрядчика заявить о себе.
Новые игроки появляются за счет отделения «сервисов» от нефтегазовых компаний, поэтому, если считать по количеству сервисных бригад, на рынке России по сути ничего не меняется. Кроме того, поскольку «новички» традиционно были частью добывающего блока нефтяных компаний (НК), существенные преимущества они имеют только в своем регионе, чаще всего, не располагая ни мощностями, ни знаниями необходимыми для работы на рынке в целом. Особую «переходную» группу составляют дочерние сервисные предприятия, которым «позволено» или даже «приказано» искать сторонние заказы. Интересно, что наличие маркетинговых служб у них составляет большую редкость. Они не умеют или же не имеют возможности грамотно «продавать» свои услуги, взаимодействовать с другими компаниями и правильно информировать заказчиков о своих возможностях и достоинствах. «У меня нет даже человека, который бы занимался маркетингом. Нет такой штатной единицы», - говорит Алексей Волков Директор филиала «Центр горизонтального бурения» ДООО «Бургаз». Независимые компании, в этом смысле мало чем от них отличаются, поэтому конкуренция между отечественными компаниями слабая и носит преимущественно региональный, сегментный характер.
Рынок заказчиков, в свою очередь, тоже рано еще называть открытым. Из-за стремления перечисленных выше компаний к использованию собственных сервисов, подрядчики со стороны имеют мало возможностей для получения подрядов, что служит одним из факторов, не позволяющих в ближайшее время ожидать быстрого превращения региональных сервисных компаний в мультирегиональные.
Как следствие заказчикам нередко приходится сталкиваться с проблемой отсутствия оборудования и технологий у компаний готовых взяться за выполнение необходимых работ. К примеру, если речь идет об использовании колтюбинговы установок, систем навигации или сложных геофизических приборов, то с момента принятия решения об их приобретении до дня, когда их можно реально использовать на месторождениях проходит от нескольких месяцев до нескольких лет. Это связано с зачастую крайне бюрократизированным механизмом закупки оборудования, неотлаженной и плохо финансированной системой разработки технологий и обучения персонала. «На сегодняшний день еще не все сегменты рынка услуг насыщены и уж тем более перенасыщены людьми и приборами. Мы бы хотели, чтобы это насыщение было гораздо выше», - сказал «НВТ» представитель «Сибнефти».
В этих и многих других проблемах очень часто виноваты именно сами заказчики. Продекларировав юридическую независимость своих «сервисов» и, тем самым, оградив себя от их возможных убытков, НК не обеспечивают им достаточных возможностей для развития. Или же «полуотделенные» предприятия удерживаются на короткой привязи, платят оброк в форме навязываемых «хозяином» подрядов, и испытывают резонный страх перед будущим, видя незавидное существование уже «отделенных коллег». В некоторых странах арабского Востока, опальная жена вынуждена уходить из дома супруга, забирая с собой только то, что на ней было одето в момент расставания. По этой причине, мудрые восточные женщины особенно ценят дорогие нательные украшения, и после стремительного развода могут еще несколько лет удерживаться на плаву на вырученные за них средства. У отделяемых сервисных подразделений российских НК, в этом смысле, нет ни «украшений», ни достаточного числа свободных мужчин на примете. Поэтому переходный этап в формировании российского сервисного рынка сопровождается присутствием на нем большого числа «наложниц» по неволе. Их содержание не накладно, но перспективы туманны.
Мнимая свобода
К выведению «сервиса» из структуры блока добычи нефтегазовые компании приступили несколько лет назад. К примеру, «Сибнефть» и «ЮКОС» занялась этим в 1998 году, ТНК и «ЛУКОЙЛ» - в 2002. Ни в одной из них процесс пока полностью не завершен, при этом, переоформив «сервиса» в самостоятельные дочерние подразделения, и, отказавшись от оперативного управления их деятельностью, ни одна из НК не ставит окончательной целью продажу. «Не все наши сервисные компании кто-то готов купить. Кроме того, делать это резко нельзя, потому что на рынке присутствует только несколько крупных игроков у которых есть свободные средства и которые готовы платить. Если мы продадим им все сразу – тут же попадем в монопольную зависимость, поэтому продажа – процесс многоступенчатый и это не основная цель. Основная цель – избежать монополизации рынка. Мы хотим, чтобы появилось несколько подрядчиков, с которыми мы могли бы работать по данному виду услуг», - пояснил представитель «Сибнефти». Такую же позицию занимает руководство сервисного блока «ТНК-BP».
С другой стороны, приобретение бывшего внутреннего сервисного предприятия означает для покупателя в том числе и приобретение всех его проблем, коих у каждого множество. Прежде всего, это изношенность основных фондов и колоссальная социальная ответственность. Поэтому «мэтры» сервиса чаще используют стратегию переманивания квалифицированного персонала. Причем это относится как к промысловому сервису, так и к информационно-технологическому.
В то же время, сохраняя полный или частичный контроль над «сервисом» головные компании нередко оставляют за собой статус основного заказчика. «Я не настолько самостоятелен, чтобы решать, с кем мне работать, а с кем не работать. То есть, с «Пурнефтегазом», например, я могу в случае необходимости разорвать отношения, а с газпромовскими заказчиками – нет, хотя меня и не всегда устраивает сотрудничество с ними. У меня в этом смысле, есть известные ограничения», - утверждает Алексей Волков. В похожем положении находятся и сервисные подразделения «ТНК-BP» – на их работу оказывает влияние необходимость обслуживания безальтернативных контрагентов рекомендованных добывающим Блоком головной компании. А причин для недовольства головными компаниями у «сервисов» более чем достаточно. Например, оплату за выполнение работ для НК некоторые из них получают не живыми деньгами, а в виде взаимозачетов.
Головные компании оставляют за собой право регулировать бизнес-планы «квази-самостоятельных» дочек. Однако интересы «сервиса», нуждающегося в инвестировании средств в оборудование и ноу-хау, нередко идут вразрез с интересами хозяйствующей НК, заинтересованной, в первую очередь в объеме собственной общей прибыли, размер которой не всегда пропорционален прибыли отдельно взятой сервисной дочки. «Незачем инвестировать средства в приобретение дорогостоящего оборудования нашими «сервисами», если соответствующие услуги доступны на рынке», - пояснил Феликс Любашевский, руководитель Блока сервисов «ТНК-BP».
Все равны
На вопрос о том, имеют ли сервисные «дочки» преимущества при распределении подрядов, все собеседники «НВТ» ответили одинаково: «Мы пытаемся от этого уйти. Специально заказами не обеспечиваем. При этом, руководителям ставим задачу, чтобы определенный процент доходов они зарабатывали в сотрудничестве с другими НК. Таким образом мы стимулируем в своих компаниях технический и инженерный прогресс». К примеру, в «Сибнефти» Все услуги по капитальному ремонту скважин оказывают только внешние сервисные компании, бурение скважин ведут 4 буровых подрядчика, из которых только один «дочерний», а остальные – внешние.
По утверждению опрошенных «НВТ» компаний выбор подрядчика формально не зависит от того российский он или западный. Российские компании, в большинстве своем, еще не могут предоставить высокие технологии, поэтому на этом сегменте рынка между собой конкурируют западные компании. На остальных – все зависит исключительно от упомянутого соотношения цены и качества, а цена, при сравнительно равном качестве, у российских как правило ниже. Поэтому, на данном этапе рынок поделен на естественные сферы влияния.
Пока не вполне ясно, когда и чем закончится переустройство российского сервисного рынка. Понятно, что, помимо рассмотренных факторов, значительное влияние на этот процесс оказывают процессы слияния и поглощения НК. Участие крупных западных компаний как реализованное к настоящему моменту, так и прогнозируемое на ближайшее будущее становится лишним поводом для оптимизма международных сервисных компаний. Представитель одного из дочерних институтов «ТНК-BP», Тюменского нефтяного научного центра утверждает: «Британцы пока ведут себя очень осторожно и сдержанно в отношении нашей организации. Может быть, все идет мягко потому, что мы заранее предвидели слияние и заблаговременно стали во многом переходить на западные стандарты. Серьезных перемен мы пока не почувствовали». Насколько жесткой окажется дальнейшая политика иностранного менеджмента «ТНК-BP» и их последователей пока можно только гадать. Один из руководителей другого Блока «ТНК-BP» высказался менее оптимистично: «Зачем-то стали чуть не поголовно менять наших специалистов на иностранцев. Какой смысл? – Можно подумать, они лучше разбираются в происходящем. Ничего хорошего в этом я не вижу».
В заключение можно лишь пожелать отечественным предприятиям пережить это тяжелое время, не потеряв весь свой состав и не сгинув вместе со стремительно стареющими основными фондами. Вряд ли это было бы полезно для отрасли в целом. И хотя, решающее слово в этом процессе остается за управляющими структурами, как показывает опыт одного из собеседников «НВТ» по текущему разделу, Алексея Волкова (см. интервью), спасение «утопающих» и в данном случае, во многом остается делом их собственных усилий.

The Russian service market gradually incorporates new “players”, however they are still too immature to get engaged in the rigorous competition. Independent domestic companies are few in number and at the same time the process of seceding of the service companies from the oil and gas production companies is not completed yet. Even those service companies, which are legally “separated”, do not have real freedom. Both “separated” and independent service companies suffer from lack of funding. Given this the high-tech market is the arena of the competition mainly among the western companies. And the rest of the contracts are awarded in the regions.
According to the overwhelming majority of the “OVT” interviewees the domestic service market is immature and still evolving. A number of companies to include «Surgutneftegas», «LUKOIL», «YUKOS», «Tatneft» and «Bashneft» prefer to employ their own service companies. As far as the western service companies are concerned only those “giants” that have established themselves in Russia several years ago play significant role. The rest of the western service companies are not too much enthusiastic so far. And although the collaboration with the transnational service giants is regular the number of the really signed contracts as a rule differs from the mass media triumphal reports. The information on such contracts is mainly intended for encouraging public opinion and is published only when a customer or a contractor want to draw public attention.
New players in the league appear as a result of seceding of the service companies from their “mother” oil and gas production companies. So, despite the increase of the number of new service companies the actual number of the service crews remains the same and does not change the climate at the Russian oil and gas service market. Moreover, since the “neophytes” have traditionally been the members of the oil production family they enjoy advantages only in their family region and often have neither capabilities nor experience to invade the domestic market in general. A special “transition” group includes service subsidiaries, which get the “permit” or even “directives” from their “masters” to look for outside contracts. Interestingly enough, but very few of such companies have their own marketing department. They are not capable of or cannot “market” their services, interact with other companies and inform potential customers on their capabilities and advantages in proper way. “I don’t even have a person responsible for marketing. The company structure does not envisage such officer”, says Alexei Volkov, Director of the “Horizontal drilling center” subsidiary, “Burgaz” company. In this sense the independent companies are of no difference. That is why competition among the domestic companies is not rigorous and is concentrated mainly in their regions or in the areas of their expertise.
On the other hand it is too early to say that the customer market has become the “open” one. Due to the desire of the said production companies to use their own service capabilities the outside contractors have little chance to be awarded with the contract, and this is one of the obstacles preventing quick transformation of the regional service companies into transregional ones.
As a result the customers often face the situation when the company, which is ready to provide the required service, does not have sufficient equipment and technologies. For example, it takes from several months to several years to actually start using the procured coiled tubing units, navigation systems or complex geophysical devises at an oil field. Very often the reason for such delay is too complicated procurement procedure, imperfect and poorly funded technology development and personnel training system. “Today not all sectors of the service market enjoy full supply, to say nothing of oversupply, of necessary specialists and equipment. We would like to see more plentiful supply”, says the “Sibneft” company representative to the “OVT”.
Very often it is the fault of the customers that the above and many others problems occur. Declaring legal independence of their service companies to avoid paying their possible debts, the production companies do not give them enough freedom and support for further development. In other cases the production companies keep a tight rein on the “semi-separated” service companies, obeying them to pay rent in form of obligatory subcontracts (provided by the “master”). The service companies get reasonably scared looking at sufferings of some of their “unlucky separated colleagues”. In some Middle East countries, a woman who is out of favor with her husband has to leave the home, taking only the belongings that are on her. This is why the wise oriental women like to wear precious jewelry since after quick and unexpected divorce they can survive for several years by selling the jewelry. The service companies divorced by the Russian oil and gas producers have neither “jewelries” nor “admirers”. That is why at present when the Russian service market is still evolving there are plenty of the so-called “concubines”. They do not demand too much money but their future is unclear.
False freedom
Seceding of the service companies from the oil and gas producers started several years ago. For example, «Sibneft» and «YUKOS» started that process in 1998, and “TNK” and «LUKOIL» launched it in 2002. However, this process is not over in any of the said production companies. Moreover, making the service companies independent subsidiaries and refusing to exercise routine management of them no production company is ready to sell them. «Not all potential buyers are ready to purchase our service companies. And one should not sell them rapidly since there are only few big players at the market who have sufficient funds and are ready to pay. If we offer them a wholesale these players will immediately have a monopoly. This is why we need to sale the service companies gradually, but still it is not the main objective. The main objective is to avoid monopolization of the market. We would like to have several contractors, providing specific services”, explained “Sibneft” representative. This opinion is shared by the top management of the «TNK-BP» service group.
On the other hand if a buyer acquires a service company that has been part of a production company along with the assets he gets all company problems, which are plentiful. First of all, it concerns equipment wear and enormous social responsibility. That is why the “giants” of the service business often pursue the qualified personnel winning strategy. And this applies to both field service and information and technology support companies.
At the same time, maintaining full or partial control over the service companies the head companies often remain their primary customers. «I have not enough freedom to decide whom to work with and whom not. For example, if necessary I may cancel contractual obligations with the “Purneftegas” company, but not with “GAZPROM” customers, although I am not always satisfied with their collaboration. In this sense I have certain limitations”, states Alexei Volkov. The «TNK-BP» service companies are in similar situation. They are under pressure to provide services to the customers recommended by their head company while the service companies are dissatisfied with the head companies for many reasons. For example, the payment they receive for the services provided for production companies is not in currency, but in form of mutual debt annulling.
The head companies still have the right to alter the business plans of “quazi-independent” subsidiaries. However the interests of a service company that is desperately hungry for investments in equipment and know-how are often in conflict with those of a “master” production company, since the latter looks for its own general profit, scope of which is not always proportional to the profit of a separate subsidiary. «It is pointless to provide funds to our service companies for purchasing costly equipment, since this services are freely available in the market», explain Felix Lyubashevsky, the head of «TNK-BP» service group.
All are equal
Answering the question if the service subsidiaries are in advantageous position when the subcontracts are awarded all the “OVT” interviewees gave the similar answers: “We try to avoid it, we do not specially award contracts to a particular company. At the same time, we encourage the service company managers to earn some profits through the contracts signed with other production companies. By this we stimulate our companies to make equipment and engineering upgrading». For example, only the external service companies provide for well work-over in the “Sibneft” company. Drilling is carried out by the four companies, only one of which is the subsidiary and the rest are external companies.
According to the “OVT” interviewees it is irrelevant if the selected contractor is a Russian or a foreign company. Since the majority of the Russian companies are not able to provide high-tech equipment, this market sector is the arena of the competition among the western companies. In other market sectors everything depends on the already mention cost-quality factor and with more or less equal quality the cost of the services provided by the Russian companies is typically lower. That is why at present the market is divided between the Russian and the western companies in a certain obvious way.
So far, it is not clear when and how the Russian service market is going to be finally restructured. It is quite obvious that among the above mentioned factors the significant impact will be produced by the production company merge and taking over processes. Involvement of the huge investment companies that have already become players at the Russian market or plan to do this soon give certain optimism to the international service companies. Representative of the Tumen Oil Science Center (“TNK-BP” subsidiary) says, “So far the Brits have very careful and restrained attitude towards our institution. May be it is so smooth because we have foreseen the merging processes and have started to accept the western standards in due time. So our routine has not been seriously impacted yet”. But one can only guess how tough will be the policy pursued by the “TNK-BP” foreign managers and their successors in future. One of the managers of the other “TNK-BP” service group was less optimistic, “What is the reason for replacing our specialists by the foreign experts? As if the foreigners better understand the situation. I personally see no good in it”.
In conclusion we wish the Russian companies to survive through these hardships without losing their qualified specialists and not to vanish along with the obsolete equipment. It is very unlikely that the industry will benefit from this. And although the managers are still the final decision makers, according to Alexei Volkov, “The shipwreck victims should rely mainly on themselves”.

Source text - English Интервью с Алексеем Волковым, Директором филиала «Центр горизонтального бурения» ДООО «Бургаз», ОАО «Газпром»
«НГВ-Технологии»: Как Вы можете охарактеризовать структуру взаимоотношений Центра с основными заказчиками?
Алексей Волков: Наш основной заказчик – ДООО «Бургаз», равно как и мы его основные подрядчики. «Оренбургбургаз» предпринимал попытки поиска сторонних подрядчиков, но неудачные. Мне же свое оборудование нужно использовать по максимуму. Пока удается. У нас сейчас процент использования западного телеметрического оборудования, которое было закуплено в рамках венгерского кредита, составляет где-то 60%, хотя это и не простое достижение. Когда производилась закупка, с объемами бурения определенности не было. Почему я был вынужден искать сторонних заказчиков? Оборудования много, амортизация тянет очень много, оборудование должно работать, а на бурящихся объектах для «Газпрома» оно просто лишнее. Поэтому, на данный момент у меня доля сторонних заказчиков составляет больше 40% в общем объеме работ. Тем не менее, я в любом случае должен строить отношения со сторонними заказчиками не в ущерб «Газпрому» и помогать ему в решении стратегических задач.
Каков механизм взаимодействия со сторонними заказчиками?
Все начинается с переговоров о цене. Далее обсуждаем условия контракта. Дело в том, что мы всегда включаем туда пункт о возмещении остаточной стоимости оборудования, оставленного в скважине не по нашей вине. Недавно один из заказчиков отказался от этого пункта, поэтому встал вопрос о страховании нашего оборудования, но ни одна из фирм, оборудование, спускаемое в скважину, не страхует. Они готовы страховать его при перевозке и т.п., но, как только дело доходит до спуска в скважину, не хотят страховать ни на каких условиях.
Если же говорить об общей структуре взаимоотношений, то бывает по-разному. Договор у нас может быть и с буровым подрядчиком, и с самим заказчиком. Примерно пополам бывает. Конечно, удобнее работать с головным заказчиком. Это проще в плане взаимоотношений, в плане движения денег. Например, у меня могут быть подозрения, что заказчик с буровиками расплатился, а они нам по какой-то причине выплату задерживают, ссылаясь на заказчика. А я, ведь, не могу проверить, показать платежку и т.д. Технически же, мы всегда взаимодействуем с геологами и технологами основного подрядчика. Правда, все равно, лучше, когда мы на равных.
Насколько Вы самостоятельны в финансовых решениях?
Достаточно самостоятельны. Раньше мы работали по «разрешительной схеме». То есть, каждый заключаемый договор сначала утверждался в Москве. Теперь же, Москва просто контролирует нашу работу.
Может быть было бы легче, если бы вы получили юридическую независимость от «Газпрома»?
Такой вопрос обсуждается, но никто толком не знает как это сделать. ДООО «Бургаз» является 100%-ной дочкой Газпрома, поэтому учреждать какие-то самостоятельные структуры без третьих лиц не может. Во-вторых, оборудование, которым я владею, принадлежит ДООО «Бургаз». На каких правах мне будут его передавать? В аренду? В лизинг? Если мне его в аренду дадут, мне придется эту арендную плату платить, стоит у меня оборудование или работает. Кроме того надо думать о людях. Сейчас они себя чувствуют работниками Газпрома. Они понимают, что социально защищены. А тут, если им скажут пишите заявление о переходе в «частную лавочку», люди задумаются.
«Газпром», например, обеспечивает летний отдых – у нас путевки оплачиваются любые, и в Сочи, и в Крым и за границу. Вряд ли это будет в частной структуре. Кроме того, сейчас у нас есть система негосударственного пенсионного обеспечения. Люди рассчитывают, уйдя на пенсию, получать дополнительные деньги от Газпрома. А как это будет с переходом в частную структуру? Соответственно, придется заключать договора с пенсионными фондами. Но, если «Газпромбанку» и пенсионному фонду «Газпрома» у меня нет оснований не доверять, то с частными ПИФами совершенно другая ситуация. «Газпром» – это огромный механизм, который уже десять лет работает и, я думаю, будет работать дальше.
Другими словами, на данном этапе способы решения проблемы обособления не определены. С другой стороны, я вообще не вижу большого смысла выделять нас в самостоятельную структуру. Ведь, при реструктуризации предприятия обычно отсекаются убыточные предприятия. Мы убыточными не являемся – мы приносим прибыль. Пока есть стабильные объемы бурения с планами на пять лет вперед, будет выгодно содержать такие центры, как наш, в составе основного предприятия. Вот, если бы вопрос с объемами бурения был неопределенным, тогда, действительно имело бы смысл выделить Центр, чтобы не кормить его, когда бурения не будет.
Как Вы оцениваете конкурентную ситуацию в целом на рынке?
С российскими предприятиями у нас конкуренция весьма относительная. Ни у одной частной структуры, например, нет импортного телеметрического оборудования. Такие системы может позволить себе закупить только крупная нефтегазовая компания. У компаний есть свои центры, но они на данный момент входят в состав нефтяных компаний, что накладывает свои ограничения.
Сейчас мы вплотную приступили к созданию телесистемы с электромагнитным каналом связи. Мы испытаем ее на скважине уже через год, потом приступим к созданию гидроканала. Надо же и в нашей стране начать производство таких систем – не одним же американцам их выпускать. Были попытки привлечения институтов по линии НИОКР, но воз и ныне там, разработанных телесистем нет. Мы решили заниматься этим самостоятельно, потому что тот, кто в нашей стране первым освоит выпуск систем этого класса, будет иметь неоспоримые конкурентные преимущества. Стоимость той системы, которую мы сделали к настоящему моменту, на порядок ниже, чем цена закупавшихся западных телесистем. Кроме того у нас резко снизится зависимость и от запчастей.
У Вас есть достаточная автономность в отношении ведения такой работы?
К счастью, да. Скажем так, все знают о наших проблемах, и о том, как мы их пытаемся решать, и по рукам не бьют. Ведь, главное, чтобы не мешали. Мы бы, конечно, не отказались от финансовой помощи, но пока решаем эти вопросы за счет денег от выполнения работ для сторонних заказчиков.
Ощущается ли конкуренция с западными компаниями?
По масштабам присутствия на рынке, в сравнении с крупными инофирмами мы незаметны. Они с нами напрямую не конкурируют. Они конкурируют между собой. Большое значение играет стоимость работ, но этим все не ограничивается. Каждая крупная западная сервисная компания – это «брэнд». «Шлюмберже», «Бейкер Хьюз», «Сперри-Сан» и т.д. Мы с ними пока не можем тягаться, поскольку они обслуживают месторождения целиком. Я этого сделать не смогу по ряду причин. Во-первых, на некоторых месторождениях у них по 10-15 комплектов телесистем и, соответственно, столько же бригад. У меня такого количества оборудования нет. Кроме того, мне еще нужно думать и о Газпромовских месторождениях – я не могу бросить все оборудование на месторождение нефтяников.
Если браться за целое месторождение, идет очень большой расход запчастей, а у меня все ограничивается тем, что имеется на складе. Когда запас закончится, я просто остановлюсь. А у них есть мощности по их производству. Соответственно мне нужно, либо налаживать работу по постоянному восстановлению этих запчастей, либо делать собственные.
А почему Вы исключаете вариант сотрудничества с самими производителями? Они отказываются поставлять запчасти?
Да нет, просто есть сложности с валютными закупками. Но вопрос будет решаться, иначе никак. Есть, правда, и другой вариант – если кто-нибудь из наших заказчиков-нефтяников захотел бы расплатиться с нами за работу запчастями, мы, конечно, не откажемся. Пока такой практики нет, но с одной из компаний, для которой мы достаточно большой объем выполняем, мы уже устно такую возможность проговаривали. В принципе, большой сложности в этом нет – компания просто заключает с поставщиком контракт на основании нашей заявки, после чего просто передает нам эти запчасти в счет погашения выполненных нами работ.
Это, конечно, обходной и, я бы сказал, неверный путь. Конечно, эта задача должна решаться в рамках Газпрома. Однако, с другой стороны, поскольку мы работаем импортными телесистемами не только на Газпром, но и на нефтяников, деньги нефтяников тоже должны вкладываться. Вопрос сейчас обсуждается.
Есть и еще одно направление. Например, по шпиндельной части винтовых забойных двигателей (ВЗД) мы нашли импортозамещение. Валы мы восстанавливаем в Самаре на предприятии «Пласттех». Подшипники тоже готовятся в Самаре. То есть, мы с российскими заводами договорились практически о полном замещении импортных ЗИПов в том, что относится к шпиндельной секции. Пермский филиал ВНИИБТ сейчас выпускает вполне приличные забойные двигатели. Я бы не сказал, что они по качеству хуже, чем импортные, при том, что, конечно, намного дешевле. Я знаю, что и бурильщики «Шлюмберже» тоже сейчас в Западной Сибири используют двигатели ВНИИБТ, причем они их не покупают, а арендуют. То есть, доставка к скважине осуществляется за счет пермского ВНИИБТ, то же самое ремонт и обслуживание. Рано или поздно мы тоже, наверное, прибегнем к такой форме работы. Но, просто у нас уже закуплены двигатели – куда я их дену? Пока я их не использую «до ручки», я буду вынужден ими работать.
Что мешает расширению деятельности Центра? Недостаток персонала?
В значительной степени, да. Хотя, мы сейчас пытаемся решить этот вопрос путем взаимодействия с другими предприятиями, нашими конкурентами. Мы договариваемся об «аренде» персонала. Это нормальная практика, и, если у них персонал простаивает, то для всех выгодно, если мы его будем использовать. У всех бывают и белые и черные полосы. По трудовому соглашению мы всегда можем привлечь одного-двух человек. Может быть, это даже очень хорошо. Мы же не всегда сможем гарантированно иметь достаточный объем работ, а людей надо брать в штат, деньги платить. Всем же хочется хорошую зарплату получать.
Translation - Russian Interview with Alexei Volkov, Director of “Horizontal drilling center” subsidiary, Affiliated Limited Liability Company “Burgaz”, Joint Stock Company “Gazprom”
OVT: How can you define the interfaces between your center and the main customers?
Alexei Volkov: Our main customer is the “Burgaz” company and at the same time we are its main contractor. The “Orenburgburgaz” company tried to find external contractors but failed. In my turn, I have to use maximum of the equipment I have. So far I succeed in it. Right now we use up to 60 per cent of the western-made telemetry equipment bought using the Hungarian credit, although it has been not an easy thing. At the time we procured the equipment we were not sure about the scope of the drilling work in future. Why I have to look for the external customers? I got plenty of equipment, amortization cost is very high, the equipment should be in operation but for “Gazprom” drilling sites this equipment is excessive. That is why at present I receive over 40 per cent of contracts from the external customers. But in any case I have to sign the contracts with external customers in such a way that they not be in conflict with “Gazprom” interests and I shall also provide support to “Gazprom” in pursuing its strategic goals.
How do you interact with the external customers?
Everything starts with the cost negotiations. Then we discuss the contract terms and conditions. The point is that we always include in the contract the clause on the reimbursement of depleted cost.of the equipment left in a well not due to our fault. Recently, we have a case when one of our customers rejected that clause. So, we had to find the company to insure our equipment but no company agreed to insure the equipment when it was inside a well. The insurance companies are ready to insure equipment during transportation, etc., but as soon as the equipment is in use inside the well, they would not hear of any insurance.
Speaking about relations in general I can say that we are quite flexible. Sometimes we sign a contract with a contracting drilling company, sometimes – with the customer itself. This is a fifty-fifty practice. Keeping in mind the money flows it is certainly easier for us to sign a contract with the principle customer. For example, I can suspect that the customer has paid to the drilling company, but the drilling company delays payment to us complaining about the customer. And I am in the position when I cannot check their bank account and invoice, etc. From the technical viewpoint we always interact with the principal customer geologists and technical personnel. Still it’s better when we are the equals.
How independent you are when making financial decisions?
We are independent enough. In the past we needed to get approval from our superiors. It meant that each signed contract had to be approved in Moscow. In our day Moscow just monitors our activities.
May be it would be easier if you were legally independent from “Gazprom”?
That idea has been discussed but no one knows how to get it materialized. The “Burgaz” company is the 100% “Gazprom”-owned subsidiary, and has no right to establish any subsidiaries and offices on its own. Secondly, the equipment I have is the property of «Burgaz». Should it be leased to me? If the equipment is leased I will have to pay the rent for it irrespectively weather it is in operation or on the shelf. In addition I have to think of the personnel. At present they consider themselves as the “Gazprom” employees, and understand that “Gazprom” ensures their social protection. And they will be seriously concerned if they start to work in the dubious business.
For example “Gazprom” provides funds to its employees for summer vacations at the Black See resorts (Sochi, Crimea Peninsular) and abroad. Will it be the same if we become a private company? And now we have the non-governmental pension funds in our country. After retirement people plan to get pension payments from “Gazprom” in addition to the government pensions. And what will be if they become the employees of a private company? In this case they will have to sign the contracts with non-governmental pension funds. But if I fully trust the “Gazprombank” and the “Gazprom” Pension Fund the situation with other non-governmental pension funds is quite different. “Gazprom” is a huge machine that has been working for 10 years and as I believe will continue to work further.
In other words today the separation or seceding methods are not defined yet. On the other hand I do not see any reason for our company to become an independent one. Normally any company restructuring leads to splitting off of not-profit-making companies. Our company is the profit-making one. As long as there are stable five-year drilling plans it will be lucrative for the head companies to have the centers like our one in their structure. And if the drilling scope was not really determined it would expedient to split the center off not to spend money on it when there were no drilling activities underway.
What is your opinion on the competition at the market in general?
I cannot say that we really compete with the Russian companies. For example, there is no domestic private company having foreign telemetry equipment. Only big oil and gas production company can afford to buy such systems. Various companies have their own centers but at present they are incorporated in the oil companies, which sets certain limitations.
At present we are fully involved in the development of the telemetry system with the electromagnetic communication channel. We will test the system in real well in a year and after that will start developing the hydro-channel. It is time to launch production of such systems domestically to break the US monopoly on their manufacturing. Several attempts were made to get the R&D laboratories involved in the development of the said systems but so far there had been no progress and the country does not have its own telemetry systems. We decided to develop the systems independently since the domestic company, which puts the systems of this type into serial production will be beyond competition. At present the cost of the system developed by us is one order of magnitude lower than the cost of the similar systems imported from the west. In addition we will not depend heavily on the supply of the spare parts.
Are you free enough to carry out such development?
Fortunately we have enough freedom. Let me put it in the following way. Everyone is aware of our problems and the ways we try to solve them and no one gives us a slap on the wrist. The most important thing is that no one raps your knuckles. We would appreciate financial support but at present we proceed with the development using the money earned by providing services to external customers.
Do you expect competition with the western companies?
Compared with the big foreign companies that are the major players at the market we are the “back-benchers”. We are not their direct competitors. The giants compete among themselves. One of the most important but not the last criterion is the service cost. Each big western company uses its name: “Schlumberger”, “Baker Hughes”, “Sperry Sun”, etc. So far we are playing in different league since they provide services for the entire oil/gas fields. I cannot do the same due to a number of reasons. First of all, they can afford to allocate 10-15 telemetry systems and the corresponding number of crews for some oil/gas fields. And I do not have sufficient equipment to match them. Secondly, in parallel I have to work at the “Gazprom” fields and cannot deploy all my equipment at the oil fields.
If one company undertakes to provide services for the entire field it will need enormous amount of equipment spare parts and my capabilities are limited by the amount of the spare parts currently available in storage. When I run out of the spare parts I will have to suspend the work. In this situation I have two options: either to establish the spare part procurement channel or to start producing them by myself.
And why don’t you consider direct supply from the manufacturers? Do they refuse to supply spare parts?
In principle they do not refuse but there are certain problems with procurements to be paid in hard currency. Basically there is another option. If any of our customers (oil production companies) would like to pay for the services provided by us in form of the spare parts we would surely not reject such variant. So far it is not the common practice but we have already negotiated such option with one company, which is one of our major clients. In principle this is not a great problem. A company use our order for procurement to sign a contract with a (spare part) supplier and after that delivers the spare parts as payment for the services provided by our company.
This is a tricky, incorrect and, I would say, roundabout arrangement. Certainly this problem should be solved through “Gazprom.” But on the other hand since we use the imported telemetry systems for providing services not only to “Gazprom” but also to the oil production companies the money paid by them should also be reinvested. The issue is being considered.
There is another program. For example, we manage to find the domestic supplier of the down-hole propeller pump spindle. We place order for repair of shafts with the “Plasttekh” company in Samara city. Bearings are also manufactured in Samara. In other words we have contracted the Russian factories for supplying the spindle spare parts instead of foreign supply. The “VNIIBT” subsidiary in Perm city fabricates quite reliable down-hole pumps. Their quality is not worse than the foreign ones, but the price is much cheaper. I am aware that the “Schlumberger” drilling crews in the Western Siberia also use the “VNIIBT” made down-hole pumps. And the most intriguing thing is that “Schlumberger” does not buy but rents this equipment, which means that its delivery, repair and maintenance are provided by “VNIIBT”. Sooner or later we will also take such approach. But we have already procured the pumps. So, I now have no other choice, but to use them until they are completely “exhausted”.
What prevents your center from extension? Lack of personnel?
Yes, to a certain extent. Although we try to solve this problem through establishing contacts with the companies we compete with. We arrange for personnel “leasing”. This is a normal practice and if they have “idle” personnel everyone will benefit from employing this personnel by us. Every company experiences ups and downs. It is easy for us to contract one or two persons. May be it’s good for everyone. No one guarantees a sufficient scope of work to us. And if we hire a person he/she has to be on a permanent payroll. And everyone wants to get proper reimbursement for his/her work.
