Purpose of detention centres
3. (1) The purpose of detention centres shall be to provide for the secure but
humane accommodation of detained persons in a relaxed regime with as much freedom of movement and association as possible, consistent with maintaining a safe and secure environment, and to encourage and assist detained persons to make the most productive use of their time, whilst respecting in particular their dignity and the right to individual expression.
(2) Due recognition will be given at detention centres to the need for awareness of the particular anxieties to which detained persons may be subject and the sensitivity that this will require, especially when handling issues of cultural diversity.

4. (1) The Secretary of State shall devise a document (to be known as the “Compact”) setting out certain rights to be enjoyed and responsibilities to be undertaken by detained persons during their stay at detention centres.
(2) Every detained person shall be provided, as soon as possible after his reception into a detention centre and (so far as reasonably practicable) in a language which he understands, with a copy of the compact together with information in writing about those provisions in these Rules and other matters about life in the detention centre which it is necessary that he should know (including information about the proper method of making requests and complaints at the centre).
(3) In the case of a detained person aged less than 18, or a detained person aged 18 or over who cannot read or appears to have difficulty in understanding the information so provided, the manager, or a member of staff deputed by him, shall so explain it to him in order that he can understand his rights and responsibilities.

(2) Ciascun detenuto riceverà, appena possibile dopo il suo trasferimento in un centro penitenziario e (nella misura in cui ciò sia ragionevolmente realizzabile) in un idioma di sua comprensione, una copia di questa convenzione con delle informazioni scritte esplicative delle disposizioni da osservare contenute in queste “Norme di condotta” e altro materiale scritto concernente la vita nel luogo di detenzione, che è necessario conosca (comprese le informazioni sul metodo corretto per inoltrare richieste o lamentele presso il carcere).

Les conditions climatiques et géologiques exceptionnelles dont bénéficie le Valais en font non seulement un pays de vacances riche et diversifié, mais également une excellente région viticole. On y cultive près d’une cinquantaine de cépages, des variétés aussi nombreuses que les sommets qui dépassent les quatre mille mètres d’altitude. Adossées aux pentes abruptes et agencées en terrasses, les vignes du Valais s’étendent de la plaine du Rhône jusqu’à plus de 1'000 mètres. Le vigneron valaisan s’efforce de trouver le lieu optimal pour chacune des nombreuses variétés de plants en s’adaptant aux divers micro-climats et à la grande diversité des sols. Le paysage viticole valaisan est très morcelé. Ainsi, plus de 22'000 propriétaires se partagent le vignoble. Cela témoigne de l’étroit lien qui unit les familles valaisannes à leurs vignes.
Avec un tiers de sa superficie dédiée à la viticulture, ses 5'200 hectares de vignes, ses 50 millions de litres, le Valais est le plus important canton viticole de Suisse.
L’amateur de bon vin et de randonnée peut ainsi se balader en trouvant partout un parchet de vigne, de la plus petite du monde à la plus haute d’Europe, des contrastes qui font justement le caractère unique de ce pays aux multiples facettes où on boit même un vin des glaciers.
