Поняття "культура" складне і багатогранне. Чима¬ло філософів та інших дослідників давніх і новітніх часів цікавились цим питанням. Саме слово "культура" латин¬ського походження і означає "обробіток", "догляд".
Вперше це поняття вжив видатний римський мислитель, оратор і державний діяч Цицерон (106—43рр. до н.е.). У культурі він вбачав, з одного боку, діяльність по перетво¬ренню природи на благо людини, а з іншого, — засіб удос¬коналення духовних сил людини, її розуму.
Пізніше слово "культура" все частіше починає вжива¬тися як синонім освіченості, вихованості людини, і в цьо¬му розумінні воно увійшло по суті у всі європейські мови. У XVII ст. слово "культура" на¬буває самостійного наукового значення.
Німецький філософ XVII ст. Й. Рейдер відстоював ідею історичного прогресу людства, пов'язуючи його з розвит¬ком культур. Він підкреслював, що творення і засвоєння набутої людством культури є необхідною умовою станов¬лення людини, її "другим народженням".
Сьогодні не існує загальноприйнятого визначення куль¬тури. У світовій літературі можна знайти більш як 500 визначень поняття "культура".
Говорячи про походження, або іншими словами про генезис культури, варто сказати, що в суспільстві традиційно розрізняють два основні напрямки культу¬ри — матеріальний і духовний, — відповідно до двох голов¬них сфер людської діяльності — матеріальної і духовної. Матеріальна культура охоплює всю сферу виробничої діяль¬ності людства та її результати: як знаряддя праці, житло, предмети повсякденного побуту, одяг, будівельні споруди, засоби зв'язку, пам'ятники і монументи тощо. Духовна культура стосується області свідомості, пізнання, моралі, виховання, освіти, науки, мистецтва, літератури та інших сторін духовної діяльності людини. Сюди також належать релігія і міфологія, світоглядні, політичні, моральні та інші уявлення людей. Між матеріальною і духовною культурою існує тісна органічна єдність
Translation - English The Genesis and Specific Knowledge of Culture
The meaning of culture is considered to be difficult and many-sided. Not a small number of philosophers and other investigators of old and new times have been interested in this topic. The very word “culture” is of Latin origins with the meanings of “cultivation” and “treatment.”
The well-known Roman philosopher, orator and public figure Cicero (106 – 43 A.D.) was the first to use this meaning. From his point of view, culture was the action of nature’s conversion to the human favor on the one hand, and on the other hand culture was the implementation of the perfection of human inspiration and his mind.
Later, “culture” was used more often as the synonyms of intelligence and human politeness and actually its meaning came to all European languages. In the 17th century, the word “culture” obtained its individual scientific meaning.
The 17th century German philosopher Reider supported the idea of the historical progress of humanity through cultural development. He emphasized that creation and mastery of human culture is the most important condition of human development, his second birth.
Nowadays there is no general definition of the origins of culture. In world literature one can find more than 500 determinations of culture’s meaning.
Talking about the origin, or genesis, of culture, it is worth mentioning that there are two main branches of culture. According to the two main spheres of human activity, one is material and one spiritual. The material culture enhances all the spheres of productive human activity and its outcomes: tools, home, things of everyday life, clothing, building construction, means of connection, monuments, etc. The spiritual culture concerns the spheres of consciousness, knowledge, morality, up-bringing, education, science, art, literature and other aspects of spiritual human activity. Also, culture includes religion and mythology, universal, political, moral and other human conceptions. There is a tight organic connection between material and spiritual culture.

Напомним, что аресты лидеров оппозиции произошли почти сразу после того, как по инициативе депутатов казахстанского парламента, входящих в ДВК, был сделан официальный запрос премьер-министру по поводу счетов, арестованных в Швейцарии, Бельгии и ряде других стран в связи с уголовными делами по отмыванию денег. Фигурантами по ним проходили родственники президента, а также высокопоставленные чиновники Казахстана. О том, какие невнятные и в чем-то даже смешные объяснения по этому поводу дал депутатам премьер-министр Имангали Тасмагамбетов, мы рассказывали в предыдущем номере. На днях своими соображениями на эту тему в интервью Financial Times поделился сам Нурсултан Назарбаев.
Нурсултан Абишевич подтвердил, что действительно в 1997 году по его указанию был создан секретный валютный фонд, средства которого хранились (очевидно, для надежности. - А.К.) в западных банках. Как утверждает президент Казахстана, деньги фонда шли на благо нации - выплаты пенсий, поддержку национальной валюты и т.д. Назарбаев призывает поверить под его честное слово, что "там все чисто".

Let us be reminded that the arrests of the opposition leaders were made upon the request of the deputies of the Kazakhstan Parliament who were members of the Democratic Choice of Kazakhstan. These members made the request to the Prime-minister regarding the accounts arrested in Switzerland, Belgium and other countries due to the criminal cases on money laundering. The persons involved in these cases were relatives of the President as well as high ranking officials of Kazakhstan. We published the inaudible and somehow funny explanations by the Prime-minister Emangali Tasmagambetov in our previous issue. Moreover, we had a chance to share the considerations by Nursultan Nazarbaev regarding this topic in his interview with Financial Times.
Nursultan Abishevich confirmed that in 1997, by his order, there was a secret currency fund established, the finances of which were kept in foreign banks (Apparently for security. – A.K.). According to the President of Kazakhstan, the funds were used for the nation’s benefits – pension payments, support of the domestic currency and so forth. Nazarbaev asks people to believe his word of honor that “everything is okay there.”
