Source text - English Over the past twenty years, the IMF has been strengthened enormously. Thanks to the debt crisis and the mechanism of conditionality, it has moved from balance of payments support to being quasi-universal dictator of so-called "sound" economic policies, meaning of course neo-liberal ones. The World Trade Organisation was finally put in place in January 1995 after long and laborious negotiations, often rammed through parliaments which had little idea what they were ratifying. Thankfully, the most recent effort to make binding and universal neo-liberal rules, the Multilateral Agreement on Investment, has failed, at least temporarily. It would have given all rights to corporations, all obligations to governments and no rights at all to citizens.
The common denominator of these institutions is their lack of transparency and democratic accountability. This is the essence of neo-liberalism. It claims that the economy should dictate its rules to society, not the other way around. Democracy is an encumbrance, neo-liberalism is designed for winners, not for voters who, necessarily encompass the categories of both winners and losers.
I'd like to conclude by asking you to take very seriously indeed the neo-liberal definition of the loser, to whom nothing in particular is owed. Anyone can be ejected from the system at any time--because of illness, age, pregnancy, perceived failure, or simply because economic circumstances and the relentless transfer of wealth from top to bottom demand it. Shareholder value is all. Recently the International Herald Tribune reported that foreign investors are "snapping up" Thai and Korean companies and Banks. Not surprisingly, these purchases are expected to result in "heavy layoffs". In other words, the results of years of work by thousands of Thais and Koreans is being transferred into foreign corporate hands. Many of those who laboured to create that wealth have already been, or soon will be left on the pavement. Under the principles of competition and maximising shareholder value, such behaviour is seen not as criminally unjust but as normal and indeed virtuous.
Translation - Korean 지난 20년에 걸쳐 국제통화기금(IMF)의 위세는 엄청나게 높아졌다. 외채위기와 지원조건의 메커니즘에 힘입어, 국제수지(BOP) 지원에 머물던 IMF는 전세계를 휘어잡는 이른바 ‘건전한’ 경제정책, 즉 신자유주의 경제정책의 독재자로 군림했다. 회원국 의회에서는 무엇을 비준하는지 감도 못 잡은 채 협상을 통과시키는 것이 다반사였고, 이렇게 통과된 협상은 장시간에 걸쳐 난항을 거듭한 끝에, 마침내 1995년 세계무역기구(WTO)가 설립되었다. 구속력을 띠고 전세계적으로 적용될 신자유주의 규칙을 마련하기 위해 가장 최근 시도된 다자간 투자협정(MAI)이 잠정적이나마 결렬된 것은 다행이다. 하마터면 기업이 전권을 가지는 반면 모든 책임은 정부에 돌아가고, 국민들에게는 어떠한 권리도 주어지지 않았을 뻔했다.
투명성과 민주적 책임성이 결여되어 있다는 것이 이들 제도의 공통분모이다. 이것이 신자유주의의 본질이다. 신자유주의는 경제가 사회에 규칙을 하달해야 하며, 그 반대가 되어서는 안 된다고 주장한다. 민주주의를 성가신 애물단지로 밖에 취급하지 않는 신자유주의는 승자들을 위한 것이지, 승자와 패자의 범주를 모두 포함하는 유권자들을 위한 것이 아니다.
마지막으로, 별로 가진 것 없는 패자를 두고 신자유주의가 어떤 정의를 내리는지 매우 진지하게 살펴볼 것을 당부하고 싶다. 누구든 질병, 고령, 임신, 또는 실패가 감지되었다는 이유로, 혹은 단순히 경제환경과 위에서 아래로 대물림 되는 끊임없는 부의 이전에 떠밀려 언제든 제도에서 축출될 수 있다. 주주 가치가 전부이다. 최근 유력 일간지 인터내셔널 헤럴드 트리뷴은 외국인 투자자들이 태국과 한국의 기업들과 은행들을 ‘긁어 모으고’ 있다고 보도했다. 그 결과가 ‘대량 해고사태’라는 것은 뻔히 예정된 수순이다. 달리 말해, 수 천명에 달하는 태국인들과 한국인들이 수 년간 땀을 흘린 결실이 고스란히 외국 기업의 손아귀에 들어간다는 것이다. 그러한 부를 창출하기 위해 애쓴 많은 이들은 벌써 거리로 내몰렸거나 조만간 그렇게 될 것이다. 경쟁 및 주주가치 극대화라는 원칙 하에서 그 같은 행위는 형법상 부당한 것이 아닐 뿐더러 정상적이고 실로 도덕적인 것으로 간주된다.
Korean to English: minor aphthous ulcers
Source text - Korean 일반적으로 소아프타성 궤양은 아직 확실히 밝혀지지 않았는데 일반적으로 면역 반응의 이상으로 나타난다고 보고 있으며, 자가 면역 질환으로 여겨지고 있다. 한편으로는 구강 내 세균에 항원에 대한 비정상적인 면역학적 작용으로 추정하고 있다. 재발성 아프타성 궤양과 연관이 있다고 추정하는 또 다른 원인으로 외상, 내분비 장애, 월경, 알레르기 등이 있다. 일반적으로 소아프타성 궤양은 발생 후 10-14일 정도 경과해야 치유되는 것과 비교하여 BTX-A 주사 요법은 매우 빠른 치유를 보였다. 우려되었던 부작용은 발생하지 않았으며, 이후 동일한 부위에는 4개월 이상 궤양이 재발되지 않았다. BTX-A group 환자에서 모두 BTX-A 주사 후 3일 이면 거의 통증을 느끼지 못할 정도로 빠른 치유를 보였는데, 이 기간은 주름 치료 시 BTX-A 효과 발현 시간과 거의 일치한다. 우리는 이번 연구를 통하여 나름대로 재발성 아프타성 궤양에서 BTX-A 주사가 권장되는 경우의 criteria를 만들어 보았다. 1)궤양 부위의 통증이 1주일이 지나도 호전되지 않을 때, 2)음식섭취, 대화에 곤란을 겪을 정도로 동통이 심할 때, 3)1개월에 1회 이상의 빈도로 자주 궤양이 재발할 때, 4)오한 발열 등의 전신 증상을 동반한 심한 통증이 있을 때 등으로 생각해 볼 수 있겠다. 이번에 새롭게 시도한 BTX-A 주입 치료는 궤양 환자 빈도가 높은 대학병원에서 유용하게 적용 할 수 있을 것으로 생각되며, 산술적으로 1개의 vial로 약 100개의 궤양을 치료할 수 있다.
Translation - English Though not yet well understood, minor aphthous ulcers are generally thought to be caused by abnormal immune reaction and are considered autoimmune diseases. There is a presumption that it is an abnormal immunological action to antigen, the bacteria in the mouth. Other causes presumed related to recurrent aphthous ulcers are trauma, endocrinal disorder, menstruation and allergy.
Considering that minor aphthous ulcers can be treated 10 to 14 days after occurrence in general, BTX-A injection led to a very quick recovery. Regardless of concerns, there were no side effects. After then, ulcer was not noticed again in the previously affected area for over four months. All patients in the BTX-A group showed a quick recovery with almost no pain 3 days after BTX-A injection, which corresponds to the onset time of BTX-A injection in the treatment of wrinkles.
We have set some criteria for the recommended cases of recurrent aphthous ulcers for BTX-A injection. They are:
1) Pain in the affected area persists for more than 1 week.
2) Pain is too severe to ingest food or converse.
3) Ulcer recurs frequently, once in a month or more.
4) Severe pain accompanying systemic symptoms including chill and fever.
The newly tried treatment using BTX-A injection can be deemed to be available in teaching hospitals which have a high proportion of ulcer patients, and one vial can be used to treat approximately 100 ulcer cases.
