1) В фестивале могут участвовать киностудии, телекомпании, независимые продюсеры, отдельные авторы.
2) На фестиваль принимаются анимационные фильмы, из которых формируются программы ретропоказов, авторские и конкурсные.
3) В конкурсной программе фестиваля могут принимать участие анимационные фильмы последних трех лет выпуска (кроме ранее принимавших участие в фестивале «Анимаевка»).
4) Желающие принять участие в фестивале должны заявить об этом в Дирекцию фестиваля (образец заявки, приложение №1) за два месяца до начала фестиваля.
5) Одновременно с заявкой на участие должны быть представлены материалы для каталога: фотографии, сведения о создателях фильма, (кадры из фильма, фотографии в электронном виде).
6) Авторы дают согласие на: публичное представление фильма и внеконкурсного показа с участием автора, публичное представление фрагментов фильма на телевидении, в рекламных роликах и других рекламных материалах фестиваля.
7) Дирекция фестиваля формирует отборочную комиссию. Отборочная комиссия рассматривает все заявленные для участия фильмы, комплектует программы показов, готовит материал для каталога фестиваля.
8) Дирекция фестиваля сообщает об отобранных фильмах для участия в конкурсном и внеконкурсном показах.
9) Организационный комитет Фестиваля осуществляет руководство подготовкой и проведением фестиваля.
Рассматривает и утверждает:
- список участников фестиваля;
- программу проведения фестиваля;
- состав жюри конкурсной программы;
- план мероприятий фестиваля.
Пересылка и возврат фильмов
10) Стоимость пересылки, а также все транспортные расходы оплачивает заявитель. Копии фильмов, присланных к отбору, не возвращаются.
Финансовые условия
11) Фестиваль финансируется за счет средств областного бюджета, и денежных средств Министерства культуры Республики Беларусь, и спонсорских средств.
Дипломы, призы фестиваля
12) Жюри фестиваля присуждает дипломы и призы:
- гран-при фестиваля в номинации «Лучший фильм»;
- приз в номинации «Лучший экспериментальный фильм»;
- приз в номинации «Лучший фильм для детей»;
- специальный приз «Мастеру»;
13) Победителям вручается награда «Хрустальный карандаш», ценный подарок.
14) Специальные призы утверждаются и присуждаются предприятиями, организациями, средствами массовой информации по согласованию с Оргкомитетом.
Translation - English Conditions of Participation:
1) Film studios, TV companies, independent producers and authors may participate in the Festival.
2) Animators’ screenings and competitions will be created from the animation films submitted to the Festival’s retrospective programmes.
3) Only films produced in the past 3 years, with the exception of those that took part in the ‘Animaevka’ Festival previously, can take part in the competing Festival programme.
4) Those who are interested in taking part in the Festival should inform the Festival’s directorate 2 months before the festival start date (an example of the application form is provided in Appendix 1).
5) The application form should be accompanied with relevant information required for inclusion in the Festival catalogue, i.e. digital photos, information about film creators, film stills, etc.
6) A film creator (originator) will be required to give his/her agreement to: a public and out-of-competition screening with the author’s participation, to the broadcasting of film excerpts on public television, in advertisements and in Festival brochures.
7) The Festival’s directorate will appoint the selection committee. The selection committee will select the films for the festival, will organize programme events of the screenings and will prepare content for the Festival catalogue.
8) The Festival’s directorate will announce the films selected for both competitions and out-of-competition shows.
9) The organizing committee of the Festival is responsible for holding the Festival and its preparation. It will approve:
a) The list of Festival participants.
b) The Festival programme.
c) The jury for the competition.
d) The Festival plan.
Sending and Return of Films
10) All postal and transport costs will be covered by the applicants. Copies of the films that have been submitted for entry will not be returned.
Financial Conditions
11) The Festival is funded by the regional authorities and the Ministry of Culture of the Republic of Belarus and other sponsors.
Diplomas, Festival Prizes
12) The Festival jury will award the following diplomas and prizes:
a) The Grand Prix prize of the Festival for ‘The Best Film’.
b) The prize for ‘The Best Experimental Film’.
c) The prize for ‘The Best Film for Children’.
d) The special prize ‘To the Master’.
13) The winners are awarded with the ‘Crystal Pencil’ award and a valuable present.
14) Special prizes will also be awarded by industrial enterprises, mass media and other organizations, in accordance with the organizing committee.
English to Russian: Operating Manual (Extract)
Source text - English The welds in the pipe system of the heat recovery system are in many places made with the wrong filler material. The welds are magnetic which indicates that carbon steel electrodes may have been used.
The dirty condensates of the heat recovery, originating from the refiner, are at a low pH. The welds will therefore corrode very quickly as the temperature is 152˚C in the re-boiler and 100˚C in the start-up scrubber. Once pipes are insulated, resulting leaks will be difficult to find. Such leaks and the high internal pressure, in combination with normal vibrations and tensions of the pipe system, pose a high future risk of injury to personnel as the pipes may fracture.
In the water feed side of the system, the pH is not as low. However, corrosion of the thin walled pipes/welds may still occur at a higher rate. The pH of other filtrates in the system should be analyzed and the risk of accidents estimated.
Translation - Russian Сварные швы в трубопроводной системе теплорекуперации во многих местах выполнены с использованием неправильной присадки. Швы магнитятся, что является свидетельством того, что использовались электроды из углеродистой стали.
Грязный конденсат теплорекуперации, поступающий из рафинера, имеет низкий показатель рН. Впоследствии это приведет к быстрой коррозии сварных швов, т.к. температура в рибойлере составляет 152˚С, а в пусковом скруббере -100˚С. Т.к. трубы изолированы, то протечки, которые возникнут в результате коррозии, будет трудно обнаружить. Протечки и высокое давление, в совокупности с нормальной вибрацией и напряжением трубопроводной системы, в будущем создадут высокую вероятность травмирования персонала в случае выхода трубопроводов из строя.
Со стороны питательной воды уровень рН не настолько низок. Однако скорость развития коррозии на тонкостенных трубах/сварных швах превышает норму. Необходимо проанализировать уровень рН других фильтратов системы и оценить риск возникновения несчастного случая.
