Source text - English An emergency arises from the interaction of a natural or human crisis and a vulnerable population. Poverty and the lack of protection are the major indicators for vulnerability. In our work we seek to diminish vulnerability by promoting local coping mechanisms through local partnerorganisations. When analysing the local context, we look at the situation and roles of women, children and men. Gender aspects/ roles need to be considered in the analysis of root causes of conflict and the disaster in general. The combat against vulnerability will have its repercussions in all our work, not only emergency work. In all our work, not only in emergency programmes, we will make risk-, capacity- and vulnerability-analyses and seek to discuss with our partners how to integrate risk-, capacity- and vulnerability-factors in the design of all their programmes. We will introduce this approach in a phased manner. Capacity building with and of partners is part of this approach.
Translation - Indonesian Suatu situasi darurat timbul sebagai akibat dari interaksi antara krisis alam atau manusia dengan suatu populasi yang rentan. Kemiskinan dan kurangnya perlindungan adalah indikator-indikator utama terjadinya kerentanan. Dalam pekerjaan kami, kami mencari jalan untuk mengurangi kerentanan ini dengan cara mendorong mekanisme-mekanisme lokal dalam menghadapi situasi darurat yang dilakukan melalui organisasi-organisasi mitra lokal. With over 50 million students and 2.6 million teachers in more than 250,000 primary and secondary schools, Indonesia boasts the fourth-largest education system in the world (behind only China, India, and the United States) (World Bank, 2014). Although primary school enrollments have reached nearly universal rates nationally, access, equity, and quality remain problematic in upper grades, as well as in areas outside the islands of Java and Sumatra. Furthermore, the delivery of quality basic education services continues to be challenging throughout Indonesia.
In 2011, the Government of Indonesia (GOI) conducted a small-scale pilot assessment of 5,300 grade 3 students to measure their reading, writing, and counting skills. The assessment, known as the Calistung Study, concluded that a large percentage of students were still failing to reach grade-level national standards in reading, writing, and mathematics. In terms of reading and writing, it was reported that students found it difficult to answer questions and solve problems that had not been previously covered in their classes. Demonstrating reading comprehension, understanding sentence structure, and reading maps were identified as particular weaknesses.
Now three years later, Indonesia has access to the results of the March–April 2014 National Early Grade Reading Assessment (EGRA), which measured the basic skills that a student must possess to eventually be able to read fluently and with comprehension; and the Snapshot of School Management Effectiveness (SSME) Survey, which is designed to capture the “best” ways in which effective schools influence student learning. The analysis results contain promising evidence that can be applied in the increased focus on education quality in Indonesia.

Dengan jumlah siswa sebanyak 50 juta dan jumlah guru sebesar 2,6 juta di lebih dari 250.000 sekolah dasar dan menengah, Indonesia mempunyai sistem pendidikan terbesar ke-empat di dunia setelah China, India, dan Amerika Serikat (Bank Dunia, 2014). Meskipun tingkat penerimaan siswa ke sekolah dasar hampir mencapai tingkat yang sama secara nasional, akses, persamaan, dan kualitas tetaplah menjadi masalah di kelas-kelas atas, serta di wilayah-wilayah di luar pulau Jawa dan Sumatera. Penyediaan layanan pendidikan dasar yang berkualitas juga terus-menerus menjadi tantangan di seluruh Indonesia.
Di tahun 2011, Pemerintah Republik Indonesia (PRI) mengadakan penilaian awal dalam skala kecil terhadap 5.300 siswa kelas tiga untuk mengukur kemampuan mereka dalam membaca, menulis, dan berhitung. Penilaian tersebut, yang kemudian disebut sebagai Studi Calistung, menyimpulkan bahwa sebagian besar persentase siswa masih dipandang belum meraih standar-standar nasional dari tingkat kelas tersebut dalam hal kemampuan membaca, menulis, dan matematika. Dalam hal membaca dan menulis, dilaporkan bahwa para siswa mengalami kesulitan dalam menjawab pertanyaan dan mengatasi masalah-masalah yang belum pernah dibahas sebelumnya di kelas. Kelemahan-kelemahan yang terutama ditemukan pada para siswa adalah dalam hal pemahaman bacaan, memahami struktur kalimat dan membaca peta.
Kini tiga tahun kemudian, Indonesia mendapatkan data atas hasil-hasil hasil-hasil dari Penilaian atas Kemampuan Membaca di Kelas Awal secara nasional (Early Grade Reading Assessment/ EGRA) yang mengukur ketrampilan-ketrampilan dasar yang harus dimiliki oleh seorang siswa agar pada akhirnya mampu membaca dengan fasih dengan pemahaman terhadap bacaan; dan survei atas Potret Keefektifan Manajemen Sekolah (Snapshot of School Management Effectiveness/SSME) yang dirancang untuk menangkap cara-cara “terbaik” sekolah yang efektif dalam mempengaruhi pembelajaran siswa yang diambil pada periode Maret-April 2014. Hasil-hasil dari penilaian dan survei ini memperlihatkan bukti-bukti yang menjanjikan atas peningkatan fokus terhadap kualitas pendidikan di negara ini.
