Source text - English Experience shows that attempts to form lump sum contracts are failing. Price escalation in broad is standard in Russia and can neither be estimated nor forecasted without applying unreasonably high contingencies. Moreover, subcontractors in Russia may not honour the contract either for overestimating their own technical capabilities or for underestimating their costs. It is common practice to keep contracts “floating” and adjust them to the reality. In recent history galloping inflation has been one of the problems and needed to be addressed. In prevailing economic circumstances this may work to the advantage of a client as prices tend to fall. As subcontractors in Russia usually are not able to present international standard Guarantee Bonds, and are such not exposed to loosing their bond toward their client they have no problems with stopping work and waiting until their rates have been adjusted. In addition, unusually high advance payments are required by suppliers / subcontractors (60 % is not an exception).

Увеличение цен, в целом, является типичным для России явлением и не поддается оценкам или прогнозам без применения неоправданно завышенных расходов на непредвиденные обстоятельства. Более того, российские субподрядчики могут не выполнить контракт либо из-за переоценки своих возможностей или недооценки своих расходов. Обычной практикой являются контракты с «плавающей» ценой, стоимость которых корректируется исходя из реальности. В недавней истории галопирующая инфляция представляла проблему, на которую необходимо было должным образом реагировать. В преобладающих экономических отношениях инфляционная ситуация может играть на руку заказчику, поскольку цены будут иметь тенденцию к падению. Поскольку российские субподрядчики не могут предоставить гарантии исполнения работ по международным стандартам и, тем самым, не подвержены риску потери гарантии исполнения по отношению к заказчику, они безо всяких проблем могут приостановить работы в ожидании корректировки расценок на них. К тому же поставщики / субподрядчики требуют необычно высокие авансовые платежи (60% суммы контракта является далеко не исключением).
