Opiskelijoiden liikkuvuus on yksi osa korkeakoulujen kansainvälistymistä. Tutkintorakenteiden kehittämistarpeet yhtenäisen eurooppalaisen koulutusalueen luomisessa ja toisaalta työmarkkinoiden tarpeet ovat nostaneet tutkinto-opiskelijat vaihto-opiskelijoiden rinnalle eurooppalaiseen ja suomalaiseen koulutuspoliittiseen keskusteluun. Kansainvälisten tutkinto-opiskelijoiden määrän lisäämistä on pidetty tärkeänä suomalaisen tietoyhteiskunnan kilpailukyvyn vahvistamisen kannalta; toisaalta syntyvyyden laskusta johtuvat työvoimaongelmat on ajateltu Suomessa voitavan ratkaista maahanmuuttoa lisäämällä ja kansainväliset tutkinto-opiskelijat on nähty yhtenä potentiaalisena ratkaisuna tulevaisuudessa uhkaavaan työvoimapulaan.
Tutkinto-opiskelijoiden asemaan vaikuttavat useat eri tahot. Tutkinto-opiskelu ulkomailla poikkeaa vaihto-opiskelusta ratkaisevasti siinä, että tavoitteena on kokonaisen tutkinnon suorittaminen. Se merkitsee useampivuotista oleskelua opiskelumaassa, taloudellisia uhrauksia ja siirtymää uuteen opiskeluyhteisöön, kulttuuriin ja yhteiskuntaan, mikä on sangen vaativa prosessi. Toisaalta myös vastaanottavan maan opiskelijayhteisö, opiskelijajärjestöt ja ylioppilaskunnat kohtaavat haasteita. ( Korkeakoululta kansainvälinen tutkinto-opiskelu edellyttää opiskelun mahdollistavaa koulutustarjontaa, kykyä tavoittaa ja valita sopivat opiskelijat sekä opiskelun etenemistä ja integroitumista tukevia palveluja. Ulkomaisen tutkinto-opiskelun yhteiskunnalliset reunaehdot määräytyvät muun maussa ulkomaalaislain maahantuloa ja maassaoloa koskevista säädöksistä. (Aalto 2003.)
Tämän tutkimuksen tavoitteena oli selvittää suomalaisissa yliopistoissa opiskelevien kansainvälisten tutkinto-opiskelijoiden kokemuksia opiskelusta ja opiskeluympäristöstä sekä tarkastella heidän sosiaalista asemaansa ja tulevaisuuden suunnitelmiaan. Tutkimuksessa pyrittiin vastaamaan seuraaviin kysymyksiin:
1 ”Keitä” kansainväliset tutkinto-opiskelijat ovat?
2 Minkälainen prosessi Suomeen opiskelemaan hakeutuminen on?
3 Miten kansainväliset tutkinto-opiskelijat kokevat opiskeluolosuhteensa?
4 Minkälaisia tulevaisuuden suunnitelmia kansainvälisillä tutkinto-opiskelijoilla on?
Kyselylomakkeessa kansainvälisten tutkinto-opiskelijoiden tilannetta kartoitettiin eri näkökulmista. Kiinnostuksen kohteena olivat vastaajien taustat ja vaikuttimet valita Suomi opiskelumaaksi, näkemykset opetukseen liittyvistä asioista sekä opintoja tukevista palveluista, sosiaalinen elämä yliopistolla ja sen ulkopuolella, toimeentulo, asuminen ja terveyspalvelujen käyttö sekä työllistymiseen ja tulevaisuuteen liittyvät näkymät.
Kansainvälistymisen myötä eri osapuoliin kohdistuvat haasteet voidaan tiivistää kysymykseen opiskelijoiden integraatiosta sekä akateemiseen yhteisöön että laajemmin opiskelumaan yhteiskuntaan. Toisaalta kysymys on myös vastaanottavan korkeakoulujärjestelmän ja yhteiskunnan integraatiosta monikulttuuriseen maailmaan; integraatio on aina vastavuoroinen prosessi, jossa enemmistö- ja vähemmistöryhmät vaikuttavat toisiinsa (ks. Perhoniemi & Jasinskaja-Lahti 2007).
Integraation, kuten yhteiskunnallisten suhteiden yleensäkin, mittaaminen on vaikeaa. Mitään yhtä selkeää mittaria tai mittayksikköä ei ole olemassa, vaan aihetta lähestytään yleensä useampien eri indikaattorien avulla. Käsillä olevassa tutkimuksessa pyrittiin kysymysten muodostamien temaattisten kokonaisuuksien pohjalta hahmottamaan, miten opiskelijat itse kokevat integroituneensa akateemiseen yhteisöön ja toisaalta suomalaiseen yhteiskuntaan, sekä pohtimaan integraatioon vaikuttavia tekijöitä.
Translation - English 1 INTRODUCTION
Students’ mobility is one part of the internationalisation of universities. In creating a united European education region the need to develop degree structures and, on the other hand, the needs of the labour market, have brought degree students as well as exchange students into discussions about European and Finnish educational policy. Increasing the number of international degree students is considered important for strengthening the competitiveness of Finnish society in terms of knowledge and information. Also, the labour force problems caused by the decrease in birth rate in Finland are thought to have been taken care of by the increase in immigration. International degree students have been seen as one potential solution to the problems with the labour force which threaten us in the future. (Forsander et al. 2004; Aalto 2003.)
Many different aspects affect the position of the degree students. Degree studies abroad differ very much from exchange studies in the sense that their purpose is to complete a whole degree. This means living in the country of study for several years, making financial sacrifices, and the transition into a new student community, culture and society, which is a very demanding process.
On the other hand, the student community, student associations, and student unions of the receiving country also face challenges (Hellstén 2007; Bartram 2007.) International degree studies require an educational selection from universities which enables studying, the ability to reach and choose the right students and services which support the progression of studies, and integration. The societal conditions for foreign degree studies are defined by the regulations concerning entry and residence in the Aliens Act, among others. (Aalto 2003).
The purpose of this research is to examine the experiences of international degree students in Finnish universities in relation to studying and the study environment, and to review their social position and future plans. The study aims to answer the following questions:
1 “Who” international degree students are?
2 What kind of process is involved in finding one’s way to study in Finland?
3 How do international degree students experience their study conditions?
4 What kind of future plans do international degree students have?
The situation of international degree students was determined from different perspectives in the survey. Focused upon were the background of the respondents, motives for choosing Finland as a country for studying, views on issues related to teaching and services which support studies, social life at universities, livelihood, accommodation and use of the health services, and views on employment and the future.
Along with internationalisation, the challenges faced by different parties can be summarised as being an issue of the integration of students both into the academic community and on a larger scale into the society of the country of study. On the other hand, the issue also concerns the integration of the receiving university system into the multi-cultural world; integration is always a mutual process in which majority and minority groups affect one another. (see Perhoniemi & Jasinskaja-Lahti 2007).
Measuring integration, like societal relations in general, is difficult. There is not one clear indicator or unit but it is usually measured by several different indicators. This study aims to outline, based on thematic entities formed by the questions, how students themselves experience their integration into the academic community and at the same time into Finnish society, and to discuss the factors concerning integration.
