Translation - English Joint Management Agreement
Cho Won Il (hereinafter “Party A”) and Temujin International Investment Korea Ltd. (hereinafter “Party B”) hereby enter into this Agreement in order to jointly manage Ace Hitec Co., Ltd. Abstract
정보기술의 발전과 스마트 기기의 성장으로 경제 패러다임은 무형재화가 가치를 발휘하는 지식기반 경제에서 혁신과 창조를 기반으로 하는 창조경제로 이동했다. 창조경제는 창의성을 핵심으로 하며, 창의성은 ICT를 통하여 상당수가 실현된다. 경제 패러다임인 창조경제와 새로운 경영 구조인 오픈이노베이션은 아이디어 플랫폼을 중요하게 만든다. 따라서, 본 연구는 창조산업의 핵심인 ICT를 기반으로 한 아이디어 플랫폼의 생성 배경과 경제 경영 변화 패러다임을 재조명하고, 민간주도 아이디어 플랫폼과 정부 아이디어 플랫폼 정책을 사례를 통하여 비교한다.

1. Introduction
정보기술의 발전과 스마트 기기의 성장은 경제 패러다임을 변화시켰다. 산업 중심의 패러다임이 21세기부터 무형재화가 가치를 발휘하는 “지식기반 경제(Knowledge-Based Economy)”로 이동하였다. 지식기반경제란 모든 경제활동이 지식을 기반으로 한 가치창출에 있음을 의미한다. 현재 지식기반경제의 패러다임의 성장동력은 정보를 활용한 혁신(Innovation)에서 지식기반자본(Knowledge-Based Capital)을 활용한 창조성(Creativity)로 진화해가는 과정에 있다[15].
창조경제는 창의성을 기반으로 하며, 창의성은 ICT를 통하여 상당수가 실현된다.
연구의 목적은 창조산업의 핵심인 ICT를 기반으로 한 아이디어 플랫폼의 생성 배경과 경제 경영 변화 패러다임을 재조명하고, ‘자발적으로 생성된 민간 아이디어 플랫폼과 정부의 아이디어 플랫폼 정책은 같은 방향을 보고 있는가?’라는 연구 질문에 대한 답을 찾아봄으로써 민간주도 아이디어 플랫폼과 정부 아이디어 플랫폼 정책을 사례를 통하여 비교하는 것이다.
본 연구에서는 사례를 통하여 민간 주도의 아이디어 플랫폼을 4가지 유형으로 나눠 분석하고, 정부의 아이디어 플랫폼 정책 또한 4가지 측면의 지원 형태를 제시하였다.
본 논문의 구성은 먼저 문헌 연구로 오픈 이노베이션과 아이디어 플랫폼의 개념 및 배경을 살펴본 후, 민간주도의 아이디어 플랫폼과 정부의 아이디어 플랫폼 정책을 사례를 통하여 분석하고, 연구의 시사점과 결론을 차례대로 제시한다.
2. 오픈 이노베이션과 아이디어 플랫폼
2.1 Open Innovation
급격한 시장 변화와 소비자의 니즈가 다양화 된 현 시점에서 기업은 내부의 자원만을 이용해 시장에서 살아남기 힘듦을 깨닫고 외부의 자원을 적극 이용하여 혁신을 이끌어 내려 하고 있다. 이러한 새로운 패러다임을 오픈 이노베이션이라 하며 이는 기존의 전통적인 방식과 아이디어 플랫폼이라는 새로운 방식으로 구분할 수 있다.
전통적인 오픈 이노베이션은 아이디어 및 기술 정보가 소비자나 대중, 타 기업, 전문가 등으로부터 기업 및 기관으로 단방향으로 이동하고 폐쇄적이며 주관적인 가치 평가가 이루어진 반면 아이디어 플랫폼 기반의 오픈 이노베이션은 기업 및 기관이 아이디어 플랫폼을 통해 타 기업, 대중, 전문가 등과 서로 소통하는 개방적인 구조를 가지게 되었다. 개방적인 아이디어 플랫폼에서는 객관적인 가치 평가가 가능하며 아이디어 및 기술이 쌍방향으로 이동하게 된다 [11]
이러한 개방적인 플랫폼은 중개자의 개입 없이 기업과 대중간의 직접적인 소통의 장을 마련하여 기업에게는 원하는 해결책을 대중으로부터 얻을 수 있는 기회를 제공하며 대중에게는 플랫폼을 통해 아이디어를 사업화할 수 있는 기회를 제공한다. 또한 개방적 플랫폼이 활성화 되면 창업가 정신 고취와 함께 혁신적인 아이디어를 통한 창업을 이끌어 낼 수 있기에 아이디어 창업화를 통한 경제 성장을 목표로 하는 우리나라의 창조 경제의 방향과 맞닿아 있다고 할 수 있다.
2.2 Concept of Idea Platform
기존 폐쇠형 경영방식의 한계를 극복하며 혁신적인 성과를 보이는 새로운 오픈이노베이션 방식인 아이디어 플랫폼이 등장하였다[11]. 아이디어 플랫폼은 아이디어를 활용하려는 기업, 기관 등이 다수 아이디어 제안자와 상시적으로 연결되는 기반(장)이며[11], 아이디어를 기반으로 다양한 창업활동을 할 수 있도록 만든 유무형의 기반이다[12].
개방형 아이디어 플랫폼은 아이디어 교류의 이해관계자인 기업과 기관, 벤처기업, 소비자, 전문가 사이에서 원활하게 기술 및 아이디어를 교류할 수 있다.
본 연구에서는 기술 및 아이디어를 교류하는 장으로 ICT 기반 환경에서 혁신성과 창조성을 가진 아이디어들이 상시적으로 연결되어 다양한 활동을 할 수 있도록 만든 유무형 기반을 아이디어 플랫폼으로 정의한다.
아이디어 플랫폼은 중개자 없이 직접 문제 의뢰 및 해결책 제안이 가능하도록 시스템 지원하고, 참여자 간에 아이디어를 비교 및 평가하고 개선할 수 있도록 기회를 제공하며, 플랫폼 업체가 아이디어 제안자를 직접 교육하거나 인적 네트워크를 연결해 주면서 제안자의 사업화 역량을 육성하기도 하며, 아이디어 플랫폼 도입 시 부작용으로 지적된 기술 유출 및 사기 문제를 개선하기 위해 안전장치 개발, 평가 프로세스 개선 등으로 참여 주체 간 교류 활성화와 아이디어 실현력 제고 등의 효용성을 높인다[11].
3. Idea Platform…
3.1 Categorizing Idea Platform
In order to see how exsting idea platforms work and examine their success point, it is helpful to categorize them into four groups with their own objective.
First, we can categorize idea platforms whose objective is to realize people’ idea into real product. First group of idea platforms gathers a number of innovative and creative ideas from people and help to develop their idea and make their idea products available in market. Techshop and Quirky play a key role in this category and we can find examples from them.
Techshop exists for citizen inventors who want to draw their idea to real market. Techshop helps citizen inventors by providing a place equipped with front line facilities. In this place, citizen inventors can manufature a product sample by using facilities Techshop offers. Techshop also offers educational support and consulting program, however, their primary objective is to offer a place for people to invent their own idea product and help the product successful in the market [12].
As Techshop works for making ideas feasible and producing real product, Quirky also gives an opportunity to people by allowing their own idea product to enter the market. Quirky collects a number of product ideas from people and make ordinary people vote for the most brilliant and feasible idea among them. Through a line of process, the last surviving idea is given a chance to be produced and sold in the market [11].
The major difference is that while Quirky has evaluating process before producing, Techshop does not have any barrior for making product sample since people pay a minimum fee for using the facilitie Techshop offer. Despite the differences, since the two platforms offer a chance of idea product realization through making product available in the market, they can be categorized as an idea product realization platform.
두번째 아이디어 플랫폼 그룹은 사람들이 자신들의 아이디어를 기업의 솔루션으로 제공할 수 있는 장을 마련해 주는 역할을 한다. Kaggle과 Innocentive등이 이 카테고리에 속한 대표적인 아이디어 플랫폼으로서 사람들은 이곳을 통해 기업들에게 자신들의 아이디어를 솔루션으로 제공할 수 있고 기업들은 다양한 사람들의 아이디어를 통해 해결책을 찾을 수 있다. 예전의 기업들은 기업 내부에서 해결책을 찾았으나 이제는 이러한 플랫폼을 통해 외부의 전문가들에게 자문을 구할 수 있고 해결책을 얻을 수 있게 되었다.
이노센티브는 기업들과 기술자, 과학자 등의 집단을 연결하여 기업이 가진 난제를 해결하는 솔루션을 찾는 것을 도와주는 역할을 한다. 전 세계 200개국, 30만명의 과학기술자가 등록돼 있으며 2001년부터 2013년 8월까지 전체 1650건의 제시된 문제 중 1500개의 해결책을 기업에게 제공하여 약 85%의 높은 문제 해결 성공률을 보이고 있다 [12].
Kaggle은 빅데이터 애널리틱스 플랫폼 업체로서 기업이 제시한 난제를 데이터 분석가들이 풀 수 있는 장을 마련해 준다. 기업이나 기관들은 해결해야할 문제들을 Kaggle에 등록하고 마감기한과 보상을 제시하면 각 분야의 전문가들과 데이터 분석사들이 팀을 이뤄 난제를 해결하도록 하는 시스템을 갖추고 있다 [11].
Kaggle과 Innocentive는 기업이 보유하지 못한 각 분야의 전문가들의 자문을 통해 난제를 해결할 수 있다는 점과 한편 자신의 아이디어를 기업에 솔루션으로 제공함으로써 보상을 받게하는 시스템으로 쌍방간 모두 이득을 얻게 한다.
세번째 유형의 아이디어 플랫폼은 crowd funding을 통해 초기 사업자들을 돕는 역할을 한다. 좋은 사업 아이템과 아이디어가 있어도 사업화를 위해서는 자금이 필요하며 많은 초기 사업자가 자금 조달에 대한 어려움을 겪고 있다. 특히, 대형 투자자나 엔젤 투자자에게 투자를 받는 사업자들은 소수이기 때문에 다수의 초기 사업자들은 자금 조달의 어려움을 겪고 있다. 미국에서는 2012년 오바마 대통령이 crowd funding을 통한 자금 마련을 가능하게 한 법안을 통과시키면서 crowd funding은 미국 내에서 초기 사업자를 돕기 위한 새로운 방안으로 떠오르고 있다. Crowd funding이란 인터넷 등을 통해 대중으로부터 자금을 모으는 투자방식을 말하며 초기 사업자들의 사업 자금 마련 문제를 해결하기 위한 방안으로 꼽히고 있다. Crowd funding을 통해 초기 사업자들을 돕는 역할을 하는 플랫폼으로는 Kickstarter와 Crowdfunder를 들 수 있다.
Kickstarter는 자금을 구하는 사업자가 사업 프로젝트에 대한 개요 및 필요한 모금액, 기한, 보상 방법등을 플랫폼에 올리면 일반인들이 모금에 참여하는 방식으로 이루어진다. 다양한 분야에 대한 모금이 이루어지고 있으나 특히 예술분야 등을 후원하는 성격의 모금이 많이 이루어 지고 있다 [12].
Crowdfunder에서는 소셜 비즈니스, 소규모 비즈니스, 기술 분야의 스타트 업 사업자들을 위해 마련된 crowd funding 플랫폼으로서 엔젤 투자자부터 일반인들까지 기부와 투자를 할 수 있는 장을 마련해 준다. 현재 미국과 멕시코 등에서 local investor를 locar entrepreneurs들과 연결시켜 주는 역할을 하고 있다 [13].
끝으로 교육 및 컨설팅을 통해 초기 사업자들을 돕는 플랫폼 유형이 있다. 많은 초기 사업자들이 사업 운영에 대한 적절한 교육을 받지 못하고 네트워크 기반 부족 등을 이유로 성공적인 사업으로 발전하지 못하고 있기에 Y Combinator, TechStars등의 플랫폼들은 초기 사업자에게 적절한 교육을 제공함으로써 시장에 성공적으로 정착할 수 있도록 돕는 역할을 하고 있다.
Y Combinator, TechStars의 가장 대표적인 특성은 초기 사업자들에게 몇 개월의 시간을 두고 육성 프로그램을 운영하고 있다는 점이다.
Y Combinator의 경우 매년 두 차례 전 세계에서 모여든 수천 개의 사업 제안팀들 중에서 평균 50여개의 팀을 선별하여 이들의 성공적인 시장 진출을 돕고 있다. 선별된 사업 제안팀을 3개월간의 육성 프로그램을 통하여 사업 운영에 대한 교육과 함께 엔젤투자자나 벤처캐피탈 등의 투자를 받을 수 있고 멘토링, 컨설팅 들의 교육과 사업 운영에 필요한 네트워크 연결 등의 기회를 얻게 된다 [11].
TechStars는 초기 시장 진출자들을 위한 Mentorship-driven investment program으로서 보스톤, 뉴욕, 시애틀 등의 도시에서 매년 수백명에 달하는 지원자 중 10개의 팀만을 선정하여 18000불의 시드머니를 지원받고 3개월간의 집중적인 mentorship을 받을 수 있는 기회를 얻게 된다 [14].
두 플랫폼 모두 초기 사업자에게 3개월간의 육성 프로그램을 받을 수 있는 기회를 제공하며 스타트업은 육성 프로그램을 성공적으로 마친 후 엔젤투자자와 벤처캐피탈등의 투자를 받을 수 있는 기회 역시 얻게 된다.
지금까지 아이디어 플랫폼이 사람들의 아이디어를 사업화하는데 어떤 방식으로 도움을 줄 수 있는지 살펴보았다. 사람들은 Quirky나 Techshop같은 아이디어 플랫폼을 통해 자신들이 갖고 있는 아이디어를 제품화 시킬 수 있으며, Kaggle, Innocentive등을 통해 본인의 아이디어를 기업의 솔루션으로 제공할 수도 있으며, Kickstarter나 Crowdfunder처럼 크라우드 펀딩을 통해 자신들의 아이디어를 펼치기 위한 자금 조달 마련 방안을 찾을 수 있으며, Y Combinator나 TechStar를 통해 성공한 기업가가 되기 위한 전반적인 교육을 통해 성공적인 사업을 이끌어 낼 수 도 있다.
3.2 정부의 아이디어 플랫폼 정책
정부는 아이디어를 가지고 있는 개인 및 기업을 사업화하거나 성공기업으로 만들기 적합한 좋은 환경을 조성하려 한다.
아이디어 플랫폼 참여자 간의 기반(장)을 제공해주는 민간 주도의 아이디어 플랫폼과 다르게, 정부는 아이디어의 실행부터 사업화, 추후 관리까지 전반적인 과정을 지원한다.
정부의 아이디어 플랫폼 정책은 아이디어 플랫폼 육성, 투자생태계조성, 글로벌 네트워크 구축, 인재양성으로 나누어 볼 수 있다.
1. 아이디어 플랫폼 육성
아이디어 플랫폼 육성 정책은 아이디어 플랫폼을 실행하고 사업화를 지원하는 것이다.
여기에는 아이디어의 발굴, 인큐베이팅, 사업화, 시장진출 과정의 지원이 포함된다.
대표 사례로 이스라엘의 Tnufa program and 인큐베이터 프로그램이 있다.
Tnufa program 은 신생기업육성프로그램으로 초기 비용의 85% 최대 약 5만 달러까지 지원한다. 기획단계(pre-seed stage)에서는 타당성 조사, 사업계획서 작성, 파트너 탐색, 투자자 유치 지원을 하며, 초기단계의 기술벤처에 대해서는 초기 자금 (seed money)를 지원한다. 정부자금을 지원받은 창업자는 매출이 발생할 경우에만 7년에 걸쳐서 3~5%의 기술료 형태로 정부 자금을 상환한다.

미국은 민간주도의 유기적인 투자 네트워크를 구축하기 위해 창업초기 투자 및 M&A 활성화하고, 실리콘밸리를 중심으로 선순환 벤처 생태계를 구축하는 것을 지원한다[17].
Yozma 벤처캐피탈은 1993년 이스라엘 정부가 이스라엘 하이테크 산업에 투자할 외국자본 유치를 위해 설립한 공공투자 프로그램이다. Yozma 프로그램은 자본이나 담보능력 없이 아이디어만으로 출발하는 벤처기업들에게 자금을 조달한다. 창업기업에 대한 투자자금은 벤처캐피탈과 정부가 투자하여 수익이 나면 정부 지분을 민간투자자가 인수하는 방식으로 운영된다. 자금 지원 뿐만 아니라 경영 노하우, 마케팅, 파트너 발굴 등의 서비스를 제공한다[16].
3. 글로벌 네트워크 구축
글로벌 네트워크 구축은 글로벌 창업가들의 교류를 활성화하기 위한 지원정책이다.
대표사례로 영국은 협력적 네트워크를 구축하기 위하여 3,000개의 글로벌 기업 및 스타트업이 있는 첨단기술단지인 Tech City 운영한다[18].
칠레는 스타트업 칠레 프로그램을 운영한다. 해외 혁신 창업가들과 교류하게 함으로써 칠레의 젊은이의 마인드를 바꾸어 창업가적 사고를 키우는 것이 목적이다. 세계 각지의 창업가들이 스타트업칠레에 지원하여 선발되면 참여자들에게 자금, 사무공간, 각종 편의를 제공해 주는 대신에 창업지원의 대가로 워크숍 주최, 칠레인 멘토링, 미팅 주선, 교육 활동 등의 사회적 자본을 칠레인들에게 제공한다[12].
4. 인재 양성
인재 양성은 국민들에게 창업 마인드를 만들어 주기 위한 범국민적 정책이다. 중고등학교의 방과 후 활동 및 대학의 창업강좌 및 창업동아리를 지원한다.
대표사례로 미국, 영국, 일본은 글로벌 창업인재를 양성하기 위하여 중고등학교부터 창업마인드를 교육한다[18].
이스라엘의 모든 대학들은 ‘대학 내 기술연구소(OTT: Office of Technology Transfer)를 통해 지식재산권 관리, 라이센싱, 벤처창업, 글로벌 마케팅 등의 업무를 추진한다. OTT의 대표적 사례로 Yissu은 특허 7,000개 이상 보유, 자회사 72개 보유하며, 매년 20억 달러 이상의 수익을 거두고 있다[18].
5. Conclusion
본 연구는 오픈 이노베이션이 기업의 혁신에 영향을 미치는 패러다임으로 떠오른 가운데 오픈 이노베이션의 관점에서 출발한 아이디어 사업화 플랫폼의 다양한 사례와 정책을 살펴보았다.
현재 성공적으로 운영되고 있는 민간 주도의 아이디어 사업화 플랫폼이 어떤 방식으로 혁신적인 아이디어 창출 및 사업화를 돕는지에 대해 다음 네 가지 유형으로 분류하여 살펴보았다. 아이디어 제품 제작 및 시장 진출을 돕는 플랫폼, 기업 외부의 사람들이 본인의 아이디어를 기업의 솔루션으로 제공하고 보상을 받을 수 있게 돕는 플랫폼, 초기 사업자들이 사업에 필요한 자금을 조달할 수 있게 돕는 플랫폼, 초기 사업자들의 성공적인 시장 정착을 돕는 육성 프로그램 을 제공하는 플랫폼, 이렇게 4개의 플랫폼의 유형을 분석하였으며 이는 향후 우리나라에서도 민간 주도 아이디어 사업화 플랫폼이 운영될 시 참고할 수 있을 것으로 기대된다.
또한 민간 주도의 아이디어 플랫폼 운영과 더불어 다른 나라의 정부주도 아이디어 플랫폼 정책을 살펴보았는데 이는 아이디어 플랫폼 육성, 투자생태계조성, 글로벌 네트워크 구축, 인재양성으로 나누어 볼 수 있다.
본 연구는 창조경제의 핵심인 아이디어 창업화에 대한 민간주도의 아이디어 플랫폼 활성화 및 정부 주도의 플랫폼 정책 수립을 위한 정책 방향 마련에 도움을 줄 수 있을 것으로 기대되나 구체적이고 실질적인 정책 방향 기반 연구가 되기 위해서는 체계적인 전문가 인터뷰 및 초기 사업자들이 겪는 문제점 등을 분석한 연구 등이 수반되어야 할 것으로 판단된다.
Translation - English A comparative Study on Idea Platforms of Government and Private Organizations
Abstract
Due to the development of information technologies and the growth of smart devices, economic paradigm has shifted from the knowledge based economy in which intangible commodities prevail its values to the creative economy which emphasizes innovations and creations. Creative economy regards creativeness as its core value and the large part of such creativeness are realized thorough ICT’s (information and communication technologies). The creative economy, an economic paradigm, and the open innovation, a new management structure, lend emphasis to idea platforms. Therefore, this study aims to shed new light on the backgrounds in which the idea platforms based around ICT, a core value of creative economy, was formed and the change of paradigm in economic management, and to compare the idea platforms led by private sectors and governmental idea platform policies through examples.

1. Introduction
The development of information technologies and the growth of smart devices have brought changes in economic paradigm. In the 21st century, the industry centered paradigm has shifted over to a knowledge-based economy in which intangible commodities prevail its values. Knowledge-based economy means that all economic activities are based on the use of knowledge to generate values. Now, the growth engine of knowledge-based economy is in the process of evolving from the innovation which utilizes information to the creativity which utilizes knowledge-based capitals[15]. The purpose of this study is to shed new light on the backgrounds in which the idea platforms based around ICT, a core value of creative economy, was formed and the change of paradigm in economic management, and to compare the idea platforms led by private sectors and governmental idea platform policies through examples by attempting to find an answer to a question, “Are the idea platform generated voluntarily by the private sectors and the idea platform policies of the government looking towards the same direction?”
In this study, the idea platforms in private sectors are, through studies of examples, by categorizing them into 4 categories. The government’s idea platform policies also suggested 4 types of supports.
This thesis begins by examining the concepts of open innovation and idea platform through literature research and continues with analysis of examples of idea platform led by private sector and idea platform policies of the government. Then, the implications and the conclusions of this study are presented in an order.
2. Open Innovation and Idea Platform
2.1 Open Innovation
Amongst the fast changing market condition and ever more diverse the consumers needs are, companies have grasped the reality that it is difficult to survive in the market only by utilizing internal resources and attempt to inspire innovation by aggressively utilizing resources from external sources. We call such new paradigm an open innovation and this can be divided into two categories; the first takes the existing form and the second is a new form called an idea platform.
Whereas the idea and technological information moved in an unilateral direction towards the companies or institutions from the consumers or the public, other companies, and experts in the conventional open innovation, the open innovation based on idea platforms has formed an open structure in which the companies and institutions communicate with other companies, the public, experts, and etc. In an open idea platform, objective assessment of value is possible and the idea and technologies move in both directions [11].
Such open platform provides companies with an opportunities to obtain desired solutions from the public and provides the public with an opportunities to commercialize their ideas through presesnting places for directly communicaing with each other without intervenings of intermediaries. It can also be said that the open innovationis well alligned with the direction which the creative economy of Koera is looking to grow towards because, as the open platform become more and more active, more start-up businesses can be induced along with boosted entrepreneurial spirit.
2.2 Concept of Idea Platform
A new form of open innovation called an idea platform, which have shown substantial results by overcoming the limitaions of existing, closed management methods, has emerged [11]. An idea platform is a place for continuously connecting the companies and institutions who want to utilize ideas with multiple idea presenters, as well as a both tangible and intangible base in which people can engage in entrepreneurial activities with their own ideas [12].
In an open idea platform, technologies and ideas can be efficiently exchanged among the parties or persons such as the companies and institutions, venture companies, the consumers, and experts, who are directly concerned with the exchange of idea..
In this study, the idea platform is defined as the tangible and intangible base in an ICT based envrionment, in which technologies and ideas are continuously exchagned and vairious types of activities are enabled.
Idea platforms systematically support the participants in ways that they directly request problems and propose solutions without intervenings of intermediaries, provide opportunities to compare, evaluate, and improve ideas among the participants, enable the platform providers to nurture and developt the entrepreneurial capacities of idea presenters by directly educating them or aiding them with networking activities. In addition, it raise its efficacy of promoting more active interactions among the participants and realiztion of ideas through developments of safety mechanisms for issues such as technology leaks and frauds, which had been pointed out as a troublsome side-effects at the time of its introduction, and improvemetns of evaluation processes [11].
3. Idea Platform…
3.1 Categorizing Idea Platform
In order to see how exsting idea platforms work and examine their success point, it is helpful to categorize them into four groups with their own objective.
We can begin by categorizing the idea platforms whose objectives are to realize people’s idea into real products. First, group of idea platforms gathers a number of innovative and creative ideas from people and help them develop their idea and introduce their idea products in market. Techshop and Quirky play a key role in this category and we can find examples from them.
Techshop exists for citizen inventors who want to draw their idea to real market. Techshop helps citizen inventors by providing a place equipped with front line facilities. In this place, citizen inventors can build product samples by using equipments provided by Techshop. Techshop also offers educational support and consulting program, however, their primary objective is to offer a place for people to invent their own idea product and help the product become successful in the market [12].
As Techshop works for making ideas feasible and producing real product, Quirky also provided people with opportunities by allowing their own idea products to enter the market. Quirky collects a number of product ideas from people and make ordinary people vote for the most brilliant and feasible idea among them. Through a line of processes, the last surviving idea is given a chance to be manufactured as a product and sold in the market [11].
The major difference is that while Quirky has evaluating processes before the production, Techshop does not have any barriors for making product sample since people pay a minimum fee for using the facilities Techshop offer. Despite the differences, since the two platforms offer chances for an idea to become an actual product to be sold in the market, they can be categorized as an idea product realization platform.
The second group of idea planforms plays a role fo providing places in which people can present their ideas as solutions for companies. Kaggle and Innocentive are the leading idea platforms which belong to this category. People, through these places, can present their ideas to companies as soulutions and companties can find desired solutions through a variety of ideas presented by different people. Companies conventionally looked for solutions within themselves, however, they now can consult outside experts and obtain solutions through these platfoms.
Innocentive helps companies to resolve difficult problems companies face by connecting the companies with expert groups of engineers, scientists and so on.
Innocentive 300 thousand scientists and engineers from 200 countries around the globe as its registered members and accomplished an amazing feat of showing about 85% success rate by presenting solutions to 1,500 companies among the 1,650 who asked between its inception in 2001 and August of 2013 [12].
Kaggle is a big data analytics platform company which provide a place for data analysts to resolve difficult problems presented by companies. The companies and institutions register problems to be resolved and propose the deadline and the compensation. Then, the experts and analysts in relevant fields form a team to try to resolve the problem [11].
Kaggle and Innocentive are systems which benefits both parties by employing a system in which the companies solve their problems through consulting experts whom they do not posses and the experts receive compensation for presenting their ideas as the solution that the companies seek for.
The third type of idea platform palys a role of assisting novice entrepreneurs through crowdfunding. No matter how good the idea is and marketable the product is, funds are the absolute necessity for its commercialization. In fact, there are many novice entrepreneurs who experience serious challenges in securing necessary fundings. Especially, because the number of entrepereneurs who receive investments from bigshot investors or angel investors are very small, the vast majority of novice entrepreneurs experiences difficulties in raising necessary funds. Crowdfunding is emerging as a new way of helping novice entrepreneurs in the United States, as the Presidnet Obama passed a bill which enabled financing through crowd funding in 2012. Crowdfunding is a form of making investment, which gathers business funds from public through such means as internet and is also highly regarded as the way of securing initial funds for start up businesses. Kickstarter and Crowdfunder are good examples of a platform which assists novice entrepreneurs through crowdfunding.
Kickstarter works in a way that entrepreneurs upload information such as the summary of business project, the size of funding necessary, time bar limit, and the method of compensation, and the ordinary people participate in the fundraising. Fundraisings in a broad spectrum of fields are currently in progress, however, fundrasings which particularly supports the field of arts are becoming more and more active [12].
Crowdfunder is a crowdfunding platform, specifically arranged for startup businesses in the social business and technology fields, in which everyone from individuals to angel investors have opportunities to make contributions in forms of either donations or investments Crowdfunder currently plays a key role in connecting local investors with local entrepreneurs in areas throuout the United States and Mexsico [13].
Lastly, there is a type of platform which assist novice entrepreneurs through education and consulting. Many novice entrepreneuers fails due to reasons such as lack of network base and jumpoin into business without proper education on business management. Thus, plaforms such as Y Combinator and TechStars help novice entrepreneurs successfully land in the market through providing adequate education.
The most noticeable characteristic of Y Combinator and TechStars is that they run fostering programs over a period of several months.
In case of Y Combinator, about 50 teams among several thousands of global participants are selected semi annually and receive assistance needed in successfully entering into the market. The 50 selected teams goes through a incubating program which runs for a period of three months, learning the principles of business managements. They also have an opportunities to secure fundings from venture capitals and angel investors, as well as opportunities to build networkings and receive mentoring and consultings necessary for running their businesses [11].
TechStars is a mentorship-driven investment program which selects 10 teams from the several hundreds of participants from Boston, New York, Seattle and other major cities, and support them with a seed money of eighteen thousand dollars and three months of intense mentoring [14].
Both platforms provide the novice entrepreneurs with opportunies to participate in the 3 months of intensive fostering programs and the startup companies also receive opportunities to receive investments from venture capitals and angel investors upon successful complettion of such programs.
We have examined how idea platfoms assist orndinary people to turn their ideas into concrete businesses. People can commercialize their idea through such idea platforms as Quirky and Techshop, provide their ideas as the solution which companies seek through Kaggle and Innocentive, find ways to secure fundings for realizing their ideas through crowdfundings such as Kickstarter and Crowdfunder, and prepare themselves further and eventually become successful entrepreneur through proper educational programs provided by platforms like Y Combinator and TehStar.
3.2 Government’s Idea Platform Policies
The government tries to cultivate a good environment which is suitable for commercializing or assisting individuals or companies who have good ideas to become successful companies.
Unlike the privately led idea platforms which provide places for interactions among the idea platform participants, the government provides supports throughout the entire processes, including an execution of ideas, commercialization, and follow-up management programs.
The government’s idea platform policies can be divided into; 1. Promotion of idea platform, 2. Cultivation of investment ecosystem, 3. Establishment of global network, and 4. Training talented individuals.
1. Promotion of Idea Platform
Idea platform promotion policies execute the idea platform and assist commercialization. In here, idea search, incubating, commercialization, and supports in the process of market entrance are included.
A good example is the Tnufa Program and the Incubator Program of Israel.
Tnufa Program is a start-up business nurturing program which provides a financial support up to 85% of initial start-up costs or a maximum of 50,000 dollars. At the pre-seed stage, the program provides assistance with a feasibility study, preparing business plans, locating investors and strategic partners, and provides grants up to 50,000 dollars as a seed money to technical venture companies. Only the companies which had received government grants are obliged pay back the grant money in a form of technical fees at 3~5% rate over a period of 7 years.
The Incubating Program is a program which provides, through a cooperation between the governmental institutions and public organizations, comprehensive supports including lease of office space, financial support, and other consultations. The 85% of incurring expenses are provided by the government and assistance is available for up to maximum 2 years for each individual project. There are a total of 24 incubators in Israel and about 200 new companies receive assistance from them. The 60% of the new companies receiving assistance are IT related companies [16].
2. Cultivation of Investment Ecosystem
The cultivation of investment ecosystem is a policy designed to induce more active and voluntary private investments.
Privately led networking programs of the United States and the Yozma Venture Capital Group are the good examples.
The United States Government supports promotion of initial investment for start-up businesses and M&A and establishment of a virtuous circle of venture ecosystem centered around the Silicon Valley in order to establish a systematic investment network that is led by the private sectors [17].
Yozma Venture Capitals is a public investment program established by the Israeli Government in 1993, in order to attract foreign capitals to be invested in the Israeli hi tech industries. Yozma program provides funds to the venture companies which begin only with idea and without any capitals nor security solvency. It runs in a way that the venture capital and the government both provide for the investment and the private investors take over the shares of the government only if there are profits generated. The program not only provides financial supports, but also provides other supports such as management consulting and assistance in marketing and locating strategic partners [16].
3. Establishment of Global Network
Establishment of global network is a support policy designed to promote interactions and exchange of information among the new entrepreneurs throughout the world.
Tech City UK which is run by the UK government to establish co-operative network and now has become the home of 3,000 global companies and start-up businesses is a good example [18]
The Chilean Government runs Start Up Chile Program. The purpose of the program is to change the minds of young Chileans and nurture entreperenial ways of thinking in them by providing them with opportunities to interact with innovative start-up entrepreneurs from overseas. Start-up business from all around the world apply for the program to receive funding, office space and many other amenities and provide the young Chileans with workshops, mentoring, chances to observe/participate in business meetings and educational activities and other social capitals in return. [12].
4. Training Talented Individuals
Training talented individuals is pan-national policy which is designed to imbue the people’s mind with entrepreneurial spirits. The government provides supports for after-school activities of middle and high schools and entrepreneurship lectures and clubs of colleges and universities.
Good examples can be found in countries like the Unite States, the United Kingdom, and Japan, where they start educating their young citizens to become talented global entrepreneurs from very early ages [18].
The Office of Technology Transfer which is established in every colleges and universities in Irael, conducts business activities such as intellectual properties management, licensing, venture start-up, and global marketing. Yissu is a good example of OTT, which has more than 7,000 patents and 72 affiliated companies in its possession, and records a profit which exceeds 2 billion dollars a year [18].
5. Conclusion
Amongst the emergence of open innovation as a paradigm which influences innovation of companies, this study examined various examples and government policies which were originated from the perspective of open innovation.
We examined the ways in which the privately led idea platforms that are currently in successful operation helps generation and commercialization of innovative ideas by dividing them into the following four categories; a platform which provides assistance in manufacturing of idea products and market entrance of such idea products, a platform which enables people from outside the companies to provide their ideas as solutions that the companies seek and get compensated, a platform which helps the start-up businesses to secure funding, and a platform which provides fostering programs to help new entrepreneurs to successfully enter the market. These four types of platforms have been examined and analyzed and it is our expectation that the information can be utilized as a reference when privately led idea platforms are in operation in Korea in the future.
We also examined the idea platform policies which are run by the governments of foreign countries and they were also divided into four categories; 1. Promotion of idea platform, 2. Cultivation of investment ecosystem, 3. Establishment of global network, and 4. Training talented individuals.
It is expected that this study will become helpful in promotion of idea platforms, the core of creative economy, led by private sectors and preparation of policy directions for establishing government led idea platform policies, however, it is our discreiont that, in order for this study to become a concrete and substantial policy direction based study, further studies in which systematical interviews with experts and more detailed analysis of challenges that the new entrepreneurs face are accompanied should be conducted.

제 8 조 (“블루 멤버쉽 서비스” 계약 및 해지)
1) “블루 멤버쉽 서비스” 계약은 쌍방의 통보가 없는 한 1년 단위로 자동 연장된다.
2) "갑"이 "을"과 “블루 멤버쉽 서비스” 계약을 체결한 후 "갑"의 사정으로 계약을 해지하여야 하는 경우, "갑"은 "을"에게 계약해지 예정일 15일 이전에 문서로 통지하여야 하며 서비스 개시 후 1개월 이내에 한하여 "을"의 내규에 의한 소정의 금액을 "갑"에게 환불할 수 있으나 서비스 개시 후 1개월 이후에는 원칙적으로 환불되지 않는다.
3) 본 계약에 명시된 의무를 위반하거나 납입 기일로부터 1개월 이상 “블루 멤버쉽 서비스”연회비 납부을 지체하는 경우 “더존”은 “블루 멤버쉽 서비스” 계약을 해지할 수 있다. 다만, “더존”은 계약해지 조치 7일 전까지 해당 사유를 고지하고 의견 진술 할 기회를 주도록 한다.
제 9 조 (피해 보상 및 보증)
1) “갑” 은 “을”의 하자보수 미흡으로 인하여 업무상 피해를 초래하였을 경우, “갑” 은 “을” 에게 피해 보상을 요구할 수 있으며 “갑” 이 청구하는 피해보상 금액의 범위는 총 “블루 멤버쉽 서비스” 계약금액의 30/100으로 한다.
2) 1)항의 업무상의 피해라 함은 제6 조에서 정한 건에 대한 불이행으로 인한 내용 또는 “갑”의 “블루 멤버쉽 서비스” 요구에 대해 “을”이 이유 없이 업무진행을 회피하거나 “을”의 정당한 사유 없이 “블루 멤버쉽 서비스”가 이루어지지 않은 경우에 한정한다.
3) “갑”은 “을”의 유지보수에 문제 및 이의가 있거나 업무상의 피해가 초래할 사유가 예측되는 경우 “을”에게 “갑”의 대표명의의 공문을 발송하여야 한다.
4) “을”은 본 계약서 상의 문건으로 “갑”에게 하자보수의 보증을 하며, 별도의 수단으로 그 보증을 하지 않는다.
제 10 조 (불가항력)
1) 천재지변 등 계약 당사자의 권한과 능력 범위 밖의 사유로 인하여 어느 일방의 계약 당사자가 본 계약의 수행에 차질을 초래하였을 경우에는 그에 따른 상대방 계약 당사자에게 미치는 손해 및 손실에 대하여 그 변상의 책임을 지지 아니한다.
2) 불가항력의 사유로 발생한 경우라도 그 사유가 해소되었다고 인정되면 지체 없이 지연된 역무의 의무를 신속히 처리한다.
제 11조 (기타사항)
1) 본 소프트웨어의 성격상 업무일정은 “을”에서 진행하되, “갑”의 업무 일정 및 업무 시간을 최대한 따라야 되며 상호 합의 하에 원활하게 협조가 되도록 한다.
2) “을”은 “블루 멤버쉽 서비스” 중 직접 또는 간접으로 알게 되는 “갑”의 영업 및 사업상 일체의 비밀을 제3자에게 누설해서는 안 된다
3) 2)항의 “을”의 비밀 누설로 인하여 “갑”의 손해를 입었다고 인정될 때 “을” 은 “갑”의 손해배상 청구에 응해야 한다.
제 12 조 (분쟁해결)
본 계약에 명시되지 않은 사항 또는 본 계약의 이행에 대한 해석에 이의가 있을 때는 상호간의 합의에 따라 원만히 해결하며 이에 대한 합의가 이루어지지 않을때는 “갑”의 주소지 관할 법원으로 하여 분쟁을 해결하기로 한다.
본 계약을 증명하기 위하여 계약서 2부를 작성하고 쌍방이 날인한 후 “갑”과 “을” 각각 1 부씩 보관하기로 한다.
Translation - English General Provisions
The purpose of this Agreement is to provide for all the rights and liabilities, and other details related to the NEO Blue Membership Service (hereinafter “Blue Membership Service”) to be provided by the Party B to the Party A, which shall be faithfully and forcefully abided by both parties hereto.
Article 1 (Purpose of “Blue Service Membership”)
The purpose of this agreement is to provide to provide for all the rights and liabilities, and other details related to the Party B’s providing continuous software updates, remote A/S, and other required supports, so that the Party A may not experience any inconvenience while using the software provided by the Party B, especially when there is any changes in tax law/system or software upgrades.
Article 2 (Details of “Blue Membership Service”)
1) Software Upgrades through internet.
2) Additional program related support for accounting, human resources and other modules in accordance with changes in the tax law/system.
3) Consultation related to program use and remote A/S support for troubleshooting.
4) Other specific details shall follow the Annex # “Constructs of NEO Blue Membership Service”
Article 3 (“Blue Membership Service” Fee)
For “Blue Membership Service ”, the Party A shall pay to the Party B the sum of One Million Eight Hundred and Fifty Thousand Korean won (1,850,000 KRW, VAT extra).
Article 4 (Method of Payment)
The Party A shall make an advance payment for the “Blue Membership Service” which shall be provided by the Party B prior to the Party B initiating the service.
Article 5. Information Provision
1) The party A shall actively and cooperatively provide the Party B with all materials and environment that the Party B requests to be provided with in order to effectively perform its tasks.
Article 6. Methods and Scope of “Blue Membership Service”
1) The Party B shall implement Blue Membership Service at the earliest possible opportunity after receiving a request for Blue Membership Service from the Party A.
2) The Party A shall make a request for Blue Membership Service by giving a notice via a telephone call or an official written request.
3) The Party B shall implement the Party A’s requests in association with “ Blue Membership Service” as early as possible.
(Provided that, service implementation shall be made in accordance with the appropriate level in the Annex #:Constructs of NEO Blue Membership Service and any other matters outside the stipulations of the Annex # shall be decided by discussions between the parties and the Party A shall bear any costs arising out of such matters.)
4) The standards for Maintenance activities shall follow the stipulations of “Constructs of Blue Membership Service.”
Article 7 (Exclusions of “Blue Membership Service”)
1) Additions of modules or users to the product being used by the Party A.
2) Restoration of the database and/or the operating system caused by the negligence of the Party A.
3) Backup and restoration of the Party A’s Database.
4) Request for additional features other than the provided.
Article 8 (Contract and Termination of “Blue Membership Service”)
1) Unless requested otherwise by either party, “Blue Membership Service” contract shall automatically renew for a period of 1 year.
2) In the event where the Party A shall terminate “Blue Membership Service” agreement because of its reasons after the agreement is effected, the Party A may do so by giving a 15 day advance notice by writing to the Party B. If such notice of termination is made within 1 month of the commencement of service, a refund in accordance with the Party B’s internal policy may be made, however, no refund will be made after 1 month.
3) In the event where the responsibilities of this agreement is not satisfied or the annual Blue Membership Service fee is not made beyond 1 month from the due date, DUZON has right to terminate the Blue Membership Service Agreement, provided that, DUZON shall provide the member with the reason for such termination and an opportunity to present an opinion 7 days prior to such termination.
Article 9 (Compensation for Damages and Guarantees)
1) The party A may request a compensation for damages to the Party B in an event where the party A shall experience business related losses due to inadequate maintenance of the Party B. In such event, the amount of compensation for damage shall be limited to 30/100 of the total contract value of Blue Membership Service Agreement.
2) The business related losses mentioned in above paragraph 1) shall be limited to the events caused by non-performance of stipulations made in the article 6 and the events where the Party B may evade the Party A’s request for Blue Membership Service without reasonable causes.
3) In the event where the party A may have problems with or objections to the maintenance of the Party B, or may anticipate business related losses, the Party A shall notify the Party B with such issues by sending an official notice written by its president.
4) The party B shall provide the Party A with a guarantee for the repair of the defects with the documents of this Agreement and does not make any additional warranties outside this Agreement.
Article 10 (Force Majeure)
1) If either party hereto is rendered unable in whole or in part, by Force Majeure, to perform or comply with any obligation of this Agreement, such party shall be relieved of liability for failure to perform and shall not be held liable for the damages experienced by the other party.
2) Once the force majeure situation is resolve, the party affected shall immediately resume providing delayed service.
Article 11 (Miscellaneous)
1) In consideration of the characteristic of this software, the work schedule shall be determined by the Party B, where the Party A’s business hour shall be honored as much as possible and both parties hereto shall mutually agree to set the schedule which ensures smooth and effective implementation of services.
2) The Party B shall not disclose to any third party any confidential information concerning the business affairs of the Party A which it may acquire directly or indirectly during the term of Blue Membership Service.
3) In the event where it is acknowledged that the Party A has experience losses caused by the disclosure of confidential information by the Party B, the Party B shall be held liable for such losses of the Party A and shall appropriately satisfy the Party A’s claims for damages.
Article 12 (Settlement of Disputes)
In the event of a dispute between the parties hereto concerning the interpretation or application of this agreement, or matters not stipulated in this agreement, the parties hereto shall first try to seek solution by negotiation. If the parties concerned cannot reach an agreement by negotiation, such disputes shall be settled by the decision of the competent court having a jurisdiction over the Party A’s address.
In Witness Whereof, the Party A and the Party B have caused this Agreement to be duly executed on the day and year first above written. Two counterparts of this Agreement shall be made and signed, and each party shall keep one counterpart in possession.

시험책임자 평가 방법
PM은 임상시험의 특성에 따라 확인되어야 할 사항이 모두 포함될 수 있도록 시험책임자의 시험 참여의사를 확인한다. 시험책임자 후보가 시험에 참여할 의사를 보이면 CRA는 기밀유지 협약서(SOP-021-AT-01)를 송부하여 시험책임자 후보로부터 서명된 기밀유지 협약서를 수령한다. 이후 시험과 관련된 정보(clinical study protocol, 피험자 동의서 등)를 송부하고 PM이 해당 임상시험용으로 작성한 시험책임자 선정 보고서를 이용하여 시험기관 및 시험책임자 후보를 평가한다. 필요 시 직접 방문하여 평가한다.
CRA는 평가 완료 후 시험책임자 선정 보고서를 작성 완료하여 PM에게 제출하고 PM 과 임상팀장 또는 부서장은 보고서를 바탕으로 시험책임자를 선정하고, 선정 및 미선정 사실을 CRA에게 고지하여 이를 시험책임자 후보 및 관련자에게 적절히 알리도록 한다.
Translation - English This SOP provides standard guidelines for selecting clinical trial institutions and principal investigators who are eligible to participate in clinical trials before implementation of medical device clinical trials by providing standards, procedures and relevant forms.
The CRA (clinical research associate of the company) shall make visits to the trial institutions and make relevant reports under supervisions of the PM.
The PM (project manager of the company) shall select and evaluate the prospect trial institutions and principal investigators in accordance with relevant regulations and SOPs.
The CRM (the clinical team leader or department head of the company) shall make the final decisions regarding the selection of the trial institution and the principal investigator.
Selection of Trial Institution and Principal Investigator
The principal investigator shall be selected among candidates who possess sufficient training, experience, and adequate resources necessary to carry out clinical trials. The principal investigators can be selected among candidates who are considered to be experts in their field of study and have received good evaluations from similar clinical experiences in the past, or candidates who are recommended by the clinical coordinator. The candidates can also be recommended by other departments.
Principal Investigator Evaluation Criteria
The trial institution and the principal investigator evaluation criteria shall include, but are not limited to the following;
‒ Expert knowledge and related experience of the principal investigator.
‒ Feasibility of the clinical trial.
‒ The principal investigator's passion for the clinical trial.
‒ Number of subjects eligible for the clinical trial (identification of potential subjects).
‒ Availability of researchers with appropriate qualifications.
‒ Location of the trial institution.
‒ Suitabilities of the laboratory and testing equipment.
‒ Suitabilities of documentation of clinical trials, medical devices for clinical trials, and other storage locations.
‒ Inspection of the source documents to be used.
‒ Presence of ongoing or planned clinical trials.
‒ Overall information about the clinical trial screening committee (SOPs, screening committee operating standards, etc.).
Principal Investigator Evaluation Methods
The PM shall identify the principal investigator's intent to participate in the trial to ensure that all of the items to be identified according to the characteristics of the clinical trial are thoroughly covered. If a principal investigator candidate displays his or her intent to participate in the trial, the CRA shall forward the Confidentiality Agreement (SOP-021-AT-01) and receive the copy singed by the principal investigator candidate. Then, the CRA shall forward the trial related information, such as clinical study protocol, subject consent form, and etc. and evaluate the trial institution and the principal investigator candidates by using the Candidate Selection Report prepared by the PM for applicable clinical trial. If necessary, conduct a visit to the trial institution to perform the evaluation.
Upon completion of the evaluation, the CRA shall complete the principal investigator selection report and submit it to the PM. The PM and the clinical trial team leader or the head of the department shall select the principal investigator based on the report, and appropriately notify the CRA and the candidates of the selection decision.

This paper presents a general and systematic approach for geometric error modeling of machine tools due to the geometric errors arising from manufacturing and assembly. The approach can be implemented in three steps: (1) development of a linear map between the pose error twist and source errors within machine tool kinematic chains using homogeneous transformation matrix method; (2) formulation of a linear map between the pose error twist and the error intensities of a machine tool; (3) combination of these two models for error separation. The merit of this approach lies in that it enables the source errors affecting the compensatable and uncompensatable pose accuracy of the machine tool to be explicitly separated, thereby providing designers and/or field engineers with an informative guideline for the accuracy improvement by suitable measures, i.e. component tolerancing in design, manufacturing and assembly processes, and error compensation. Two typical multi-axis machine tools are taken as examples to illustrate the generality and effectiveness of this approach.
