Вступ. Завдання комунікаційної стратегії Комунікаційна стратегія Коломийської міської ради та її виконавчих органів покликана сформувати їхню ефективну інформаційну взаємодію із населенням міста. Комунікаційна стратегія сприятиме створенню системної, стійкої і послідовної взаємодії із цільовими групами, що відповідає пріоритетним напрямкам діяльності міської ради і його стратегічним завданням щодо розвитку потенціалу міста, вирішенню нагальних економічних та соціальних питань міської громади. Комунікаційна стратегія має на меті: • підвищити поінформованість цільових груп та інших зацікавлених учасників про діяльність міської влади; • налагодити ефективну інформаційну взаємодію між міською владою та цільовими групами, зацікавленими у практичному впровадженні проектів, спрямованих на підвищення економічного та соціального добробуту міста та його мешканців • посилити впізнаваність та зміцнити репутацію міської ради та її виконавчих органів як інституції, що має стратегічне бачення розвитку міста, реалізує конкретні проекти в інтересах міста та дослухається в цьому до думки мешканців міста Завдання комунікаційної стратегії: • сформувати стійкий і стабільний інтерес цільових груп до діяльності міської влади по вирішенню нагальних економічних та соціальних проблем міста; • реалізувати цільові комунікаційні кампанії щодо підвищення обізнаності цільових груп; • налагодити ефективну систему внутрішніх і зовнішніх комунікацій міської ради та її виконавчих органів із цільовими групами. Використовуючи сучасні методи планування та впровадження комунікаційних кампаній, необхідно забезпечити ефективну комунікацію з усіма пріоритетними цільовими аудиторіями, і завдяки цьому отримати їхню підтримку дій міської влади. Важливо також використати для ефективної комунікації весь наявний потенціал міської влади та комунальних підприємств і закладів. В ході проведення інформаційно-роз’яснювальної роботи серед населення необхідно якомога ширше використовувати методи двосторонньої комунікації, тобто відстежувати реакцію представників цільових аудиторій на ті чи інші рішення уряду, міської ради, інших центральних та місцевих органів влади, задля того, щоб враховувати думку населення у розробці подальших рішень. 2. Ситуаційний аналіз Ситуаційний Аналіз чинної системи комунікації Коломийської міської ради та її виконавчих органів проведений консультантами проекту ПРОМІС Дмитром Коником та Андрієм Сусленком. В ході виконання завдання консультанти здійснили дві робочі поїздки до м. Коломия (27 січня та 15 лютого ц.р.). В ході першої поїздки консультанти мали зустрічі з міським головою п. Ігорем Слюзарем, взяли участь у круглому столі з депутатами міської ради та працівниками виконавчих органів, а також у круглому столі з представниками місцевих мас медіа та громадськими активістами. Консультанти підготували анкету з метою вивчення діючої системи збору, аналізу та розповсюдження інформації, найбільш актуальних тем, що хвилюють міську владу та членів громади, а також оцінку потреб у навчанні та підвищенні кваліфікації в галузі комунікації. Відповіді на запитання анкети надали 20 працівників структурного підрозділу міської ради, котрі є безпосередньо задіяні в комунікаційних процесах. В ході другої поїздки консультанти провели глибинні інтерв’ю з керівниками різних департаментів та відділів структурного підрозділу міської ради. Також за участю працівників структурного підрозділу міської ради був проведений мозковий штурм (брейнстормінг) з метою визначення найбільш актуальних питань діяльності міської влади, які потребують розробки та впровадження комунікаційних кампаній з різними групами громадськості. Аналіз системи комунікацій Коломийської міської ради та її виконавчих органів, що їх керівництво приділяє велику увагу інформуванню населення міста. Протягом останніх років істотно зросла кількість та якість інформації, що поширюється різними каналами комунікації. Слід відзначити дедалі зростаючу активність міського голови щодо інформування громадськості. Міський голова та інші керівники і відповідальні спеціалісти міської ради та її виконавчих органів на регулярній основі надають інтерв’ю та коментарі працівникам засобів масової інформації, активно спілкуються з членами громади через соціальні мережі (передусім тут варто відзначити як їхню активність у власній сторінці в мережі Facebook, так і в популярній громадській Facebook-спільноті «Типова Коломия»). Міська влада на регулярній основі видає щомісячний Вісник, який присвячений актуальним питанням її діяльності. Беззаперечним здобутком можна вважати створення нового сучасного веб-сайту міської ради та її виконавчих органів. Міська влада регулярно проводить громадські слухання з метою обговорення з активними членами громади найбільш актуальних та вразливих питань життєдіяльності міста. Робота зі зверненнями громадян та надання відповідей на інформаційні запити здійснюється відповідно до законодавства та на належному професійному рівні. Коломийська міська рада та її виконавчі органи мають високопрофесійний персонал, що добре розуміє необхідність системної роботи із засобами масової інформації та громадськістю. В рамках проведення ситуаційного аналізу, консультантами проекту ПРОМІС було проведене дослідження активності мас-медіа в м. Коломия. За основу були взяті публікації та матеріали в ключових засобах масової інформації міста. Загалом було оброблено більше 30 публікацій (у таких ресурсах: «Дзеркало Коломиї», «Вільне.Інфо», телеканал НТК, Думай-TV) за січень-лютий 2017 року по темам, які консультанти проекту ПРОМІС у співпраці з представниками міської влади, визначили як пріоритетні для міста . З цих публікацій стало очевидним, що основна увага ЗМІ приділяється питанням соціального захисту, які є надзвичайно популярними як для ЗМІ, так і для мешканців Коломиї. Увага ж до проблеми впровадження та функціонування ОСББ залишається не такою висвітленою, хоча є актуальною як для представників міської влади, так і для коломиян. Питання благоустрою та інфраструктури міста за останні два місяці висвітлювалося небагато. Загальна тональність публікацій та матеріалів є нейтральною, якість висвітлення є кваліфікованою, хоча помітний брак коментарів від експертної спільноти. Склалося враження, що експертів з таких питань в місті недостатньо. Варто зробити висновок, що зазначені актуальні теми впродовж перших двох місяців 2017 року висвітлювалися різними ЗМІ, серед них «Дзеркало Коломиї», «Вільне.Інфо», телеканал НТК, Думай-TV. Аналіз цих джерел та матеріалів показав, що висвітлення діяльності міської ради та її виконавчих органів здійснювалося послідовно та з дотриманням стандартів журналістської етики. Політична ангажованість авторів матеріалів не є очевидною, попри побоювання фахівців структурного підрозділу міської ради. Разом з тим слід зазначити, що швидкоплинні процеси розвитку українського суспільства, яке перебуває на перехідному етапі, вимагають підвищеної уваги до питань комунікації з різними групами населення. Наше суспільство сьогодні обтяжене кризовими явищами економічного, соціального та політичного характеру. Крім того, спостерігається помітне зниження рівня довіри суспільства і його різноманітних груп до державних установ та інших інституцій суспільства, що може також позначитися як на ставленні до міської влади ,так і до інформації, що нею поширюється. Ключовими факторами належної відповіді на ці та інші виклики є розробка продуманої комунікаційної стратегії з урахуванням нових передбачуваних об’єктивних соціально-політичних ускладнень і, з огляду на це, забезпечення безперервної та ефективної комунікації з різними групами громадськості. 2.1. SWOT Аналіз В рамках підготовки Комунікаційної Стратегії, консультантами проекту проведено SWOT-аналіз комунікаційної діяльності міської ради та її виконавчих органів. Для аналізу використовувалися дані, що отримані в ході обговорень з керівниками структурних підрозділів та спеціалістами, які відповідають за зв’язки із громадськістю, а також обговорювань з незалежними експертами (журналістами, керівниками НУО). Метод SWOT (абревіатура складена з перших літер англійських слів: сила, слабкість, можливості та загрози) є широко визнаним підходом, що дозволяє провести вивчення внутрішнього та зовнішнього середовища, в якому діє організація. Використовуючи метод SWOT, вдається встановити зв’язки між сильними та слабкими сторонами діяльності організації, а також зовнішніми загрозами та можливостями. Методологія SWOT передбачає спочатку виявлення сильних та слабких сторін, а також загроз та можливостей, а далі - встановлення зв’язків між ними, які в подальшому можуть використовуватися для формулювання стратегії організації. Результати аналізу приведені на Схемі 1. Аналіз показав, що однією з сильних сторін системи є розуміння міським головою необхідності регулярної комунікації з громадою. Міський голова регулярно дає коментарі пресі, бере участь у прямих ефірах та телебаченні, спілкується з членами громади під час особистих зустрічей та у соціальних мережах. В той же час в результаті аналізу виявлено, що існує певна вибірковість у наданні коментарів пресі та підхід на поділ журналістів на «лояльних» та «нелояльних». Також сильною стороною є наявність професійного персоналу, що досконало володіє різними напрямками діяльності міської ради та її виконавчих органів та має усталену репутацію експертів, а також добре налагоджені особисті стосунки із засобами масової інформації. Працівники міської ради та її виконавчих органів є відкритими для впровадження інноваційних підходів до комунікації, про що свідчить, зокрема, їхня активна діяльність в соціальних мережах, а також створення сучасного веб-сайту. Професійність та інноваційність команди. 3. Прямий доступ фахівців, що займаються інформаційною політикою, до керівників, які приймають рішення. 4. Прозорість і відкритість працівників та документації. 5. Оперативне та професійне реагування на запити та звернення громадськості 6. Громадські слухання, засідання міської ради та її виконавчих органів, сесії, тренінги, робочі групи можуть наживо транслюватися в мережі інтернет (YouTube) “W” Слабкі сторони 1. Відсутність інструментів збирання інформації про стан громадської думки. 2. Відсутність системи регулярного моніторингу матеріалів ЗМІ. 3. Недостатня координація комунікаційної діяльності різних підрозділів. 4. Недостатня кількість професійних кадрів. 5. Недостатня кількість обговорень із зацікавленими групами громадськості проектів рішень до їхнього прийняття. 6. Недостатня технічна база для комунікацій (зокрема, техніки для створення відеоматеріалів та коментарів). 7. Низька кваліфікація журналістів та недосконале розуміння проблем міста. “О” Можливості 1. Удосконалення та розширення нового якісного веб-сайту міської ради та її виконавчих органів 2. Виявлене бажання зі сторони ключових фахівців структурного підрозділу міської ради до використання нових підходів у комунікації з громадськістю 3. Залучення до комунікації представників громадських організацій 4. Центр надання адміністративних послуг може бути дієвим інструментом комунікації з громадськістю 5. Підтримка міжнародних організацій “T” Загрози 1. Політична та економічна нестабільність в Україні. 2. Політична ангажованість працівників та депутатів міської ради та її виконавчих органів. 3. Відсутність усталених правил розповсюдження інформації може призвести до неконтрольованих “зливів” інформації 4. Низька зацікавленість ЗМІ у висвітленні роботи міської влади над проблемами, які є пріоритетними для громади, а також їхня потенційна політична заангажованість 5. Існують категорії громадськості, до яких немає доступу через традиційні канали комунікації 6. Пасивність та інертність значної кількості населення міста 7. Оприлюднення недопрацьованої інформації Аналіз показав, що до переваг варто віднести наявність прямого доступу фахівцями, які займаються комунікаціями, до керівників, що приймають рішення. Зокрема, практично щодня міський голова проводить зустрічі з керівником відділу інформаційної політики для обговорення актуальних питань та необхідності їхнього донесення до громадськості Великою перевагою є прозорість та відкритість до комунікації зі ЗМІ та громадськістю працівників міської ради та її виконавчих органів, а також повна відкритість та доступність необхідних документів (законів, нормативів, звітів і т.п.). Варто відзначити, що відповіді на будь-які запити надаються вчасно та у повному обсязі, відповідальні за комунікації особи не уникають контакту ні з пресою, ні з громадою. Окрім цього, позитивним є оперативне та професійне реагування служб міської влади на звернення громадян та надання необхідної інформації на запити. Очевидно, що ці системи працюють ефективно в рамках існуючого законодавчого поля. Серед слабких сторін передусім слід відзначити відсутність інструментів відстеження стану громадської думки. Міська рада та її виконавчі органи самостійно не проводять жодних соціологічних досліджень і не мають доступу до результатів таких досліджень, що проведені іншими організаціями. Не використовуються також якісні методи досліджень (фокус-групи, експертні інтерв’ю тощо). Відповідно, рішення, які стосуються громади, готуються не на основі об’єктивних даних, а виходячи з особистих уявлень керівництва міської влади. Так само відсутність системи моніторингу матеріалів ЗМІ є слабкою стороною комунікаційної діяльності міської ради та її виконавчих органів. Попри те, що керівник відділу інформаційної політики регулярно відстежує виступи мас медіа та навіть повідомляє міському голові про найбільш резонансні статті, інформація про це не надходить іншим працівникам міської ради та її виконавчих органів. Очевидно, що наявність регулярного письмового аналізу медіа виступів сприяла би підвищенню комунікаційної спроможності всієї міської ради. Ще однією проблемою є недостатня координація комунікаційної діяльності різних підрозділів. Не зважаючи на те, що відділ інформаційної політики багато робить задля координації проведення інтерв’ю та надання коментарів пресі працівниками міської влади, консультанти не виявили системи спільного планування комунікаційної діяльності. До слабких сторін варто віднести і недостатню кількість професійних кадрів. Працівники структурного підрозділу міської ради неодноразово повідомляли консультантам, що питання залучення до роботи професійних фахівців є актуальним та проблемним. Дослідження показало, що знайти зацікавленого професіонала в м. Коломия справді складно. Деякі важливі вакансії (наприклад, Головний архітектор) не можуть бути закриті протягом тривалого часу. Окремо виділена проблема браку знань та навичок з комунікації у спеціалістів галузевих департаментів. Аналіз показав, що проблемним є брак обговорень з громадою міста Коломия та з експертним середовищем проектів рішень до моменту їх прийняття. Інтерв’ю з представниками структурного підрозділу міської ради наводять на думку, що такі обговорення та зацікавлення в думці громадськості не були вживані на практиці раніше, але на сьогодні стають більш популярними як інструменти взаємодії з громадою. Ще однією слабкою стороною, поміченою під час дослідження, варто визнати недостатню технічну базу для комунікації. Представники структурного підрозділу міської ради під час глибинних інтерв’ю зазначали, що хотіли б комунікувати з громадськістю частіше та якісніше, проте брак технічної бази, зокрема телевізійної та студійної відео-техніки для створення промо та відео-матеріалів і коментарів, таку можливість відкидає. Відмічаємо, що за результатами дослідження, до слабких сторін було віднесено кваліфікацію та обізнаність журналістів у конкретних темах. Це призводить до появи поверхневих публікацій, які неналежно проаналізовані та некоректно подані громаді. Таким чином може з’являтися негативна конотація з діяльністю місцевої влади. В результаті дослідження варто відзначити, що до безперечних можливостей варто віднести створення та поступовий запуск нового веб-сайту Коломийської міської ради. Завдяки цьому рівень комунікації від представників міської влади до ЗМІ та громади зможе стати більш якісним та ефективним, сайт став більш зручним та зрозумілим для користувачів. Будь-які офіційні документи, календарі прийомів та заходів і багато іншої корисної інформації можна буде знайти саме на оновленому веб-сайті Коломийської міської ради. Варто відзначити те, що в результаті аналізу, консультантами було виявлено зацікавлення ключових фахівців структурного підрозділу міської ради до використання нових підходів у комунікації з громадськістю. Новітні технології та інноваційні підходи здатні суттєво покращити якість та ефективність комунікацій. Як можливість підкреслена ідея залучення представників громадських організацій до комунікації. Відзначимо, що у м. Коломия зареєстрована велика кількість активних ГО, які можуть стати не лише носіями та втілювачами ідей і проектів, але й важливими та широким каналом комунікацій з доступом до великого кола громадськості. Однією з можливостей є використання Центру надання адміністративних послуг в якості інструмента комунікації з громадськістю. Щоденно до центру звертаються мешканці міста, в тому числі з тих категорій, які важко охопити традиційними комунікаційними каналами. Тому, на наш погляд, слід більш повно використати потенціал Центру для комунікації з громадою. Як можливість також відзначено важливу роль допомоги міжнародних організацій у популяризації процесів реформування. Зокрема, в Коломиї вже використовувалися можливості міжнародних організацій, зокрема щодо теми енергозбереження та енергоефективності і можна оцінювати цей досвід як успішний. Серед можливих загроз відзначалися проблеми, що пов’язані з політичною та економічною нестабільністю як в цілому в Україні, так і в регіоні. В даному контексті слід брати до уваги і непрості стосунки з центральною владою, в тому числі пов’язані з процесом децентралізації. Очевидно, що в короткостроковій перспективі загрози, що пов’язані з політичною нестабільністю, будуть суттєво впливати на комунікаційну діяльність міської ради та її виконавчих органів. Також можливою загрозою може бути політична ангажованість деяких депутатів та працівників виконавчих органів, які можуть, виходячи з вузько партійних інтересів організовувати «витік» конфіденційної або негативної інформації. Такі випадки вже зустрічалися і, очевидно, можуть повторюватися допоки міська рада не формалізує власні вимоги щодо правил оприлюднення інформації. Відсутність формального документа щодо порядку розповсюдження інформації через різні комунікаційні канали є також однією з можливих загроз. Окрім цього, в результаті дослідження, серед можливих загроз варто відзначити низьку зацікавленість ЗМІ до висвітлення питань, пов’язаних з роботою міської влади, зміщення інтересів до більш рейтингових тем (наприклад, корупція, нелегальна забудова і т.п.), а також брак інтересу до конструктивної журналістики. Констатуємо, що така ситуація є досить розповсюдженою по всій території України. Ще однією беззаперечною загрозою є наявність таких категорій громадськості, до яких неможливо чи важко донести інформацію через традиційні та звичні канали комунікації. Таким чином значна частина населення може не отримати необхідну інформацію і, відповідно, не матиме змогу взяти участь в обговоренні ідей та проектів змін, які пропонуються місцевою владою. Крім того, як загрозу було визначено пасивність та інертність значної кількості населення міста Коломия. Громадськість мало зацікавлена у вияві конструктивної ініціативи та у тому, щоб взяти участь, наприклад, у розгляді проектів рішень. 2.2. Аналіз стейкхолдерів У січні-лютому 2017 року консультанти проекту ПРОМІС здійснили серію зустрічей з представниками зацікавлених сторін (стейкхолдерів) Проекту у місті Коломия. Завданням цих зустрічей було збір необхідної інформації щодо розуміння кожної групи зацікавлених сторін цілей і процесів, пов’язаних із впровадженням комунікаційної стратегії міської влади. В даному документі консультанти надають карту зацікавлених сторін (stakeholders map), а також загальну оцінку взаємодії міської ради із зацікавленими сторонами. В процесі проведення будь-якої комунікаційної кампанії відбувається співпраця з організаціями, які можуть надати підтримку у проведенні кампанії, а можуть навпаки протидіяти поширенню нової практики або поведінки серед цільових аудиторій. В проектному менеджменті такі організації і особи називаються стейкхолдерами . Стейкхолдери мають легітимний інтерес у діяльності відповідної організації, тобто можуть певним чином залежати від її рішень або, навпаки, впливати на її рішення. Стейкхолдерів також іноді називають групами інтересів або групами впливу. Місцева влада, здійснюючи певні конкретні реформи, неодмінно входить в коло інтересів різноманітних організацій – громадянського суспільство (громадських організацій та об’єднань громадян), бізнесу (великих корпорацій, малого та середнього бізнесу), міжнародних організацій, тощо. Дані організації мають власну позицію щодо конкретної реформи, іноді вона не є чітко вираженою, проте об’єктивно існує. Отримати активну підтримку стейкхолдерів можна лише чітко вивчивши їхні інтереси та можливості в даному конкретному питанні. Стейкхолдери залучаються передусім для підвищення якості та легітимізації рішень місцевої влади. Саме участь недержавних організацій, представників бізнесу та представників різноманітних груп громадськості забезпечує те, що відповідне рішення враховує інтереси різних груп громадськості та ґрунтується на суспільному інтересі. На жаль, ми змушені констатувати, що в місті Коломия не проводиться цілеспрямована, методична робота по створенню та налагодженню системи комунікації з основними групами стейкхолдерів. Не зважаючи на наявність у структурі міської ради та її виконавчих органів фахівців та спеціалістів з комунікації, робота як із населенням, так і з основними стейкхолдерами проводиться спорадично та несистемно. Це може пояснюватися, різними факторами, а саме: • відсутністю інструментів збирання інформації про стан громадської думки; • відсутністю системи регулярного моніторингу матеріалів ЗМІ; • недостатньою координацією комунікаційної діяльності різних підрозділів; • недостатньою кількістю професійних кадрів; • відсутністю обговорення із зацікавленими групами громадськості проектів рішень до їхнього прийняття; • недостатньою технічною базою для комунікацій; • відсутністю коштів на об’ємну інформаційно-роз’яснювальну роботу з населенням. На жаль, результати поки що мало помітні, адже для реалізації проектів має пройти більше часу 2.3. Джерела та канали комунікації Перш за все слід підкреслити, що, на жаль, практично відсутні повномасштабні соціологічні дослідження на місцевому рівнях, що не дає можливості виміряти існуючий рівень обізнаності, ставлення та практик населення міста щодо обраних тем комунікаційних кампаній. Тому наші висновки базуються на результатах експертних опитувань представників міської влади, журналістів, громадських активістів та підприємців, проте в разі початку реалізації повномасштабної комунікаційної кампанії ми настійливо рекомендуємо проведення повноцінного соціологічного дослідження. Очевидно, що міська влада є пріоритетними джерелами детальної інформації та необхідних роз’яснень щодо питань, які порушуватимуться комунікаційними кампаніями. Проте населення більше покладається на мас медіа та близьке соціальне оточення для отримання загальної та практичної інформації. Крім того, для цілої низки цільових аудиторій Інтернет поступово об’єднує обидві функції – надання як роз’яснень, так і загальної інформації. Центральні друковані видання та телевізійні канали є популярними засобами масової інформації, проте є надто важкими в плані можливості розміщення безоплатної інформації, а також є найдорожчим каналом комунікації в разі розміщення рекламної інформації на платній основі. Сукупність регіональних ЗМІ (обласні та міські видання, обласні та міські телеканали, місцеве радіо) утворює іншу групу засобів масової інформації із потужним інформаційним впливом на цільові групи. Значна частка людей віддає перевагу місцевим ЗМІ, адже інформування місцевими ЗМІ є адаптованим до потреб мешканця. Найбільш прийнятними формами виступів в мас медіа експерти називають: спеціальні передачі по телебаченню, спеціальні матеріали та рубрики в обласній та місцевій пресі, а також випуск буклетів та брошур, що розповсюджуються разом з випусками газет та інших друкованих медіа. 2.4. Особливості сприйняття інформації цільовими аудиторіями Найменша поінформованість із різних питань діяльності міської влади притаманна наступним групам: особи із початковою та неповною середньою освітою, особи старших вікових груп (понад 70 років), інваліди та малозабезпечені, представники не-студентської молоді. Вищий рівень поінформованості належить таким групам як: особи із вищою або незакінченою вищою освітою, студенти, соціально активні громадяни (члени громадських організацій, активісти політичних партій та підприємці). Характеристики користувачів Інтернету є найбільш чіткими: це люди віком до 45 років, студенти або особи із вищою освітою. Інтернет поступово перебирає функції надання як детальної інформації, так і роз’яснень. 2.5. Рекомендації щодо проведення комунікаційних кампаній Мас медіа різних видів та рівнів відіграють роль привертання уваги до питання, якому присвячена комунікаційна кампанія. Здебільшого їхня функція полягає у наданні загальної інформації щодо цього. Родичі та знайомі займають місце інформаційних посередників, що здебільшого ретранслюють медійні повідомлення. Міська рада та її виконавчі органи є пріоритетними джерелами для надання детальної інформації та необхідних роз’яснень. Регіональні та місцеві мас медіа допомагають цим структурам досягти кінцевого споживача повідомлень. Як свідчать дослідницькі результати, в рамках комунікаційної кампанії необхідно впроваджувати заходи з підвищення компетенції співробітників міської ради та її виконавчих органів, а також інших зацікавлених організацій щодо роботи із засобами масової інформації. Слід мати на увазі, що ефективність різних джерел та каналів розповсюдження інформації може суттєво змінюватися по різних групах, що визначаються за рівнем освіти, добробуту, віком, місцем проживання. Отже, комунікаційна кампанія має враховувати такі взаємозв’язки та виходити із комбінації різних джерел, форм та каналів інформування цільових груп. Брошури та буклети здаються популярними для усіх цільових груп, хоча їх ефективність може знижуватися серед осіб із початковою або неповною середньою освітою. Дієвість регіональних та місцевих друкованих мас медіа також може падати серед згаданої групи. Інтернет починає наздоганяти впливовість традиційних засобів масової інформації серед осіб віком до 45 років, що мешкають у відносно великих містах та мають незакінчену вищу або вищу освіту. 3. Визначення цільових аудиторій Комунікація не може бути однаково ефективною для всіх, вона має бути спрямованою на конкретні цільові аудиторії. Саме тому інформаційні матеріали, розраховані на широкий загал, дуже часто не забезпечують очікуваного ефекту через надмірну узагальненість та неврахування особливостей різних категорій читачів, слухачів, або глядачів. Цільова аудиторія – це сукупність людей, яка, відповідно до достовірних даних, має схоже ставлення до певної проблеми, члени якої мають схожі демографічні, вікові, матеріальні та інші характеристики. Правильна сегментація цільових аудиторій може забезпечити подібну реакцію на повідомлення міської влади від представників однієї цільової аудиторії. Для пріоритетних цільових аудиторій має передбачатися формулювання та поширення ключових повідомлень (месіджів), спрямованих саме на них. Запропоновані цільові аудиторії, з якими необхідно налагодити ефективну комунікацію, об’єднані у цільові групи: «Лідери думок», «Населення», «Бізнес та підприємства» та «ЗМІ». Згадані цільові аудиторії перебувають у постійній комунікаційній взаємодії, здійснюючи безперервний інформаційний обмін як із міською владою, так і між собою. 1. Цільова група «Лідери Думок» В даній цільовій групи доцільно виділити наступні пріоритетні цільові аудиторії: - Депутати Верховної Ради - Керівники ОДА та депутати обласної ради - Депутати міської ради - Політичні партії - Неурядові організації, релігійні та громадські організації - Впливові члени громади та громадські активісти - Керівники ОСББ - Міжнародні організації Дана цільова група визначається великими можливостями впливу на громадську думку (передусім на представників цільової групи «Населення»), оскільки до групи входять ті, хто набув значного авторитету серед громадськості. Представники даної групи в своїй більшості є «медійними» особами, тобто їхня думка досить широко представлена в засобах масової інформації і вони, в свою чергу, нерідко залежать від того, як саме їхня думка висвітлюватиметься мас медіа. Цільова аудиторія «Депутати міської ради» також дуже залежить від фактору приналежності до тієї чи іншої партійної фракції, що нерідко зумовлює їхні заяви та дії. В той же час цільові аудиторії «Неурядові організації, релігійні та громадські організації» та «Впливові члени громади» мають величезний потенціал для комунікації, оскільки підтримка ними ініціатив міської влади здатна викликати потужний медіа-резонанс, і внаслідок цього значний вплив на населення міста. Цільова аудиторія «Керівники ОСББ» є дуже цікавою вторинною аудиторією передусім для комунікаційних інтервенцій, присвячених питанням створення ОСББ у багатоквартирних будинках міста, але також може бути залученою і до інших комунікаційних кампаній (наприклад, присвячених питанням благоустрою). Основні стратегії комунікації з групою: - Дана група є вторинною для інших цільових груп, тобто думка представників цієї групи безпосередньо впливає на ставлення та практики представників інших цільових груп і насамперед на «Населення». Introduction. Communication strategy tasks The communication strategy of the Kolomyia city council and its executive bodies is intended to create its efficient information interaction with the city population. The communication strategy will enable setting of the consistent, stable, and consecutive interaction with targets groups; it corresponds to priority areas of activities of the city council and its strategic goals concerning the city development potential, solving of the pressing economic and social issues of the urban commune. The communication strategy is aimed at: • increase awareness of the target groups and other stakeholders on the city government; • set efficient information interaction between city government and target groups, interested in practical project implementation aimed at enhancing of economic and social welfare of the city and its population. • enhance recognizability and strengthen credibility of the city council and its executive bodies as institution that has long-term vision of the city development, realizes certain projects in the interests of the city and gives ear to opinion of the city dwellers. Objectives of the communication strategy: • develop strong and stable interest of the target groups in the city government activities related to the pressing economic and social issues of the city; • realize target communication companies intended to raising awareness of the target groups; • set efficient system of inward and outward communications between the city council and its executive bodies with the target groups. Using modern methods for planning and implementation of communication companies, it is necessary to ensure efficient communication with all preferred target populations, and due to this to get their support for the city government. It is important also, for the efficient communication, to use entire available potential of the city government and municipal enterprises and institutions. In the course of public awareness campaign, within the shortest possible time, it is necessary to use methods of bilateral communication, in other words, to track respond of representatives of the target populations to different decisions of government, city council, and other central and local government, in order to take into account public opinion for the development of further decisions. 2. Case study Case study of the current communication system of Kolomyia city council and its executive bodies has been performed by advisers of PLEDDG Project, Dmytro Konyk and Andrii Suslenko. During the execution of the objectives, the advisers have performed two working visits to the city of Kolomyia (January 27 and February 15, this year). During the first trip the advisers had meetings with Mayor Ihor Sliusar, took part in the round-table with deputies of the city council and staff of the executive bodies, as well as round-table with the representatives of local Mass Media and public activists. The advisers had prepared questionnaire aimed at study of the current system for information collection, analysis, and distribution, the most urgent issues that worry the city government and community members, as well as evaluation of needs for training and skills enhancement in the field of communication. 20 officials of the city council subdivision, involved directly in communication processes, answered the questionnaire. During the second visit the advisers held in-depth interviews with head officers of different departments and divisions of the city council subdivision. There was, also, held brainstorming with the staff of the city council subdivision with the aim of defining the most urgent problems in the city government activity, that require development and implementation of communication campaigns with different groups of community. The analysis of the communication system of Kolomyia city council and its executive bodies shows that their administration gives much attention to the city population awareness. Quantity and quality of information distributed through different communication channels, has considerably increased during the last years. It should be pointed out the further increasing activity of the Mayor in awareness of the population. The Mayor and other head officials and responsible specialists of the city council and its executive bodies on regular basis give interviews and comments to Mass Media representatives, actively communicate with members of the commune via social media (first of all it is worth mentioning both their activity in the personal account in Facebook and in popular public Facebook-community "Typical Kolomyia"). The city government on the regular basis publishes monthly Bulletin which focuses on current issues of its activities. Creation of the new modern web-site of the city council and its executive bodies may be considered as an absolute achievement. Local government regularly holds public hearings aimed at discussions with active community members of the most current and pressing problems of the city functioning. Work with public appeals and providing the informational answers is performed according to the law and at the professional level. Kolomyia city council and its executive bodies have high professional staff, who understands the necessity of the consistent work with Mass Media and community. Within the case study, the PLEDDG Project advisers have conducted research activity of Mass Media in the city of Kolomyia Publications and material of the key city Mass Media were taken as a basis. In general, there were processed more than 30 publications (in such resources as follows: "Dzerkalo Kolomyi", "Vilne.Info", TV-channel NTK, Dumai-TV) for January-February 2017, concerning issues defined by the advisors of PLEDDG Project in cooperation with the representatives of the city government as the most important . These publications made clear that main attention of Mass Media was given to problems of social protection, which are very popular among Mass Media and dwellers of Kolomyia city. Attention to the implementation and functioning of Housing cooperatives remains covered insufficiently, although it is relevant both for local government representatives and Kolomyia city dwellers. Problems related to the improvement and infrastructures of the city have been poorly covered during the last two months. General tone of the publications and materials is neutral, quality of promotion is competent, although it is noticeable lack of expert community comments. It seems that there are not enough experts on these issues in the city. We should make a conclusion that mentioned current problems have been covered during the two months of 2017 by different Mass Media, such as "Dzerkalo Kolomyi", "Vilne.Info", TV-channel NTK, Dumai-TV. The analysis of these sources and materials has shown that coverage of activities of the city council and its executive bodies is performed consequently and with following the requirements of the Journalism ethics. The political bias of the authors' materials is not obvious, in spite of a little afraid of the staff of the city council subdivision. At the same time we must admit that the fast processes of Ukrainian society development, which is at the transitional phase, demand enhanced attention to the issues of communication with different groups of population. Nowadays, our society is burdened by crisis phenomena of economic, social and political character. Moreover, there is noticeable reduction of level of credibility of the society and its different groups to the state and other community institutions that can also have impact both on attitude to the local government and to the information distributed by them. The key factors of the proper solving these and other challenges include the development of well-thought-out communication strategy taking into account new predictable objective social-political complications, and, according to this, ensuring permanent and efficient communication with different social groups. 2.1. SWOT Analysis Within developing of this Communication Strategy, the project advisers have executed SWOT-analysis of the communication activity of the city council and its executive bodies. For the analysis they used data obtained in the course of discussions with the heads of the subdivisions and specialists, who are responsible for public relations, as well as discussions with independent experts (journalists, heads of NGOs). SWOT method (abbreviation consists of the first letters of English words: strengths, weaknesses, opportunities, and threats) is a widely acknowledged approach that allows to conduct research of inward and outward environment, where an organization acts. Using SWOT-method allows establishing connection between strengths and weaknesses of an organization activities, as well as outward threats and opportunities. SWOT methodology stipulates, firstly, detecting strengths and weaknesses, as well as threats and opportunities, and then - establishing connections between them, which may be used for defining strategy of an organization. Results of the analysis are shown in Scheme 1. The analysis has revealed that one of the strength of the system is Mayor's understanding of the necessity of regular communication with the community. The Mayor provides comments for the press on the regular basis, takes part in TV-live broadcasts, communicate with members of the community during in-person meetings and in Social Media. At the same time, due to the analysis, it has been defined that there are some selectivity in comments provision to the press and approach of differentiating the journalists into "loyal" and "not loyal". The strength also is the professional staff, who perfectly masters different directions of the city council and its executive bodies, and is known as a team of experts, as well as well-established personal contacts with Mass Media. The staff of the city council and its executive bodies is open to implementation of innovative approaches to communication, that is evidenced by their active work in social media, as well as developing of the modern web-site. Publication of the incompletely processed information The analysis has shown that advantages also should include the availability of the direct access of the staff responsible for the communications, to the managers, who make decisions. In particular, almost every day the Mayor has meetings with the head of department of information policy to discuss current problems and necessity of their sending to the community. The great advantage is transparency and openness of the city council and its executive bodies to communication with mass Media and community, as well as openness and access to necessary documents (laws, regulations, reports, etc.) It is worth noticing that replies to any requests are made in time and in full, persons responsible for communication does not avoid contacts neither with press, nor community. In addition, the positive moment is quick and professional reaction of the city government services to petitions of citizens and necessary information provision upon requests. It is obvious that these systems work efficiently within existing legislative environment. It should be acknowledged the lack of tools for tracking of the public opinion. The city council and its executive bodies do not conduct social researches and do not have an access to results of such researches that held by other organizations. They do not use, also, high-quality research methods (focus-groups, expert interview, etc.) Consequently, the decisions, concerning the community, are developed not by virtue of objective data, but according to personal views of the local government representatives. The absence of material monitoring system is also the weakness of communication activity of the city council and its executive bodies. In spite of the fact that the head of the department of information policy always tracks statements in the media and even reports the Mayor on the most resonant articles, this information is not received by other staff members of the city council and its executive bodies. It is obviously that the regular written analysis of the media publications would support enhancing the communicative ability of the entire city council. Insufficient coordination of the communication activity of different subdivisions is another problem. Besides the information policy department does a great job for coordination of interviews and comments provision in the press by the staff of the city government, the advisers did not find the system of a common planning the communication strategy. Weaknesses, also, includes lack of professional staff. The staff of the city council subdivision several times told the advisers that the problem of involvement of the skilled professionals to the job is the current and problem issue. The research has shown that it is really difficult to find concerned skilled specialist in the city of Kolomyia Certain important vacancies (for example, Chief architect) remain unfilled during a long time. It is separately distinguished the problem concerning the lack of knowledge and skills in communication of the staff of various departments. The analysis has shown that the problematic issue is the lack of discussions of decisions before their making with Kolomyia city community. The interviews with the subdivision representatives of the city council suggest that such discussions and interests in public opinion have not been used in practice before, however, they become more popular as tools of interaction with the community. The insufficient technical basis should be recognized as the next weakness, found during the research. Representatives of the subdivision of the city council, during the in-depth interviews, admitted that they would like to perform more frequent and quality communication with the society, although the lack of technical basis - in particular, TV and studio video equipment for creation of promo and video-materials and comments - denies this opportunity. We emphasize that, according to the research results, qualification and awareness of journalists should be designated to the weaknesses. It causes superficial articles without proper analysis, which is inappropriately provided. Thus, it may appear negative connotation with the local government activities. Due to the research it should be noted that the development and gradual launching of the new web-site of Kolomyia city council, can be designated to undisputed opportunities. As the result, the level of communication from the representatives of the city government to Mass Media and community can increase in quality and efficiency, the web-site has become more convenient and clear for its users. Any official documents, calendars of receptions and events, as well as a lot of useful information can be found exactly on the renewed web-site of Kolomyia city council. It should be pointed out that, as the result of the research, the advisers defined the interest of the key staff members of the city council subdivision in using new approaches in the communication with the community. New technologies and innovative approaches can considerably improve quality and efficiency of communication. As opportunity we emphasize the idea of attraction of civil organizations representatives to communication. We have to admit that there is registered a great number of active public organizations in Kolomyia city, they can be not only carriers and implementers of ideas and projects, but also impotent and wide channel of communications with access to the great circle of community. One of the opportunities includes Center for Administrative Services Provision as a tool for communication with the community. Every day the city dwellers apply to the center, including from those categories, who are difficult to cover with traditional communication channels. That is why, as we think, the potential of the center should be better used for communication with the community. As the opportunity, it should be noticed the important role of international organizations assistance in popularization of reforming processes. In particular, the capacities of international organizations had been used in Kolomyia city, especially, concerning the topic of energy savings and energy efficiency, this experience may be evaluated as successful. Among possible threats, we determined problems related the political and economic instability both in entire Ukraine and in region. In this context, it should be taken into account uneasy relationships with the central government, especially related to the decentralization process. It is obviously, that the threats related to political instability will considerably affect the communication activities of the city council and its executive bodies in short-term prospective. Possible threat may include also political bias of some deputies and staff of the city executive bodies, who may, due to their factional party interests, cause "leak" of confidential or negative information. These instances have happened and, probably, can repeat until the city council formalizes its requirements of rules for information publishing. Absence of a formal document related to the order of informational distribution via different communicational channels is one of the possible threats. Besides, as the result of the research, there should be noticed, among the possible threats, the low interest of Mass Media in coverage of the issues, related to the local government activities, interests displacement to top-rating issues (for example, corruption, informal housing, etc.), as well as lack of interest to instructive journalism. We confirm that this situation is spread in the entire territory of Ukraine. Another indisputable threat represents such categories of the community that cannot be conveyed information, or it is difficult to do this, via traditional communication channels. Thus, a considerable part of population can miss necessary information, and consequently, does not have an opportunity to take part in discussion of ideas and projects on changes suggested by the local government. Moreover, the passivity and inactivity of the most of the Kolomyia city population was also identified as threat. The community has little interest in demonstrating the constructive initiative and engaging, for example, in discussion of draft resolutions. 2.2. Stakeholders analysis In January - February 2017, the advisers of PLEDDG Project have conducted several meeting with representatives of the Project stakeholders in the city of Kolomyia. The objective of these meetings was collecting the necessary information on understanding by each group of stakeholders the goals and processes related to implementation of the communication strategy of the city government. In this document, the advisers provide stakeholders map, as well as general evaluation of interaction of the city council with the stakeholders. In the process of any communication campaign it occurs cooperation with organizations, which can support campaign, and to the contrary, they can resist spreading the new practice or behaviour among target groups. These organizations and persons are called stakeholders in project management . Stakeholders have legitimate interest in the activity of certain organization, that is, they may depend on its decisions or to the contrary, impact its decisions. Stakeholders are also sometimes called as interest groups or influence groups. The local government, conducting certain reforms, definitely gets into area of interests of different organizations - civil society (civil organizations and associations of citizens), business (large corporations, small and medium business), international organizations, etc. These organizations have their own position on certain reform, sometimes it is not well-defined, and however, it exists. Active support of stakeholders may be gained only after learning their interests and capacities in the certain issue. Stakeholders are involved, first of all, for quality enhancing and legitimation of the local government decisions. It is precisely participation of non-governmental organizations, representatives of businesses and representatives of different groups of community ensure the fact that the certain decision respects interests of different groups of community and is based on the social interest. Alas, we have to admit that in the city of Kolomyia there is no performed goal-directed, methodical work of creation and setting the communication system with the main groups of stakeholders. In spite of presence, in the structure of the city council and its executive bodies, of the staff and specialists in communications, the job with the population and the main stakeholders conducts sporadically and non-systematically. It can be explained by different factors, among them as follows: • lack of tools for information collection on public opinion; • absence of the system for the regular monitoring of Mass Media materials; • insufficient coordination of the communication activity of different subdivisions; • scarcity of professional staff; • absence of discussions with public interest groups of project decisions before their adoption; • insufficient technical basis for communication; • lack of financing for extensive public awareness campaign. Alas, the results have been low-observable yet, because implementation of projects requires more time 2.3. Sources and channels of communication First of all, it should be admitted that, unfortunately, there are next no full-scale sociological researches at the local levels that does not allow evaluating the existing level of awareness, attitude, and practices of the city community in relation to the chosen themes of the communication campaigns. That is why our conclusions are based on the results of expert surveys of representatives of the city government, journalists, public activists, and entrepreneurs; however, in case of the start of implementation of the full-scale communication campaign, we strongly recommend full sociological research. It is obviously, that the city government is the preferred source of detailed information and necessary explanations related to the problems, covered by the communication campaigns. However, the population totally relies on Mass Media and close social environment for receiving general and practical information. Moreover, for many target audiences Internet has been combining the two functions: provision of both explanation and general information. Central print media and TV-channels are popular types of Mass Media, but they are too difficult in terms of free publication, as well as they are the most expensive communication channel in case of payable displaying of advertisements. The assembly of Mass Media (oblast and city publishing offices, oblast and city TV-channels, local radio network) creates different group of Mass Media with powerful informational impact on the target groups. A great part of people prefers local Mass Media, because informing by the local Mass Media is adapted to demands of a dweller. Experts qualify the most acceptable forms of statements in Mass Media as follows: special TV-programs, special materials and columns in oblast and local press, as well as production of booklets and brochures distributed with the newspaper and other print media. 2.4. Peculiarities of information perception by the target audiences The most minimal awareness on the various issues of the city government is characterized the following groups: persons with elementary and high school partially completed education, persons of senior aged groups (older 70 years), disabled and disadvantaged persons, representatives of non-student youths. Higher level of awareness belongs to such groups as follows: people with higher or incomplete higher education, students, socially active citizens (public organizations, activists of political parties and entrepreneurs). Characteristics of Internet users are the most clear: they are people under 45, students or persons with higher education. Internet is step by step taking over the functions providing both detailed information and explanations. 2.5. Recommendations on communication campaigns conducting Mass Media of various types and levels play role of in drawing attention to the issue, to which the communication campaign is devoted. For the most part their function is to provide general information in this regard. Relatives and friends take the place of information intermediaries, mostly relaying the media message. The city council and its executive bodies are the priority sources to provide detailed information and necessary clarification. Regional and local Mass Media help these structures to reach the end-user of messages. According to the research results, within the communication campaign there should be implemented measures for enhancing the competence of the city council and its executive bodies staff, and other involved organizations, concerning cooperation with the media. We should keep in mind that the efficiency of different sources and channels of information distribution can significantly differ in various groups defined by level of education, wealth, age, place of residence. So, communication campaign should consider these relationships and proceed from a combination of different sources, forms and channels of informing the target groups. Brochures and booklets seem to be popular for all target groups, although their efficiency may be decreased among persons with primary or incomplete secondary education. The effectiveness of regional and local print media can also decrease among the aforementioned group. Internet starts to overtake the influence traditional Mass Media among people aged under 45 years, living in a relatively large cities and have incomplete higher or higher education. 3. Target audience 3.1. Defining target audiences Communication can be equally effective for everyone, it should be targeted to specific target audiences. Therefore, information materials designed for the general public, often do not provide the desired effect due to excessive generalization and neglecting the features of different categories of readers, listeners, or viewers. Target audience is a collection of people who, according to reliable data, has a similar attitude to some problem whose members have similar demographics, age, material, and other characteristics. Proper segmentation of target audiences can provide a similar response of target audience representatives to a message from the city government. For priority target audiences it should be provided the formulation and distribution of key messages targeted at them. The suggested target audiences, with whom it necessary to establish effective communication, are combined in target groups: "Opinion leaders", "Population", "Business and Enterprises", and "Mass Media". The mentioned audiences are in constant communication interactions, making continuous information exchange with the city government, as well as among themselves. 1. Target group "Opinion Leaders" In this target group the following priority target audiences should be emphasized: - Members of Parliament - Heads of OSA and deputies of oblast council - Members of city council - Political parties - Non-governmental organizations, religious and public organizations - Influential community members and social activists - Heads of Housing cooperatives - International organizations This target group is defined by great potential of influence the public opinion (especially representatives of the target group "Population"), because the group includes those who have gained significant credibility among the community. Representatives of this group are mostly "Media" persons that is their views are widely represented in the media, and they, in turn, quit often depend on how their views are shown in Mass Media. The target audience "Members of the City Council" is also very dependent on the factor of belonging to a particular party faction, which often influences their statements and actions. At the same time the target audiences "Non-governmental organizations, religious and public organizations" and "Influential community members" have great potential for communication, since their supporting the initiatives of the city government can cause a strong media response, and therefore a significant impact on the population. The target audience "Heads of Housing cooperatives" are very interesting secondary audience, first of all, for the communication interventions, dedicated to the creation of housing cooperatives of apartment blocks in the city, but also they can be involved to other communication campaigns (e.g. related to the issues of improvement). Main strategies of communication with the group: - This group is a secondary one for other target groups, which is the opinion of representatives of this group directly influences the attitude and practices of other target groups, and especially influences the "Population." That is why the active involvement of "Opinion leaders" in the communication campaigns of the city council is the key to success - It is important that representatives of the group to be convinced that communication activity will be more effective in case of efforts coordinating Main channels of communication with the target group: - Mass Media - Conferences, roundtables and other events - Establishing working parties for coordination of the common communication activity - Internet-communication (web-site and groups in social media) - Communication with involving international organizations - Organization of visiting the places where the project is implemented. 2. Target group "Business and enterprises" In this target group the following priority primary target audiences include: - Small and medium business - Suppliers of utilities (water, power, gas, garbage, etc.) - Social Service Providers - Independent (alternative) service providers of buildings and adjacent territories managing Representatives of this target group in the city of Kolomyia are characterized by relatively high level of awareness in relation to the most of priority issues of the city, because directly or tangentially they are related to most of processes and activities taking place in the city, although, in most cases this awareness does not transform into specific actions or decisions regarding cooperation with the city government to achieve useful purposes for the city. It is obviously, that there are objective reasons for that (first of all, representatives of the target group complain about the limited desire of the local government to communicate with them directly and invite them to joint projects), but it seems that more active cooperation between this target group and the local government, this group can be activated and involved in projects in most of the priority issues for the city. Please note, that this target group can have a significant impact on the target group of "Population" and limited impact on the group "Opinion leaders." Let us distinguish representatives of the target audiences Municipal utilities providers, independent (alternative) providers of services of housing and surrounding grounds management from one side as an object of the information campaign, because they are directly related to the possible communications concerning such priority issue for the city as the organizing more Housing cooperatives. On the other hand, they can act also as "opinion leaders", that is secondary target audience that can make an impact on the decisions of other target audiences, especially the "Dwelling owners". For these target audiences it is also critical the availability of Non-Media communication channels, primarily through appropriate control and regulatory authorities. Let's note the influential target audience of "Small and medium Enterprises" that can influence considerably such target groups as "Population" and "Opinion leaders." Main strategies of communication with the group: - To establish efficient communication with companies it is necessary to cooperate closely with relevant ministries and business associations. The distributed information should be adapted to the needs of specific priority theme - It is important to combine the involvement of jointing to the common projects and working with the main problems of the city with the possible reputation advantages and programs for corporate social responsibility, which are very important especially for medium and large companies - It should actively use representatives of banks and other financial institutions in the communication campaign. - In addition, banks and financial institutions in cooperation with relevant departments of the city council may create specific working conditions, leading to increasing the interest of the target group. - It is necessary to create an efficient system of collection and distribution of the information concerning positive examples of involving the group members in participating in solving the main problems for the city Main channels of communication with the target group: - Mass Media - business and sectoral - Participation and organization of the events of the relevant industry (conferences, exhibitions, roundtables) - Organization of special events for the target group representatives - Preparation and distribution of information on specific projects - Common planning and implementation of the communication campaigns for population - Holding of competitions among entrepreneurs for their involvement in solving process of city problems (improvement, roads, etc.) 3. Target group "Population" In this target group the following priority target audiences should be emphasized: - Owners of houses (apartments, who did not create Housing cooperatives) - Members of Housing cooperatives - Retirees - Youths - Students of primary and secondary school The target audience of "Owners of dwelling" is characterized by a high level of awareness and relatively high level of education that allows its members to perceive messages in full which are distributed by the city authorities. Representatives of this target audience (both employed and unemployed) mostly have an income below the average. Significant differences by gender cannot be traced. This target audience has the best characteristics for complex communication campaigns, since it can be achieved through a variety of channels. Messages for the target audience can be not only simplified but also may contain more complex information. "Youths" is the most dynamic target audience composed of young people who already have a family and children, or will have them in the near future. The core of the audience is young people with low and middle income, however, according to some features, this target audience may also involve young people with incomes above the average. Communication for this target audience must be conducted in plain language, and messages should be short and specific. It should take into account that this target group is included in almost entirely in target audiences of large number of communication programs of commercial institutions and political parties, and therefore the density of information flows to this audience is very high. Target Audience "Retirees" is characterized as difficult to be accessed. Despite the fact that the number of communication channels with them is very great, most of them are not designed for members of this audience, and therefore, they are not credible. The target audience also demands simplicity of messages and a more individual approach, particularly, interpersonal communication channels. At the same time the target audience "Students" is interesting both in terms of providing positive prospects for changes in culture of the society and in the tactical relation - for delivering messages of specific communication campaigns to their parents. Main strategies of communication with the target group: - It is important that representatives of the target group do not receive general information, but receive messages that could give them understanding of how different decisions of the local government affect their daily life. In this regard, it significantly increases the importance of information distribution with specific positive examples - We should keep in mind that the efficiency of different sources and channels of information distribution can significantly differ in various groups of population, that are defined by level of education, wealth, age, place of residence. Accordingly, the communication campaign should consider these relationships and proceed from a combination of different sources, forms and channels of informing the target audiences. - The target group can also be achieved by attracting to the campaign famous personalities (celebrities) who would show by their example and encourage population to do this Main channels of communication with the target group: - Mass Media - Special events for the target groups (e.g. competitions for pupils, students, youths) - Internet-communication (web-site and groups in social media) - Involving the secondary target audiences (Local government, non-governmental organizations, utility companies staff, etc.) and opinion leaders - Information materials: booklets, posters, leaflets, external advertising 4. Mass Media In this target group the following priority target audiences include: - Local Mass Media - Oblast Mass Media - National Mass Media - Popular bloggers, civil journalists Representatives of this target group are characterized by a medium level of interest in previously defined priority issues for the city, at the same time coverage not often is made deep enough, the coverage from the point of common knowledge is also popular. Note that the problem may become willing of the target group to cover topics that have more political overtones and, consequently, with higher ratings. The target audiences of "Oblast Media" and "National Media" draw attention, which may have a significant impact on the target group of "Population", although they often show much less initiative in covering the priority issues for the city. We should focus on the target audience of "Popular bloggers, civil journalists", because the audience has the ability to be technologically developed and can influence the target audience "Non-governmental organizations" and "Influential community members and community activists", as well as a part of the target group "Population" - "Youths" Main strategies of communication with the group: - It is required a combination of efforts to help journalists in developing their competencies and establishing efficient supplying system for media professionals with information on real and implemented initiatives - Special attention should be paid to the local media, as they are the secondary target group for the target audience "Owners of dwelling" - To enhance the interest of the target audiences of "Oblast Media" and "National Mass Media" it should consider how covering the priority topics of Kolomyia city may have all-oblast and even national character - The target audience "Popular bloggers, civil journalists" becomes popular and important, we should pay attention to it and be proactive in communication cooperating with them, because this target audience will eventually become one of the most influential in the group Main channels of communication with the target group: - Press events (press conferences, briefings, etc.) - Prepare comments and other press materials - Seminars and trainings for journalists - Web resources - Media tours 4. Communication campaigns in the frameworks of the city strategy Objectives of the communication campaigns To ensure the public awareness efforts to be efficient, it is necessary to develop and implement the specific communication campaigns. The communication campaign is the system of measures combined by a common strategy and implemented within certain defined time period. Based on the discussions with managers and staff of the city council and its executive bodies, the topics of three communication campaigns have been specified and defined. • Increase of the number of apartment blocks co-owners association (Housing cooperatives) in the city • Community mobilization for the city improvement • Social protection of the population Communication campaigns have to be carried out only, when there is an urgent problem, which requires certain actions of certain target audiences for its solving. Accordingly, it is very important to focus efforts of the city government on those target audiences, behaviour and practice of which can be changed in the nearest time to receive real and visible results as soon as possible that can be used, in future, for communication with other target audiences, which are more difficult in terms of behaviour changes. Inasmuch as most of the city government decisions relates to the population, hence, it follows that, in case people know about these decisions and think that they participate in their development, the population will perform these decisions. The real value for changes of attitude, behaviour, and practices of certain community groups, is brought only by bilateral communication that includes dialogue and achieving consensus between different groups of society. For this end, the communication must be based on objective data on the condition of social opinion related to a specific problem. Thus, the communication is an effective tool for management, which allows to evaluate various social and political risks, as well as the capacities concerning implementation of a specific reform. It is just bilateral communication and extensive discussions produce knowledge, which can be received from experts. Only due to this, the city government can become aware of the society vision, what is valuable for people, what people want or do not want to do for the problem solving, what expenses and consequences they can afford. In the course of bilateral communication, the city council should not only inform, but also listen to and consider opinion of the relevant community groups, find allies among them, to the effect that they also realize their own responsibility for a particular reform. Communication campaigns generate news only when reforms produce changes. Members of the community are only interested in what actually changed, how it can affect a particular person, his/her family, enterprise, community. That is why specific examples of changes is invaluable in each campaign. A communication campaign is a dialogue with the community and its specific groups. This is a two-way process, that is, it is not just a process of rendering messages. In the process of campaign, we must not only speak, but also hear, respond and engage. The communication campaign performs its objectives when the suggestions of the city government are understood and supported by representatives of the target audience, and not only transmitted by the communication channels. In the course of the implementation of communication campaigns, the city council may face following prejudices from the side of the city residents: • Conservatism of the population, the reluctance of any changes • Identification of the activities of the city council and its executive bodies with general low level of well-being • The use of social topics in the political context and speculations of various political forces on the needs of people • Low interest and lack of media awareness in specific issues of communication campaign Attraction of famous personalities can have a significant impact on the formation of public opinion. Indeed, it is important to keep the public's attention as long as possible for communication of any idea or concept. Since the target audiences, due to various reasons, are more oriented towards the consumption of entertaining news, one of the main ways of keeping the attention of the target audience is involvement of celebrities to the communication (popular musicians, sports figures, culture, etc.). Since these people have more access to various communication channels and, accordingly, have greater opportunity to contact with target audiences, and that is why value of their involvement in communicating new ideas and decisions is much higher than participation in such programs of politicians and public figures. Such personalities can support a communication campaign by attending an event devoted to this issue (for example, a round table or conference) or participating in the preparation of information materials (interviews). The support of a communication campaign, for example by a popular musician, can motivate young people to take practical steps in supporting the campaign. At the same time, it should be remembered that not all notable personalities have positive reputation among different target groups. Communication should be targeted, that is, targeted to specific target audiences, that is why it is important to use key messages designed specifically for the relevant audience. A message is a small statement based on reliable information that is prepared and distributed by the organization in order to provide convincing arguments to representatives of the target audiences to encourage them to take certain actions (or demonstrate appropriate behaviour) in accordance with the goals of the mentioned organization. At the same time, behaviour is defined as an action (or actions) that should be performed by representatives of the target audience so that the communication program of the city government can achieve its own goals. 4.1. Communication campaign for enhancing the numbers of Housing cooperatives 4.1.1. Target groups Creation of apartment blocks co-owners association (Housing cooperatives) in recent years in the city of Kolomyia has begun to spread at quick pace, but most apartment blocks have been in municipal (communal) ownership. This is due to the unwillingness of apartment owners to take responsibility for their own apartment blocks, lack of information on the creation and management of Housing cooperatives, resistance of the municipal services managing the buildings.
