There should be worlds out there so balmy they make Earth look stale, and there are signs of one just four light years away. That's close enough to visit...
“WHEN I was a kid, I was always looking at Alpha Centauri,” says Eduardo Bendek. One of the things he discovered about it while growing up in Chile was that our closest neighbouring light had a secret: it is not one star, but two.
More than 30 years later, Bendek, now an astronomer at NASA’S Ames Research Center, suspects that his favourite celestial beacon might just be hiding another, more marvellous secret. There could be a planet orbiting one of the stars. And not just any old space rock. This could be a place so bursting with life that it makes Earth look post-apocalyptic.
And at a mere 4.4 light years away, we might feasibly develop a probe that could visit within decades. That’s precisely what a project backed by Stephen Hawking and billions of dollars now plans to do. We could catch our first glimpse of this bucolic world within a generation.
We are used to thinking small when it comes to alien life. Our list of living worlds has a sole data point, Earth, and even our convivial planet seems to have been a tricky place for life to get started. How could we expect more than a self-replicating bag of biomolecules anywhere else?
That might be too lofty a view of Earth. After all, huge areas of our planet, including the poles and deserts, are rather barren. And whole epochs of time were inhospitable to life.

“어렸을 때 나는 항상 알파 센타우리를 관찰했다”라고 에두아르도 벤덱은 말한다． 그가 칠레에서 성장하면서 그 별에 관해 발견한 사실들중 하나는 우리와 가장 가까운 이 이웃별이 비밀을 지니고 있다는 것이었다. 그 비밀은 바로 알파 센타우리가 하나가 아닌 두개의 별이라는 사실.

Source text - English Clever computers could transform government
IN “Minority Report”, a policeman, played by Tom Cruise, gleans tip-offs from three psychics and nabs future criminals before they break the law. In the real world, prediction is more difficult. But it may no longer be science fiction, thanks to the growing prognosticatory power of computers. That prospect scares some, but it could be a force for good—if it is done right.
Machine learning, a branch of artificial intelligence, can generate remarkably accurate predictions. It works by crunching vast quantities of data in search of patterns. Take, for example, restaurant hygiene. The system learns which combinations of sometimes obscure factors are most suggestive of a problem. Once trained, it can assess the risk that a restaurant is dirty. The Boston mayor’s office is testing just such an approach, using data from Yelp reviews. This has led to a 25% rise in the number of spot inspections that uncover violations.
Governments are taking notice. A London borough is developing an algorithm to predict who might become homeless. In India Microsoft is helping schools predict which students are at risk of dropping out. Machine-learning predictions can mean government services arrive earlier and are better targeted (see article). Researchers behind an algorithm designed to help judges make bail decisions claim it can predict recidivism so effectively that the same number of people could be bailed as are at present by judges, but with 20% less crime. To get a similar reduction in crime across America, they say, would require an extra 20,000 police officers at a cost of $2.6 billion.
But computer-generated predictions are sometimes controversial. ProPublica, an investigative-journalism outfit, claims that a risk assessment in Broward County, Florida, wrongly labelled black people as future criminals nearly twice as often as it wrongly labelled whites. Citizens complain that decisions which affect them are taken on impenetrable grounds.
These problems are real, but they should not spell the end for machine learning as a policy tool. Instead, the priority should be to establish some ground rules and to win public confidence. The first step is to focus machine learning on applications where people stand to gain—extra help at school, say, rather than extra time in jail.
More can be done to assuage concerns about transparency. Algorithms can be modified to reveal which components of their inputs had the most influence on their decisions, for example. But full transparency has risks. If restaurants know that five-star reviews will guarantee fewer inspections, they may make them up. Even so, regulators should insist that government users know the factors behind predictions, and that these are explained to affected citizens upon request. Above all, algorithms should help people make decisions, not make decisions for them—as can be the case with credit-scoring.
Colour-blind computing
The trickiest issues lie in criminal justice, but here too machine learning could still do much good. The threat of racial bias can be minimised by paying close attention to the distribution of false-positive results while the system is being trained. With or without programs to help them, judges have to make plenty of predictions, for instance about whether a person will commit a crime or flee before trial. They can display lifelong bias (they are, after all, only human). The right machine could make their decisions fairer.
In the end Mr Cruise’s psychics were banished to an isolated island. Machine learning deserves no such fate. But to avoid rejection, it needs to be used in the right situations with the right caveats; and it must remain a tool in human hands. Do that, and the benefits promise to be vast.

기계학습 시스템은 간혹 모호해보이는 요인들을 어떻게 조합하면 특정 문제를 발생시킬 가능성이 가장 높은지 학습한다.
학습을 마친 시스템은 식당의 위생문제 리스크를 평가할 수 있다.
보스톤 시장실은 옐프 리뷰 데이타를 사용해서 그런 해결방식을 테스트하고 있다.
이 연구방식으로 인해 위반사항이 적발된 현장 방문검사가 25% 늘어났다.
정부도 주목하고 있다.
런던의 한 자치구에서는 노숙자가 될 가능성이 있는 사람들을 예상해내는 알고리듬을 개발하고 있다.
마이크로소프트사는 인도의 학교들을 도와서 퇴학 가능성이 있는 학생들을 예측하는 연구를 진행중이다.
기계학습을 통한 예측이 가능해지면 정부 서비스가 좀더 일찍, 좀더 적절한 곳에 시행될수 있게 된다.
판사들의 보석 결정을 돕는 알고리듬을 개발한 과학자들은 같은 수의 사람들이 보석으로 석방될 경우 알고리듬을 사용하면 재범률을 20% 낮출수 있을만큼 효과적으로 예측할 수 있다고 주장한다.
미국전역에서 이 정도의 범죄 감소 효과를 얻기 위해서는 26억달러의 비용을 들여 경찰관 2만명을 충원해야한다고 이들은 말한다.
하지만 컴퓨터를 이용한 예측은 때때로 논쟁을 불러일으킨다.
플로리다주 브로워드 카운티에서 시행된 한 리스크평가에서 미래에 범죄를 일으킬 가능성이 있는 사람들을 잘못 예측한 확률이 백인보다 흑인이 두배 가까이 높았다고 프로퍼블리카라고 하는 언론조사단체는 주장한다.
사람들은 자신들에게 내려진 결정들이 이해할 수 없는 근거에 의해 내려진다고 비판한다.
이런 문제들은 사실이지만 그렇다고해서 기계학습을 정책도구로 이용하려는 시도를 폐기해서는 안된다.
그대신, 일부 기본 규칙들을 확립하고 사람들의 신뢰를 확보하는것이 우선순위가 되어야 한다.
첫번째 조치는 기계학습을 사람들이 긍정적인 효과를 볼 수 있는 곳에 적용하도록 초점을 맞추는 것이다. 즉, 수감기간 연장 결정 같은 것이 아니라 아니라 학교에 대한 추가인력지원 결정 같은 것 말이다.
투명성에 대한 우려를 덜 수 있는 방법은 더 있다.
일례로, 알고리듬을 수정해서 입력값의 어떤 요소들이 결정에 가장 큰 영향을 미치는지 밝힐 수 있다.
하지만 완전한 투명성은 리스크가 따른다.
만일 별5개짜리 리뷰를 많이 받은 식당에 대해서는 현장 조사가 거의 이뤄지지 않는다는 사실이 알려지게 된다면 식당쪽에서 리뷰내용을 조작할 수도 있을 것이다.
그렇다고 하더라도 정부서비스 이용자들이 예측의 배후에 있는 요인들을 인지하고 당사자들이 원하면 그 요인들을 설명해 주도록 하는 정책을 규제기관은 요구해야 한다.
특히, 알고리듬은 사람들이 결정을 내리는 것을 도와줘야지, 사람들을 위해 결정을 내려서는 안된다. 신용 평가의 경우처럼 말이다.
색맹 컴퓨팅
형사재판은 가장 까다로운 논쟁거리이지만 기계학습은 여전히 좋은 쪽으로 도움을 줄 수 있다.
기계학습 시스템이 학습하는 동안 발생된 오류들의 분포를 주의해서 본다면 인종차별적인 경향이 발생할 위험은 최소화될수 있다.
도움을 받을 프로그램이 있건 없건 간에 판사들은 수많은 예측을 해야한다. 예를 들자면 어떤 사람이 미래에 범죄를 저지를지 또는 재판전에 도주할지에 관한 예측을 해야하는 것이다.
판사들은 평생 가지고 살아온 편견을 보여줄 수 있다(결국 그들도 인간에 불과하다).
기계가 올바르게 훈련된다면 판사들의 판결을 더욱 공정하게 만들어 줄 수 있다.
크루즈씨를 도와주던 초능력자들은 결국에는 고립된 섬으로 추방된다.
기계학습은 충분히 가치가 있기때문에 그런 운명을 맞진 않을 것이다.
하지만 거부반응을 피하기위해서는 기계학습은 올바른 억제장치와 함께 올바른 상황에서 사용될 필요가 있고 반드시 인간에 의해 통제되는 도구로만 남아야 한다.
그렇게 한다면 그 혜택은 방대할 것이다.
