Source text - English Populism is not new. Waves of populism have spread through Russia and the U.S. at the end of the 19th century and through several European and Latin American countries in the 20th century (Mudde and Kaltwasser, 2017; Müller, 2016; Judis, 2016.) In previous episodes, populism remained marginal (like in Europe in the second half of the 20th century) or became dominant in weak democracies (like Latin America.) What is peculiar about the recent wave is that populism has spread and sometimes became dominant in countries with well-established liberal democracy. This begs the question of how populism not only co-exists but even thrives and prospers in liberal democracies. What is populism? Populism has been defined in various ways and is often used as a derogative term in political debates. In line with a common view in political science, we use the definition of populism as “an ideology that considers society ultimately separated into two homogeneous and antagonist groups, ‘the pure people’ versus the ‘corrupt elite’” (Mudde, 2004.) The key issue of interest here is that the populist ideology considers the people as a monolith, and populist leaders claim to have the monopoly of political representation of the people. This monopoly on representing “the people” is almost a moral right which delegitimizes all other parties, associations, and groups in the populist discourse. In the populist view, a (corrupt and detached) elite is in opposition with the (homogenous and virtuous) ‘people.’ In the populists’ Manichean view, there is no intermediate space between the ‘virtuous people’ and the corrupt elites. This view is in contrast with the concept of liberal democracy. Liberal democracies are political systems based on pluralism where different groups represent different interests and values, which are all legitimate provided they respect the rules. In liberal democracies, multiple political parties compete in free elections, branches of government are separated, and a system of checks-and-balances exists. Associations are formed to organize and give voice to these different values. Associations play a key role in liberal democracies. Alexis de Tocqueville in his Democracy in America (1835) writes on the role of associations in democracies:“Americans of all ages, all conditions, all minds constantly unite. … Thus, the most democratic country on earth is found to be, above all, the one where men in our day have most perfected the art of pursuing the object of their common desires in common and have applied this new science to the most objects. Does this result from an accident or could it be that there in fact exists a necessary relation between associations and equality? … all citizens are independent and weak; they can do almost nothing by themselves, and none of them can oblige those like themselves to lend them their cooperation. They therefore all fall into impotence if they do not learn to aid each other freely. If men who live in democratic countries had neither the right nor the taste to unite in political goals, their independence would run great risks, but they could preserve their wealth and their enlightenment for a long time; whereas if they did not acquire the practice of associating with each other in ordinary life, civilization itself would be in peril. … The morality and intelligence of a democratic people would risk no fewer dangers than its business and its industry if the government came to take the place of associations everywhere. … In democratic countries, the science of association is the mother science; the progress of all the others depends on the progress of that one.” This citation illustrates well the role of associations in well-functioning liberal democracies. In sum, liberal democracies are pluralistic and associations are key to aggregation; in contrast, populists consider ‘the people’ as a homogeneous group, which cannot be divided. But what is the role of associations if the populist leaders are the only legitimate representative of the people? This paper looks at the issue of single individuals’ preferences in a large sample of European and Latin American countries. Are individuals who belong to associations more prone to vote for populist parties? Did the global economic crisis and the Euro area crisis change this relation? We test the hypothesis on whether belonging to a body in civil society (by belonging to a civil society association or a trade union) reduces the probability to vote (as stated in retrospective questions) for a populist party. We use several waves of the European Social Survey (ESS), which comprises more than 60,000 individual observations, covering 17 European countries with populist parties for about 15 years, and several waves of LatinBarometro, which covers all major Latin American countries for several years. Our main finding is that individuals belonging to associations are less likely to vote for populist parties. In Europe, individuals belonging to associations are 3.2 percent less likely to vote for populist parties during the post global financial crisis period. The result is driven specifically by membership in civil associations rather than trade unions. The finding is robust controlling for several variables that could 5 co-determine jointly the voting behaviour in favour of populist parties and the decision to join an association, and removing outliers to estimate a 2-step Heckman model that accounts for the probability of participation in voting. We find qualitatively similar results for Latin America, where voting is compulsory, albeit with very limited data that precludes conducting several robustness checks. We interpret the findings as associations provide ideological anchors, identities, and voice mechanisms,.; as individual beliefs became more unhinged from ideological anchors post-crisis, people felt more open to voting for new parties. Another interpretation is that associations promote social responsibility and acts as a protective shield against populism. Finally, it is not only that association members are less likely to vote for populist parties, but there is also some suggestive evidence for trade union density to be lower in countries where populists have been in power. This paper makes contributions in three fields. First, our approach is useful in explaining one of the puzzles that populism is generally not correlated to economic crisis (Kriese and Pappas, 2015). For instance, despite the deep economic crisis, Ireland and Iceland did not have strong populist movements. On the other hand, Poland, which did not experience a recession during the global financial crisis, has a party classified as populist in power. We investigate how the presence (or absence) of civil society can explain these differences across countries. Second, there is an ongoing debate about the importance of economic versus cultural and social factors in explaining the rise of populism (Inglehart and Norris, 2016). Our approach focusing on the intermediate bodies argues that these factors need to be complemented as the spread of populist ideas depends on the presence of a civil society. Third, our results provide indirect evidence for the old idea that populism may be the response of a society losing its ‘collective consciousness.’ The idea, which is old in sociology, is that a society needs a system of solidarity between individuals (Durkheim, 1893; Arendt, 1973) providing cross-cutting social ties. When this system breaks down, individuals feel anomia and are ready to support new movements. According to this view, populists gain support after big shocks only if the society does not have enough intermediate institutions which provide an ‘ideological anchor’ to individuals. The paper is organized as follows. Section II reviews the literature on populism and economics with a focus on the effect of the recent global financial and euro crises. Section III describes the data sources used in the empirical analysis and takes a first look at these data. Section IV discusses the empirical strategy followed by Section V that reports and discusses the results. Section VI looks at what happens to trade union membership when populists gain power. Section VII draws conclusions.

19세기 말 러시아와 미국에서 시작된 포퓰리즘의 물결은 20세기에 유럽과 남미 여러 국가로 퍼져나갔다. 이미 알려진 바와 같이 유럽에서의 포퓰리즘은 20세기 중반에 이르러 거의 사라진 바 있으나 남미의 자유민주주의가 형성되지 못한 지역에서는 상당한 위력을 발휘하고 있다. 그러나 최근에 대두되고 있는 포퓰리즘은 과거와 달리 자유민주주의 국가에서도 상당한 위력을 발휘하고 있다는 것이다. 본 연구서에서는 포퓰리즘이 자유민주주의 국가와 공존하고 있거나 오히려 더 위세를 발휘하는 이념이 된 이유를 알아 보고자 한다.
포퓰리즘에 대한 정의는 다양하지만 정치적 논쟁에 있어서 이 용어는 부정적인 의미로 쓰이고 있다. 정치 과학에서는 “사회의 동질그룹과 이에 반하는 적대 그룹을 극단적으로 ‘순박한 그룹’과 ‘타락한 엘리트그룹’으로 분리하는”이념이라고 정의하고 있다. (Mudde,2004) 여기서 가장 흥미로운 부분은 포퓰리즘 이념 하에서는 시민들을 단일 조직으로, 지도자를 시민들의 정치적 의견을 독점적으로 대변하는 대표자로 간주하고 있다는 것이다. 독점적 “시민” 대표권을 가진 지도자는 포퓰리즘의 담론에서 적대적으로 간주되는 모든 정당이나 시민단체, 집단을 무력화시킬 수 있는 도덕적인 권리를 가지고 있다고 한다. 그들은 (타락하고 사회와 유리된) 엘리트들은 (동질의 미덕을 보유한) ‘인민’과 적대관계라고 주장한다. 마니교 교리와 유사한 포퓰리즘에서는 ‘도덕적인 사람’들과 타락한 엘리트 사이에는 중재가 불가능하다고 보고 있다. 이 점이 자유민주주의 개념과 대비되는 부분이다.
자유민주주의는 서로 다른 집단은 서로 다른 이해와 가치를 가지고 있다는 다원주의에 근거하는 정치시스템으로 법 테두리 내에서는 모든 이해와 가치는 적법하다고 간주된다. 자유민주주의 국가에서 복수의 정치 정당들은 자유선거를 통해 경쟁하고 정부 조직과는 분리되어 있으며 상호견제 시스템이 존재한다. 사회단체들은 이런 다양한 가치를 대변하고 있다. 자유민주주의에서 사회단체의 역할은 매우 중요하다. 알렉시스 드 토크빌은 미국의 민주주의에서의 사회단체의 역할을 이렇게 기술하고 있다. “나이와 출신과 사상에 상관없이 미국인은 항상 단결한다. 그러므로 동시대 인류는 가장 민주화된 이 나라가 공동의 요구사항을 쟁취할 수 있는 가장 완벽한 기술을 평등하게 그 어느 나라보다 앞서 보유하고 있으며 대부분의 목적 달성에 이 새로운 과학을 활용하고 있다는 것을 알게 될 것이다. 이러한 결과는 우연인가 아니면 결사행위와 평등함과는 필연 관계가 존재하고 있다는 것인가? 시민은 단독으로는 미약한 존재이다. 혼자 할 수 있는 일이 거의 없으며 그렇다고 다른 사람들에게 협력을 강제할 수도 없다. 그러므로 자발적으로 서로 도울 수 있는 방법을 습득하지 못한다면 모두가 무기력한 존재가 될 것이다. 민주주의 국가에서 정치 목표를 달성하기 위한 협력의 권리가 없거나 방법을 찾을 수가 없다면 시민의 독립성은 중대한 위협에 처하게 된다. 그러나 인류는 오랫동안 협력을 통해 부와 지식을 보존해 왔으며 결사행위를 통하여 일상의 시민권이 위험에 처하는 것을 방지해 왔다. 민주 국가에서 정부가 모든 결사행위를 대신하게 된다면 개인의 사업과 산업은 물론이며 민주적 개인의 도덕과 지성에도 심대한 위험이 초래될 것이다. 자유민주주의 국가에서는 결사의 기술은 모든 기술의 어머니라고 할 수 있으며 모든 민주주의의 진행과정은 이 활동으로부터 초래된다.” 이 인용문에는 선진 자유 민주주의 국가에서의 결사행위의 역할이 잘 설명되어 있다. 요약하면 다원주의를 추구하는 자유민주주의 국가에서는 의견을 모으기 위해서 결사를 필히 해야 한다고 보는 반면에 포퓰리스트들은 ‘인민’은 동질체이므로 이견을 허용하지 않는다.
만약 포퓰리즘 지도자들만이 법적으로 인정받은 민의의 대변자로 간주된다면 도대체 사회단체의 역할은 무엇이라고 정의할 수 있을까? 본 연구에서는 특정 이슈에 대해 개인들의 성향을 분석하기 위해 유럽과 남미국가에서 광범위한 표본자료들을 찾아 보았다. 사회단체 소속 개인들은 포퓰리스트 정당을 더 선호하는 것일까? 범세계적인 경제 위기와 유로존 국가들의 위기가 이러한 변화를 초래하고 있는 것일까?
우리는 사회단체에 속한 개인은 (그들이 시민사회 단체나 노동조합에 속해 있으므로) 포퓰리즘 정당에 투표할 가능성이 적다 라는 (회귀성 질문을 하여) 가정을 검증해 보았다. 우리는 포퓰리즘 정당이 있는 17개 유럽국가의 60,000명 개인에 대한 15년동안의 다양한 변화를 조사한 유럽사회조사위원회 (ESS)의 조사결과를 활용하였으며 LatinBarometro에 의해 진행된 남미 국가들에 대한 수년간의 변화에 대한 조사결과를 살펴보았다.
우리는 사회단체에 속한 개인들은 오히려 포퓰리즘 정당에 투표할 가능성이 낮다는 것을 발견했다. 유럽에서는 글로벌 경제위기에서도 사회단체소속 개인들의 포퓰리스트 정당에 대한 투표율은 3.2%낮았다. 특히 노조에 속한 개인보다 사회단체에 속한 개인들의 투표율이 확연하게 낮은 것으로 나타났다. 이 결과는 포퓰리스트 정당에 대한 선호도를 높일 수 있거나 사회단체에 가입하게 만들 만한 다양한 변수들을 동시에 추가하고 투표 참가 가능성을 높이기 위해 2-단계 헤크만 모델을 사용하기 위해 특이값을 제외한 경우에도 거의 변화가 없었다. 남미 국가에서의 투표율은 절대적으로 높기 때문에 엄격하게 검증하고 배제한 후 한정된 자료들을 사용한 경우에도 결과는 질적으로 유사했다. 우리가 분석한 결과 사회단체가 이념적 유대와 정체성, 의견개진방법들을 개인들에게 알려 주게 되면서 개인들은 이념적 유대가 초래할 위기와 결별하고 독단적인 신념을 가지게 됨에 따라 새로운 정당에 투표하는 것을 두려워하지 않게 된다는 것과 사회단체는 사회적 인 책임을 고양시키는 역할을 하게 됨에 따라 포퓰리즘의 확산을 막는 역할을 수행한다는 것이다. 그리고 사회단체 소속 개인들은 포퓰리즘 정당을 선호하지 않는다는 결과 외에 포퓰리즘이 강한 국가에서는 노조의 권력은 낮아지는 경향이 있다는 확실한 증거를 확인했다.
이 보고서는 세 분야에 대한 새로운 결과를 제시한다. 첫째 우리의 연구는 국가의 경제 위기와 포퓰리즘과의 연관성은 왜 높지 않을까에 대한 의문을 설명하는데 유용할 것이다. 예를 들면 경제위기가 심화된 아일랜드와 아이슬랜드에서 포퓰리스트들의 활동은 크지 않았다. 그러나 세계 경제 위기를 심하게 겪지 않았던 폴란드에서는 포퓰리즘을 표방한 정당이 권력을 장악한 바 있다. 우리는 시민단체의 존재여부에 따라 그 차이점을 설명할 수 있는지 여부를 조사하였다.
두 번째로, 경제위기에서 포퓰리즘의 등장과 문화사회적 요인들의 연관성에 대한 논쟁과 관련하여 우리는 포퓰리스트의 사상의 확산여부는 시민사회 존재 여부에 종속되어 있으며 이 요소들은 상호 보완적으로 작용해야 한다는 중재적 입장에 있는 단체의 주장에 주목하고 있다.
세 번째로, 사회가 ‘집단지성’을 상실한 경우 포퓰리즘이 등장할 수 있다는 오래된 사상에 대해 간접 증거를 제시한다. 오랜 사회학 이론으로 사회는 개인간의 관계를 횡단하는 사회통합시스템을 갖춰야 한다는 것이다. 개인간의 이념적 유대 관계가 무너진 개인은 건망증에 걸리게 되어 새로운 사회운동을 지지하게 된다. 이 견해에 의하면 심각한 사회적 변환시기에 사회가 개인간의 이념적 유대관계를 유지하고자 하는 중재역할을 충분하게 수행하지 못하는 경우 포퓰리스트에 대한 지지가 증가한다고 한다.
본 보고서는 다음과 같은 순서로 작성되었다. 섹션 2는 최근의 세계 경제와 유로 존 위기가 포퓰리즘과 경제에 미치는 영향에 관한 논문들을 조사한 내용이다. 섹션 3는 실증분석에 사용된 정보원에 대한 설명과 그 정보들에 대한 대략적인 검토내용이다. 섹션 4에서는 실증전략을 섹션 5에서는 전략에 대한 토론내용과 그 결과이다. 섹션 6포퓰리스트가 힘을 얻을 경우 노조에서는 어떤 일이 벌어지는가에 관한 것이며 섹션 7은 결론부분이다.
