Strategy of Ukraine's integration to the EU is based upon:
̶ Constitution of Ukraine, which sets the goals of the Ukrainian foreign policy activity at ensuring its national interests and security through maintaining peaceful arid mutually advantageous cooperation with the members of international community according to the universal principles and standards of international law;
̶ Main Directions of Ukrainian Foreign Policy and Concept of the National Security of Ukraine;
̶ Partnership And Cooperation Agreement, signed between Ukraine and the European Union, which defines mechanism of interaction between Ukraine and the EU.
National interests of Ukraine require identification of Ukraine as an influential European country, full-fledged-EU member. In the result of the EU enlargement – through entering the EU of Poland and Hungary – Ukraine has a common border with the EU, which created a principally new geopolitical situation. In connection with this a clear and comprehensible definition of the foreign policy strategy concerning Ukraine's integration to the European political, economic and legal space is necessary.
Strategy of Ukraine's integration to the European Union ensures involvement of Ukraine into the European political (including spheres of foreign and security policy), economic and legal space. The main foreign policy priority of Ukraine in the middle-term perspective is to acquire on this basis a status of the EU associated member and with the time of acquiring of the EU full-fledged membership status.
Approximation of Ukraine's legislation to the EU legislation means reformation of its legal system and its gradual bringing into line with the requirements of the European standards. | Translation - Ukrainian
Стратегія інтеграції України до ЄС ґрунтується на:
̶ Конституції України, що встановлює цілі зовнішньополітичної діяльності України щодо забезпечення її національних інтересів і безпеки шляхом підтримання мирного і взаємовигідного співробітництва з членами міжнародного співтовариства за загальновизнаними принципами та нормами міжнародного права;
̶ Основних напрямах зовнішньої політики України та Концепції національної безпеки України;
̶ Угоді про партнерство та співробітництво, підписаній між Україною та Європейським Союзом, де визначаються механізми їхньої взаємодії.
Національні інтереси України вимагають ідентифікації України як впливової європейської країни, повноправного члена ЄС. Унаслідок розширення ЄС – через вступ до ЄС Польщі та Угорщини – Україна має спільний кордон з ЄС, що створило принципово нову геополітичну ситуацію. З огляду на це необхідно чітке і зрозуміле визначення зовнішньополітичної стратегії щодо інтеграції України до європейського політичного, економічного та правового простору.
Стратегія інтеграції України до Європейського Союзу забезпечує залучення України до Європейського політичного (включно зі сферою зовнішньої політики та політики безпеки), економічного та правового простору. Основним зовнішньополітичним пріоритетом України в середньостроковій перспективі є набуття на цій основі статусу асоційованого члена ЄС і з часом набуття статусу повноправного члена ЄС.
Наближення законодавства України до законодавства ЄС означає реформування його правової системи та поступове приведення у відповідність до європейських стандартів. |
