Source text - Korean 넷플릭스의 등장은 한국의 방송영상 제작시스템에 어떠한 영향을 미쳤는가? 먼저, 영화 감독의 시리즈물 제작 진입이 활발해지면서 방송 장과 영화 장의 뿌리 깊은 장르 간 분리 의식이 허물어지고 있음을 알 수 있었다. 이미 티켓 판매를 통해 유료 서비스에 천착했던 영화 장이 또 다른 유료 서비스인 넷플릭스와 조응하는 것도 영화 장 행위자들이 드라마 장에 유입된 주된 요인 중 하나였다. 또한 프로덕션 과정의 세분화와 콘텐츠 QC(Quality Control)가 전에 없이 강화되면서 국내 제작자들에게 글로벌 표준에 대한 감각을 익히는 기회가 마련됨을 알 수 있었다. 다만 넷플릭스가 제작자들에게 요구하는 세부적인 기술적 규정이 오리지널 작품의 퀄리티를 무한대로 보장해 주는 것은 아니었다. 외견상으로는 넷플릭스가 오리지널 콘텐츠의 실패 위험을 감수하는 과감성을 보여주고 있지만, 그 목적은 디지털 파일로 전송되는 넷플릭스 오리지널 콘텐츠의 전 세계적인 흥행을 감안한 조치이기 때문이다. 콘텐츠IP가 넷플릭스가 제공하는 ‘돈의 두께’ 만큼 넷플릭스에 귀속되는 가운데, 넷플릭스로 인해 소거되는 국내 예능 콘텐츠의 고유한 제작 방식과 특수성을 ‘넷플릭스 젠트리피케이션’으로 명명했다. 한편 ‘콘텐츠IP 확보’와 유사한 관점에서, 국내 방송영상사업자가 넷플릭스와의 힘의 관계를 조절하거나 변환하기 어려운 이유를 넷플릭스의 ‘데이터 권력’으로 간주했다. 데이터 권력은 한국방송영상산업 구조변동 과정의 동력으로 작용하면서 국내 사업자가 안팎으로 새로운 대안을 두루 고민하는 절합(articulation)적 사고를 어렵게 만들고 있다. 한국 콘텐츠의 투자 가능성과 전 세계 수익성은 알고리즘을 통해 양화된 데이터에 근간해 “이미 계산된 것”이나 다름없다는 점에서다.
이 모든 변화들을 ‘세계체제로의 뒤늦은 편입’으로 규정하고, 제작자들이 지닌 플랫폼 아비투스가 세계체제로의 편입을 정당화 하는 행동체계임을 주장했다. 월러스틴의 논의를 전유해, 넷플릭스 체제를 장기간 유지하도록 돕는 것이 지배-예속 관계에 자발적으로 뛰어들면서 중심부를 향해 나아가는 ‘한국’이라는 ‘반주변부’의 존재라고 보았다. 더욱 중요한 것은 이러한 흐름이 미국의 착취와 완전한 종속이 아닌, ‘중심부 미국의 초대’에 의해 이루어짐을 강조했다. 넷플릭스와 협력하는 한국 제작자들은 중심부에 완벽히 포섭된 반주변부라기보다는, 그 경험을 지렛대 삼아 플레이 메이커의 역할을 수행하는 위치로 이행할 가능성이 있기 때문이다. 그런데 반주변부 한국이 넷플릭스와의 수직적 분업 체제를 장기지속하고, 한국이 글로벌 히트작의 주요 공급지로 간주된다면, 과연 한국 방송영상제작자들의 지위는 높아졌다고 볼 수 있는가? 대기업 방송사에 소속된 피디나 작가들은 방송영상 노동시장 지위에서 상층을 구성하며, 이 상층 노동자를 중심으로 넷플릭스 오리지널 제작과 납품이 이뤄졌다는 점은 자명한 사실이다. 결국 글로벌 OTT와의 협업 가속화는 1차 시장(대기업-정규직-노조 있음)에 속한 제작자와 2차 시장(중소기업-비정규직-노조 없음)에 속한 국내의 열악한 중소제작사 간 위계화를 더욱 공고히 할 여지를 남겨두고 있다. 물론 ‘넷플릭스의 영향력 있는 하위 파트너’라는 한국 방송영상산업의 지위는 언제는 사라질 수 있지만 말이다.
Translation - English Then what impact has the emergence of Netflix had on the Korean broadcasting production system? First, it was observed that the deep-rooted boundary between genres in the broadcasting and the cinematic fields is being dismantled, as more film directors are venturing into series production. One of the main drivers of this trend was that the cinematic field, which had already embraced paid services through ticket sales, was compelled to compete with Netflix, another paid service. In addition, with the increased fragmentation of the production process and strengthened quality control (QC) for content, domestic producers were given the opportunity to familiarize themselves with global standards. However, the detailed technical regulations that Netflix imposed on producers did not necessarily represent an infallible guarantee for the quality of original works. On the surface, Netflix appears to take bold risks with its original content, but this approach is taken in consideration of the overall global performance of its original content, which is transmitted as digital files. While the intellectual property (IP) rights of Korean content belong to Netflix, on par with the “scale of funding” provided by the company, the phenomenon in which Netflix eliminates the distinct production methods and uniqueness of domestic entertainment content has been dubbed “Netflix gentrification.” Meanwhile, from a similar perspective of “securing content IP,” the difficulty faced by domestic broadcasters in adjusting or transforming their power dynamics with Netflix is attributed to Netflix’s “data power.” This data power drives the process of structural change in the Korean broadcasting industry and makes it difficult for domestic operators to consider new alternatives both internally and externally through a thorough articulation process. This is because the investment potential and global profitability of K-content are “already calculated” based on quantified data using algorithms.
All of these changes are regarded as products of a “late entry into the world system” under the claim that the platform habitus of producers constitutes a behavioral system that seeks to justify their integration into the world system. Drawing on Wallerstein’s discourse, the long-term continuation of the Netflix system is arguably facilitated by the presence of Korea as a “semi-peripheral” entity, which willingly engages in a dominance-dependence relationship with Netflix while striving to become a core part of its sphere. More importantly, it is emphasized that this process is not based on exploitation by and complete subordination to the United States, but rather by invitation from the United States at the center of the said sphere. This argument carries weight in that Korean producers who collaborate with Netflix have the potential to rise to the position of a “playmaker,” leveraging the said experience rather than remaining a semi-peripheral actor that is entirely subject to the core. However, if “semi-peripheral Korea” continues to maintain a long-term vertical division of labor with Netflix and is considered a major supplier of global hits, is it genuinely valid to claim that the position of Korean broadcast producers has been elevated? It is evident that producers and writers affiliated with major broadcasting companies occupy the upper stratum in the broadcasting labor market and the production and distribution of Netflix originals primarily revolve around this group of high-end workers. In the end, intensified collaboration with the global OTT content industry creates room for further solidification of the hierarchy between producers in the primary market (conglomerates / regular workers / unionized) and domestic small and medium-sized producers that face poor working conditions in the secondary market (SMEs / temporary workers / non-unionized). Amid these considerations, however, it is also naturally possible that the status of the Korean broadcasting industry as “an influential junior partner to Netflix” may disappear at any moment.
