Source text - Polish Artykuł 6 [rok podatkowy]
§ 1. Strony przyjmują, iż rokiem podatkowym Podatkowej Grupy Kapitałowej X jest rok kalendarzowy.
§ 2. Pierwszy rok podatkowy Podatkowej Grupy Kapitałowej X rozpoczyna się w dniu 1 października 2014 r. i zgodnie z art. 8 ust. 2a Ustawy o PDOP trwa do 31 grudnia 2015 r.
§ 3. Rok podatkowy Podatkowej Grupy Kapitałowej X może zostać zmieniony zgodnie z art. 8 Ustawy PDOP, o ile wszystkie spółki tworzące Podatkową Grupę Kapitałową X wyrażą na to zgodę.
Artykuł 7 [czas trwania podatkowej grupy kapitałowej]
§ 1. Umowa zostaje zawarta na okres trzech lat podatkowych.
§ 2. W przypadku podjęcia przez Strony decyzji o funkcjonowaniu Podatkowej Grupy Kapitałowej X po upływie okresu, na jaki Umowa została zawarta, Strony zawrą nową umowę, która podlegać będzie zgłoszeniu i zarejestrowaniu przez właściwego naczelnika urzędu skarbowego.
Artykuł 8 [spółka reprezentująca]
§ 1. Z będzie spółką reprezentującą Podatkową Grupę Kapitałową X (dalej również: „Spółka reprezentująca”) w rozumieniu art. 1a ust. 3 pkt 4 Ustawy o PDOP w zakresie obowiązków wynikających z przepisów Ustawy o PDOP oraz przepisów ustawy z dnia 29 sierpnia 1997 r. Ordynacja podatkowa (t.j. Dz. U. z 2012 r., poz. 749 ze zm., zwanej dalej „Ordynacją podatkową”).
§ 2. Zgodnie z art. 1a ust. 7 Ustawy o PDOP do obowiązków Spółki reprezentującej należy w szczególności obliczanie, pobieranie i wpłacanie zaliczek na podatek dochodowy od osób prawnych oraz podatku dochodowego od osób prawnych należnego od Podatkowej Grupy Kapitałowej X.
§ 3. Zgodnie z art. 1a ust. 8 Ustawy o PDOP w przypadku zmiany Umowy lub zmiany kapitału zakładowego Y bądź zmiany kapitału zakładowego Z, Spółka reprezentująca zgłosi właściwemu naczelnikowi urzędu skarbowego, o którym mowa w art. 1a ust. 4 Ustawy o PDOP, takie zmiany w terminie 30 dni od dnia ich zaistnienia.

§ 1. The Parties agree that for the X Tax Capital Group the fiscal year will be identical to the calendar year.

§ 1. The Agreement is concluded for the period of three fiscal years.
§ 2. Should the Parties decide that the X Tax Capital Group will function after that period has passed, the Parties will conclude a new agreement which will be submitted to and registered by the appropriate head of a tax office.
Article 8 [the authorized company]
§ 1. Z will be the authorized company (hereinafter called the “Authorized company” of the X Tax Capital Group, in the understanding of article 1a, section 3, point 4 of the CIT Act, regarding the range of duties arising from the CIT Act and from the Tax Ordinance Act of August 29, 19997 (consolidated text, Journal of Laws, 2012, item 749, with later amendments, hereinafter called the “Tax Ordinance Act”
§ 2. According to article 1a, section 7 of the CIT Act, the duties of the Authorized company include calculating, collecting, and making advance corporate income tax payments as well as corporate income tax payments, due from the X Tax Capital Group.
§ 3. According to article 1a, section 8 of the CIT Act, should the Agreement or the share capital of Y, or the share capital of Z be changed, the Authorized company will submit the changes to the appropriate head of a tax office mentioned in article 1a, section 4 of the CIT Act, within 30 days from the date the changes have occurred.

„Kollektive“ Menschenrechte zum Schutz von Minderheiten?
I. Warum „kollektive“ Menschenrechte?
Der Schutz von Minderheiten ist ohne Zweifel ein aktuelles und weltweites politisches Problem. Traditionellerweise dachte man beim Begriff „Minderheiten“ an religiöse, ethnische oder linguistisch bestimmten Personengruppen, die ihre Zusammengehörigkeit und ihre besondere Lebensweise gegenüber einer Mehrheit bewahren wollen. Die europäische Geschichte und die Weltgeschichte der letzten 200 Jahre ist geprägt von den Konflikten, die sich aus der Unterdrückung von Minderheiten durch Mehrheitspopulationen ergeben, und ebenso blicken wir auf eine lange Geschichte von Versuchen zurück, zur Regulierung solcher Konflikte Minderheiten unter rechtlichen Schutz zu stellen. Ging es zuerst um den rechtlichen Schutz religiöser Minderheiten durch Toleranzedikte und im Rahmen von Friedensverträgen (z.B. Augsburger Religionsfrieden von 1555; Westfälische Frieden von 1648), so entwickelte sich seit dem Wiener Kongreß durch zwischenstaatliche Verträge ein völkerrechtlicher Schutz auch für nationale Minderheiten. Nach dem ersten Weltkrieg wurden höchst unterschiedliche Schutzregelungen für ethnische und religiöse Minderheiten durch völkerrechtliche Abkommen getroffen, die freilich im Konfliktfall oft wenig Bestand hatten. Nach dem zweiten Weltkrieg bot sich mit der Charta der Vereinten Nationen und mit der Allgemeinen Erklärung der Menschenrechte die Chance, den Minderheitenschutz völkerrechtlich zu verbessern, eine Chance, die zunächst nur halbherzig und zurückhaltend ergriffen wurde (s.u.). Zudem ist der völkerrechtliche Begriff der „Minderheit“ nie exakt festgelegt worden, und insbesondere ist strittig, ob der Minderheitenschutz sich auch auf Nichtstaatsangehörige (wie „Gastarbeiter“ und Flüchtlinge) bezieht und erst recht ist offen, ob diskriminierte soziale Randgruppen, wie Schwule und Lesben, nicht auch einen Minderheitenschutz reklamieren können. Inzwischen mehren sich aber die Stimmen, die hier eine nachhaltige Verbesserung fordern. In diesem Kontext nun entsteht die Forderung, Minderheiten durch kollektive Menschenrechte zu schützen.

I. Why "collective" human rights?
Protection of minorities is, without a doubt, a current and worldwide political problem. Traditionally, "minorities" were thought of as religiously, ethnically, or linguistically defined groups of people which wanted to protect their shared identity and particular way of living against the majority. The history of Europe and the world in the last 200 years has been full of conflicts resulting from the pressure exerted by majorities on minorities; also long has been the history of efforts made to regulate such conflicts and to legally protect minorities First, there was legal protection of religious minorities, effected through edicts of toleration and within the framework of peace treaties (e.g. the 1555 Peace of Augsburg, the 1648 Peace of Westphalia); then, since the Congress of Vienna, through cross-national agreements, protective measures of international law (völkerrechtlicher Schutz) were also developed for national minorities. After World War I international agreements were made concerning great variety of rules for the protection (Schutzregelungen) of ethnic and religious minorities; admittedly, in a case of conflict these regulations frequently did not last long. After World War II the United Nations Charter and the Universal Declaration of Human Rights offered an opportunity to improve the protection of minorities, that opportunity was later only half-heartedly and reservedly embraced (see below). Besides, in the field of international law the concept of a "minority" has never been quite fixed, or at least it has been contended whether protection of minorities extends itself to non-citizens (e.g. "Gastarbeiter" and refugees), and even more so, if discriminated marginal social groups such as gays and lesbians can invoke it. In the meantime, there appear more and more voices for a steady improvement in that field. It is in that context that the current call for the collective protection of human rights has been made.

W przypadkach problematycznych gdzie ocena na podstawie wizji lokalnej nie jest możliwa do przeprowadzenia /ściany licowane, sufity podwieszone, kurtyny elewacyjne itd./, stopień zużycia technicznego danego elementu obiektu jest ustalany metodą nieliniową ROSSA, przy założeniu prawidłowo prowadzonej gospodarki remontowej lub metodą liniową dla obiektów niedoinwestowanych.

Water is visible on the flooring of the room with the cooling installation and of the water treatment facility, as well as by the fire fighting water tank.
The probable reason for that is the inefficient backwater valve or horizontal and vertical damp-proof insulation.
It is possible that the casing is not tight in the place made of trapezoidal sheet.
The actual cause of the leak of the water into the room should be established.
Before repair the place in which water infiltrates the room ought to be found.
Made on an aluminum frame.
On the curtain wall on the parking lot side and on the plinth of the building on the northern side the cladding there are missing masking caps on the aluminum structure in the places where screws have been used to fix the panes of the façade.

It is recommended to fill in the missing caps on the curtain wall.

Caution!
On the highest roof, in the western part, there are local holes causing leaks in the roof sheathing in those places.
URGENT!
The covering of the gutter in the highest part ought to be repaired by heat pressing.
On the lower roof in the box gutter there is a puddle of stagnating water due to the incorrect angle of the bottom of the duct.
Moreover, the tin work in that place is bent and not tight under the glass curtain.
It is recommended to seal and straighten the tin work below the glass curtain of the high part of the building.
On the parking lot side there glass of the windows is visibly broken.
For safety reasons it is recommended to replace the damaged glass and to efficiently seal the exterior window.

In the center, cooling pump station, and water conditioning station, above the floor, there is damage due to humidity and bubbles on the plaster.
Hidden vents have been found.
With the wrong direction of the wind they may become an intake duct.
It should be considered if the vents should not be raised over the hindrances which hide them.
Some roof drains are obstructed.
Clean and monitor.
There is a corroded heater in the male toilet on level +1.
It ought to be maintained and repaired.
There are puddles of stagnating water on the ventilation facilities.
They should be removed by additional canopies or cross braking of the casing.
In the air handling unit there are puddles of stagnating water.
The cause should be found and the leak should be removed.
The casing of the air conditioner is corroded.
The user should be notified of it in order to make the necessary repairs.
Traces of corrosion
Cleaning and protection against corrosion are recommended.

THE EVALUATION OF THE DEGREE OF TECHNICAL WEAR OF THE STRUCTURE ON THE BASIS OF THE CONDITION OF ITS ELEMENTS, DETERMINED DURING THE INSPECTION
The average weighted technical wear of the inspected structure was determined with the use of a method based on the evaluation of the degree of the wear of the elements of the structure.
The evaluation was made according to standards in general use.
In problematic cases in which the evaluation on the basis of local inspection is not possible (walls with cladding, suspended roofs, façade curtains, etc.) the degree of the technical wear of an element of the structure is determined with the use of the nonlinear Ross's method, assuming proper maintenance management, or with the use of a linear method for under-invested structures.

Source text - German 50 Jahre Kampf gegen Kinderlähmung
Hierzulande ist Polio ausgerottet, doch weltweit gibt es noch Infektionen – vor allem Pakistan, Afghanistan und Nigeria bereiten Sorge. Seit 20 Jahren gibt es hierzulande keine Kinderlähmung mehr. Die Krankheit ist zwar fast vergessen – aber nicht ausgerottet: Urlauber könnten das Virus wieder einschleppen.
In Deutschland ist seit 20 Jahren niemand mehr an Polio erkrankt. Die hoch ansteckende Infektionskrankheit ist hierzulande fast vergessen. Nur das Schicksal einiger älterer Menschen, die noch heute an der Folgen der Kinderlähmung leiden, erinnert daran. Der Slogan der Impfkampagne aus den 60er-Jahren klingt fast schon nostalgisch: „Kinderlähmung ist grausam, Schluckimpfung ist süß.“ Den Nahmen Kinderlähmung erhielt die Krankheit, weil scheinbar vorwiegend Kinder und Jugendliche daran erkrankten. Erwachsene hatten im Lauf ihres Lebens häufiger Antikörper dagegen gebildet. Seit 1999 gibt es in Deutschland auch kein mit Impfstoff getränktes Zuckerstück mehr zur Immunisierung gegen die Krankheit. Der Stoff wird zusammen mit Diphtherie, Tetanus und Keuchhusten als Totimpfstoff gespritzt.

Od 20 lat nie ma już tej choroby w naszym kraju. Niemal o niej zapomniano – ale nie została całkowicie wyeradykowana: urlopowicze mogą na powrót zawlec do nas wirusa.
W Niemczech od 20 lat nikt nie choruje na polio. Szybko ginie pamięć o tej wysoce zakaźnej chorobie. Przypomina o niej jedynie los niektórych starszych osób, które do dziś cierpią wskutek nagminnego porażenia dziecięcego. Slogan kampanii szczepień z lat sześćdziesiątych brzmi nostalgicznie: „choroba Heinego-Medina jest straszna, a szczepionka doustna słodka”. Chorobę tę nazwano nagminnym porażeniem dziecięcym, ponieważ widoczne objawy choroby występowały głównie u dzieci i młodzieży. Dorośli częściej zdążyli już w swoim życiu wytworzyć przeciwciała. Atakując sterujące mięśniami komórki nerwowe rdzenia kręgowego wirus mógł spowodować utrzymujące się objawy porażenne ramion i nóg, jak również uszkodzenia mózgu.
Co prawda, poddawały się one leczeniu, jednak u dużej części chorych nie mijały.
Dziś trudno sobie wyobrazić, że jeszcze 50 lat temu choroba Heinego-Medina szerzyła się w Niemczech co pięć do sześciu lat na skalę epidemii – i to w dość regularnych odstępach. W samych latach 1995–1961 ponad 10 000 osób w Niemczech cierpiało na porażenne polio. Kiedy w 1961 r. wybuchła w Niemczech kolejna duża epidemia polio, podczas której zachorowało 4600 osób, przeprowadzono tu w wielkim stylu akcję szczepień. W międzyczasie dostępna stała się szczepionka doustna.
Po zaledwie roku liczba zachorowań spadła do poniżej 300. Pięć lat później do Instytutu Roberta Kocha zgłoszono jedynie 61 nowych przypadków polio, a pojawiające się do połowy lat osiemdziesiątych odosobnione przypadki zachorowań były najczęściej spowodowane przez zawleczenie lub, w pojedynczych przypadkach, wirusa ze szczepionki. Od 1999 r. w Niemczech nie jest już dostępna podawana z cukrem szczepionka doustna przeciwko tej chorobie. Szczepionkę przeciwko polio podaje się w formie inaktywowanej razem z toksoidami błoniczym i tężcowym oraz antygenami krztuśca.

Änderungen könnten ab 2012 wirksam werden
Das Flensburger Punktesystem für Verkehrssünder soll offenbar umgebaut werden. Demnach soll es für Verstöße weniger Punkte geben, der Führerschein wäre aber schon bei acht Punkten weg. Auch der Verjährung wird erneuert.
Die Bundesregierung plant einem Bericht zufolge eine Reform des Flensburger Zentralregisters für Verkehrsverstöße. Im Mittelpunkt der Reformpläne von Bundesverkehrsminister Peter Ramsauer (CSU) stehe eine radikale Vereinfachung des bisherigen Punktesystems, berichten die „Bild“-Zeitung und „AutoBild“.
Alle Tatbestände, die bisher mit einem bis drei Punkten sanktioniert worden seien, würden im neuen System mit einem Punkt gebündelt. Dazu zählen zum Beispiel zu schnelles Fahren. Für schwerere Delikte wie das Fahren über eine rote Ampel gebe es künftig generell zwei Punkte in Flensburg. Derzeit werden diese Fälle noch mit drei bis sieben Punkte sanktioniert.
Auch Punkte kosten den Führerschein.
Der Führerschein muss den Plänen zufolge schon bei acht Punkten in Flensburg abgegeben werden – bisher bei 18 Punkten. Bei Straftaten wie Trunkenheit am Steuer bleibt es beim sofortigen Anzug der Fahrerlaubnis.
Gleichzeiten sollen die Regeln für die Verjährung erneuert werden. Demnach sollen die Einträge künftig unabhängig voneinander verjähren: 1-Punkt-Delikte nach zwei und 2-Punkt-Delikte nach drei Jahren.
Übertragung der alter Punkte noch unklar
Noch im Februar wolle Ramsauer Details seines Reformprojekts vorstellen, hieß es in beiden Berichten. Bis dahin soll geklärt sein, wie die alten Punkte in das neue System übertragen werden. Ramsauer hatte bereits 2011 mit Umstellungen anfangen, er senkte etwa die Grenze für den Verlust des Führerscheins von 20 auf 18 Punkte. Eine offizielle Bestätigung der Berichte gibt es bislang nicht.
Das Verkehrszentralregister (VZR) gibt es seit 1958. Darin wird innerhalb des Kraftfahrt-Bundesamtes die Delikte und die dafür erhaltenen Punkte der Verkehrsteilnehmer elektronisch gesammelt.

Według doniesień naruszenia będą karane mniejszą liczbą punktów, ale prawo jazdy będzie odbierane już po uzbieraniu ośmiu punktów. Zmianie ulegnie również okres przedawnienia.
Pojawiły się doniesienia, że rząd federalny Niemiec planuje reformę flensburskiego Centralnego Rejestru Ruchu Drogowego. Jak informują gazety „Bild” i „Auto-Bild”, głównym punktem planu reformy federalnego ministra transportu Petera Ramsauera (CSU) jest radykalne uproszczenie dotychczasowego systemu naliczania punktów karnych.
Wszystkie przypadki naruszenia przepisów, które dotąd były karane liczbą od jednego do trzech punktów, w nowym systemie karane będą jednym punktem. Przykładem naruszenia tego typu jest przekroczenie prędkości. Za cięższe przewinienia, na przykład przejazd na czerwonym świetle, będą standardowo przyznawane dwa punkty karne. Obecnie w takich przypadkach nalicza się od trzech do siedmiu punktów karnych.
Za punkty karne można również stracić prawo jazdy
Zgodnie z nowymi planami prawo jazdy trzeba będzie oddać już za osiem punktów karnych – dotychczas było to osiemnaście punktów. Przestępstwa takie, jak prowadzenie pojazdu pod wpływem alkoholu nadal karane będą natychmiastowym odebraniem prawa jazdy.
Jednocześnie zmienione zostaną zasady przedawnienia. Według nowych przepisów przedawnieniu będą ulegać, niezależnie od siebie: po dwóch latach – przewinienia ukarane jednym, a po trzech latach – ukarane dwoma punktami karnymi.
Kwestia przenoszenia punktów karnych ze starego systemu do nowego wciąż niejasna
Obie gazety informują, że minister Ramsauer chce przedstawić szczegóły swojego projektu reformy już w lutym. Do tego czasu powinno się wyjaśnić, w jaki sposób będą przenoszone punkty ze starego systemu do nowego. Minister Ramsauer rozpoczął zmiany już w 2011 r., obniżając granicę utraty prawa jazdy z dwudziestu do osiemnastu punktów. Wciąż jeszcze nie ma oficjalnego potwierdzenia doniesień o zmianach.
Centralny Rejestr Ruchu Drogowego (niem. Verkehrszentralregister, w skrócie VZR) istnieje od 1958 r. W rejestrze Federalny Urząd ds. Ruchu Drogowego (niem.
