play dirty

play dirty » (pot.) (przen.) iść po trupach; być nie w porządku; grać nie fair (nie trzymać się reguł; łamać zasady moralne; dążyć do celu za wszelką cenę)
ex: Even if his opponents cheat and lie, Pat won't play dirty.
też: break the rules, play hardball (za Leksyka)

has treated staff as a means to an end

but it doesn't necessarily have to be an idiom. You could just use a couple of adjectives: the boss has been 'ruthless and inconsiderate' for example might be a better way.
