I also found sth on binding machines which talks about the actual wire binding mechanism as 'closing bars':
"The key to the automatic binding process is the unique binding
mechanism. Various binding element diameters can be processed
by changing the individually sized closing bars."

"Hardened column guide mechanism with pressure bar. Provides
