Habría que ver cómo es exactamente la máquina de sembrado, pero es una de estas dos opciones. La primera es más genérica, así que conviene más si no sabemos cómo es la máquina.

significa romper los terrones de la tierra para hacer más fácil la siembra y por consiguiente el brote.

"Harrow" es un "escarificador", y el verbo "escarificar" es el que se emplea cuando se lo pasa por la tierra. Se trata de un complemento para el tractor que, como verás en los enlaces, va provisto de discos (que pueden ser dentados o no); se utilizan para romper y cortar hierbas y raíces en los campos de cultivo.
