Hi, my sentence here is:
"A l'occasion du salon, X a diffusé le cahier des charges et les spécifications techniques pour la X..." ... "Ce cahier des charges est destiné aux concepteurs, maîtres d'oeuvre et constructeurs de bâtiment".
I normally translate "cahier des charges" as specifications, so I'm wondering if anyone can explain the difference between "cahier des charges" and "spécifications techniques"? The context is Facility Management. Would these be terms of reference and technical specifications?

Statement of Work and Specifications
I would say that a "statement of work" (SOW) is the closest counterpart (US) for "cahier des charges", the general sequence being TOR>SOW>Specifications (if all three documents are used for a project).
The difference is, imho, that a SOW (https://en.wikipedia.org/wiki/Statement_of_work) provides a higher level description of what and how is to be done, while specifications get into all nitty-gritty details.

Statement of Work and Technical Specifications
I have more often seen "Scope of work" than "Statement of work" in the industry.
Looking at Wikipedia both "Scope of Work" and "Technical Specifications" are defined as part of the "Statement of Work".
In this context my guess is that the Technical specifications are so important that they deserve a separate document.
