Just to confirm AktivCentrum\'s comment: I found Sb. in the dictionary of abbreviations. It stands for Sbírka (zákonu).
When I first saw the translation \"Coll.\", it didn\'t seem any more useful to the average English reader than Sb., but I\'ve got used to seeing it on websites and in reference books on Czech law. I\'m sure it has become standard.
