binnenwateren / zeegaand
It seems to be regarding sailing with either a motorcruiser or a sailing yacht on tidal and non-tidal waters. In that context tidal waters being the sea or ocean and non-tidal being rivers and lakes. If you look at it that way I would translate it with binnenwateren (non-tidal waters) and zee (tidal waters). So:
