Mir ist unklar, worauf sich das "damp down" hier bezieht. Weniger Wässern kann kaum gemeint sein. Was soll hier gemindert werden?

Nach der Ergänzung "Gewächshaus" tendiere ich doch eher zu Julias Antwort, obwohl man nicht mit letzter Gewissheit sagen kann, ob sich "damp down" auf das An-/Befeuchten des Bodens oder der Pflanzen selbst bezieht.

Here are a couple of other references in which they talk about the floor. In your sentence, they may also mean to mist the plants themselves. Also zum Beispiel: die Pflanzen mit Wasser besprühen/anfeuchten.
