フランスの大統領は国民の直接選挙で選ばれます。大統領が内閣（Council)のメンバーを任命します。ただし首相については議会が指名した者を大統領が任命します。フランスの大統領を○○○のPresidentというのはあまり（どころかまったく）聞いたことがないので「大統領」で良いのではないでしょうか。

If the meeting took place in October 1958, then France was in midst of a constitutional crisis caused by the war in Algeria. De Gaulle was not a president during the Fourth Republic and became the first president in the Fifth Republic. A referendum was held on the new constitution presented by de Gaulle on 28 September 1958 and the new constitution was promulgated on 4 November 1958. De Gaulle assumed office on 8 January 1959.
