The external user can select a parcel number or owner identification, the application will report the availability of result without giving exact details. The user will explicitly ask for this information and therewith approve an invoice detail that will be charged. After this explicit approval, the information (both descriptive and graphical) will be shown (on-line) to the user.

to explicitly ask in this context means that the information has to be asked for deliberately and on purpose, that is, not through a regular default setting, etc. The user must actively and specifically ask for the information.
