The MMS business case ensures control of the value chain and protects operators from becoming bit pipe providers for multimedia messaging.
I have a couple of ideas but they are not certain; perhaps, someone knows exactly what the expression means.

A bit pipe is a direct data communication channel between two points that provides no value beyond basic transport.
Added value could be caching or store-and-forward.

'Bit' refers to data bits.
'pipe' refers to the transmission channel, maybe telecom lines, etc.
Say if you only transport things around, you have to charge lower (lower value-added) but if you provide added services like packet insurance, door-to-door delivery, packaging services, etc you provide value-added services.
With separated services, it is easier for end-customers to switch services but harder to find end-to-end services that comes with the exact combinations required.
