I've done two mémoires in France, one for a masters and one for a DU, both with a soutenance, absolutely standard in France.
In the UK, my law degree mémoire was called a dissertation and the extremely unusual thing of having a viva voce at the time, landed on me!
When you get to doctorate level in France, it is generally a "thèse". However, doctors do "diplômes universitaire", DU or DIU, and they often (always?) have a "memoire". I have not heard "mémoire" used for a doctorate level here.

very good point Nikki and it might not say on the CV. Just because it says 'mémoire' and not 'thèse' is not a reason to assume that it's not a doctoral thesis, btw, both terms are used in French at that level.

"Mémoire" at what level? First degree it would generally be a "dissertation". At masters level it may be a dissertation or a thesis and at PhD/doctoral level it is a thesis.
All the above is for UK contexts.

viva panel

This is the normal term, and seems an appropriate tone for a CV. If you want to be more formal, you can say "oral examination committee" or something like that

btw, "viva" is short for "in viva voce", and is used for formal oral examinations at UK universities.
