Nothing to do with seabeds or backdrops!

This is about investigating subsidence in a building that has become dangerous
E.g. Monitoraggio dei terreni fondali e sub-fondali. OR indagare la stratigrafia fondale

I'm 99% certain it means "at foundation level" or the "bed" of the foundation trench, but neither my specialist technical dictionaries, nor any bilingual website I can find offer any confirmation.

Any evidence gratefully received.

This site may be useful This site (see sections 1.1 and 1.2, for example) seems tu use "terreno fondale" and "terreno di fondazione" interchangeably, thus lending support to your interpretattion.
