...ci vorrebbe più contesto per dirlo con certezza, ma dato che si tratta di analisi dei rischi, penso si tratti di questo
in tedesco si chiamano " grundlegenden Sicherheits- und Gesundheitsanforderungen", ma onestamente non so se esiste un'abbreviazione in tedesco
