It is most likely that this 室 is not really a physical room, but it is an organization, department within a municipal government, etc. I wouldn't worry about 連携. It is often used with 室 to mean ... well, not much.

I picked the answer that I used in my translation. I know similar things were suggested by many of you...sorry I couldn't divide the points. As suggested, the term seems to be referring to a unit /office that helps various medical institutions liaise together (esp. independent clinics with hospitals) so that medical care can be provided more efficiently in the region.
