Concession Agreement
Hi all,
I'm translating a concession agreement involving a highway system in Portugal. How would you translate "bases da concessão" here: "Bases da Concessão: O quadro geral da regulamentação da Concessão, aprovado pelo Decreto-Lei..."
Thank you!

basic rules of the concession
Would be my suggestion...
On 17 February 2003, by means of Decree-Law No 31/2003 of 17 February 2003 (Diário da República I, Series A, No 40, of 17 February 2003, p. 1044,) a new concession contract was approved which modified the basic rules of the concession.

Obrigada, Mário! :) É uma ótima hipótese, mas "bases", uma vez que está no plural.

grounds for concession granting
This is how I would say it. Some examples in context:
"The principle of equal and fair treatment encompasses a prohibition against discrimination on any grounds among participants in the concession granting."
"... the principles of the Treaty on the Functioning of the European Union (TFEU) have been significantly violated upon granting a concession..."
Ground: Often, grounds. the foundation or basis on which a belief or action rests; reason or cause. (Dicionary.com)
