The Social Medical Insurance Fund (SMIF) has introduced new rules for registering at polyclinics across Kazakhstan. Citizens may now enrol at the clinics, egov.kz website and public services centres.

“I want to note that citizens can register with medical organisations that are accredited in the national healthcare database. Medical organisations provide healthcare services within a guaranteed volume of free medical care and compulsory social health insurance,” said SMIF managing director Zabira Orazalieva.

She noted national ID is sufficient to register. If enrolling a family member, written consent and a copy of ID is required; for a child, a birth certificate and legal guardianship document are needed.

To enrol through egov.kz, one must log in and access the healthcare section, then select registration with the medical organisation that provides primary healthcare.

“The system will offer you to fill out the electronic application form; you can see the result of the request online. Individuals can also check their current registration status with medical organisations and register for a new one if desired,” said Orazalieva.

For citizens’ convenience, self-registration connection points have been set up at public services centres.

Прикрепление к поликлинике: что это значит и как прикрепиться?
Ежегодно в Казахстане с 15 сентября по 15 ноября проходит кампания по свободному выбору поликлиники в пределах территории проживания в соответствии с правилами прикрепления физических лиц к организациям здравоохранения, оказывающим первичную медико-санитарную помощь, утвержденными приказом Министра здравоохранения Республики Казахстан от 13 ноября 2020 года № ҚР ДСМ-194/2020.

Кампания по прикреплению проводится только среди медицинских организаций, зарегистрированных в Базе данных субъектов здравоохранения и претендующих на оказание медицинских услуг по ГОБМП и ОСМС. Ознакомиться со списком можно здесь.


Чтобы врач мог наблюдать за здоровьем прикрепленных пациентов, рекомендуется выбирать поликлинику в непосредственной близости к месту проживания.

При наличии ЭЦП прикрепиться к поликлинике можно на портале электронного правительства www.e.gov.kz. Для этого в разделе «здравоохранение» необходимо выбрать услугу «Прикрепление к медицинской организации, оказывающей первичную медико-санитарную помощь». Как только все поля будут заполнены, информация о пациенте автоматически поступит в поликлинику. Если все манипуляции были проделаны верны, обратившемуся придет уведомление о прикреплении, подтверждённое электронно-цифровой подписью медицинского учреждения.

I have looked through numerous translated medical records and in the chart "at discharge - recommendations" - it is written: "follow-up and treatment in polyclinic/outpatient department (at home) by family doctor/surgeon/oncologist/urologist, etc.". At least, it is for medical records, issued in Ukraine. It is supposed that majority of patients are already enrolled with some polyclinic and further observation/treatment is assigned to this facility.

Urban primary care is delivered by separate adult and children polyclinics. Polyclinics
provide care for a specific geographic area known as a catchment area. Patients living in that area are assigned to a polyclinic and have no choice. The polyclinic includes a group of primary care physicians who are assigned a geographic catchment area. These Catchment area physicians make up only a small percentage of the total number of physicians in the polyclinic because there is also a wide range of out-patient specialists, usually between ten to twenty, in areas such as cardiology, pulmunology, gastroenterology, neurology, otolaryngology, ophthalmology, etc. In addition, there are laboratory services, x-ray, and functional diagnostics (e.g. EKG). Finally, there is a physiotherapy department, which is a unique form of Soviet medicine which includes electric and magnetic therapy which is used to treat a wide variety of conditions.

Generally, the first place turned to for medical assistance was the polyclinic. Individuals and families were assigned to a specific polyclinic, based on their place of residence, and could not choose their physician within the polyclinic system.

You do not need proof of address or immigration status, ID or an NHS number.
