According to the context, I think they meant that belongings could only be transferred to common ownership of a unit by authority of corresponding council.
"Посылочный" is probably used here as a synonym for "командировочный"

Not quite correct was I. Belongings of Germans could be distributed among soldiers in order for them to send it back home in parcels, that's what the author means here.
