Russian term

подмять

Russian to English Art/Literary Slang
From a detective novel. Bodies are being found on the threshold of buildings associated with law enforcement. An informer is talking to a Militia major.

take control over (of)

They have taken control over the city
Peer comment(s):

neutral Michael Kislov : yea, but smth. more informal is required, as in the Russian variant

neutral Mikhail Kropotov : Not colloquial at all. I'm surprised by the rushed grading on this!

agree Maksym Nevzorov : direct meaning, without the original flavour though ;)

this originates from the expression "подмять под себя" ~ get one's hold over smth or smb, expand own power over smth or smb
Peer comment(s):

neutral Michael Kislov : yea, but smth. more informal is required

They've got the whole city by the balls.

An option. This really depends on what he's talking about.
Note from asker:
Just after this, it says the informer, who had pretensions to be a respectable businessman, was so worked up about this that he had reverted to slang. So maybe you're right to want to be testicular!
Peer comment(s):

agree Simon Hollingsworth : Or "...in the palm of their hand", depending on how testicular you want to be. Comments like that, Mikhail should get you the sack (and that one was intended, too!)

That's it in a nutshell, Simon! (pun intended)
agree Konstantin Kisin : You've bagged this one.
16 mins
Thanks, I've never been testicularly challenged :)
neutral Michael Kislov : this would mean too high level of control, which is not
25 mins
How do you know?
agree Maksym Nevzorov : Ну вы все жжоте!

I pwn on my own (c)перто
agree Zamira B. : "by the throat" would be less graphic :) Some argue that the siloviki have Russia by the throat and threaten the fragile democracy ...
