Source text - English Despite a constructive dialogue with the authorities since 2006, recommendations to improve the legal framework made by the OSCE/ODIHR were, in general, not addressed by the amendments of June 2007. The CEC informed the OSCE/ODIHR EOM that it had drafted proposals that incorporate most of the recommendations regarding the legal framework but that the calling of early elections interrupted the process of putting the proposals into law. The CEC also stated that the dialogue would be resumed after the election and would take into account recommendations made in the present document.
Translation - Russian Несмотря на конструктивный диалог с властями, который ведется с 2006 года, в поправках, принятых в июне 2007 года, рекомендации ОБСЕ/БДИПЧ по улучшению законодательной основы в целом учтены не были. ЦИК сообщил наблюдательной миссии ОБСЕ/БДИПЧ о том, что проекты предложений, реализующих большую часть рекомендаций по правовой системе, составлены, однако, назначение досрочных выборов не позволило внести эти предложения в законодательство. ЦИК также указал, что диалог будет возобновлен после выборов, и рекомендации, изложенные в этом документе, будут учтены.

Соглашение будет действовать в течение двух лет и может быть пролонгировано по решению сторон.
