Source text - English 2. Rec(2003)13 – General principles
The Council of Europe (CoE) addressed the matter in 2003, in a recommendation Rec(2003)13 of the Committee of Ministers on the provision of information through the media in relation to criminal proceedings.
The Committee of Ministers recalled that "Article 10 of the European Convention on Human Rights guarantees the right of the public to receive information of public concern. The principle of a public hearing and a public pronouncement of judgments under Article 6 ECHR is part of the fair administration of justice. Since media have a particular role in disseminating information to the public, they should be able to disseminate information about the activities of judicial authorities and police services. The right of the public to receive information on matters of public concern is of particular importance in this context; it includes the right for the media to freely report and comment on the functioning of the criminal justice system. The European Court of Human Rights established, for instance, that the media are one of the means by which politicians and public opinion can control and verify whether judges are discharging their heavy responsibilities in a manner which is in conformity with the aim which is the basis of the task entrusted to them".
Principle 1 of this Recommendation ("Information of the public via the media") reads as follows:
"The public must be able to receive information about the activities of judicial authorities and police services through the media. Therefore, journalists must be able to freely report and comment on the functioning of the criminal justice system, subject only to the limitations provided for under the following principles".

2. Rec(2003)13 – Загальні правила
Рада Європи розглянула це питання в 2003 році в Рекомендаціях Rec(2003)13 Комітету міністрів щодо забезпечення інформування про хід судового розгляду кримінальних справ через засоби масової інформації (ЗМІ).
Комітет міністрів зазначив, що «Стаття10 Європейської конвенції з прав людини (ЄКПЛ) гарантує право громадськості одержувати інформацію, яка її цікавить і турбує. Правило публічних слухань та публічного виголошення вироку є, згідно Статті 6 ЄКПЛ, частиною справедливого правосуддя. Оскільки ЗМІ відіграють важливу роль у донесенні інформації до громадськості, вони повинні мати доступ до інформації про діяльність судової гілки влади та поліції. У цьому контексті, право громадськості отримувати інформацію з питань, що становлять загальний інтерес є дуже важливим. Воно включає право ЗМІ вільно інформувати та коментувати роботу органів кримінального судочинства. Європейський суд із прав людини постановив, зокрема, що ЗМІ є одним із засобів, якими політики та громадська думка можуть контролювати та перевіряти, чи виконують судді свої нелегкі обов‘язки у відповідності із цілями, що становлять основу покладених на них завдань».
Правило 1 цих Рекомендацій («Інформування громадськості через засоби масової інформації») виглядає наступним чином:
«Громадськість повинна мати можливість отримувати інформацію про діяльність судових органів та поліції через ЗМІ. Таким чином, журналісти повинні мати змогу вільно інформувати та коментувати роботу органів кримінального судочинства, за умов дотримання обмежень, що базуються на наступних принципах».

Source text - English On January 13 1888, 33 public-spirited men met In Washington DC to discuss the "advisability of organizing a society for the Increase and diffusion of geographical knowledge." These men were geographers, explorers, military officers, lawyers, meteorologists, cartographers, naturalists, bankers, educators, biologists, engineers, and inventors. The guiding spirit behind the enterprise was Gardniner Greene Hubbard, a lawyer and philanthropist who had helped organize the first telephone company for his son-in-law, Alexander Graham Bell. Mr. Hubbard was later elected President of the new society. His basic egalitarian Ideal - to increase and diffuse what would become geographical knowledge (defined only in its broadest sense) with any citizen - became the fundamental principle which would guide the National Geographic Society's policies for the next hundred years. To diffuse geographical knowledge, the society launched its first National Geographic magazine in October 1888. It was a slim, highly technical journal bound in a drab terra-cotta cover and it went to 200 charter members. In this first issue, "Great Blizzard" was published, an article of meteorological Interest but which also included a very lively description of the storm. The geologist W. J. McGee protested that it wasn't appropriate for the lectures and the magazine to contain "many illustrations and non-scientific descriptions."

13 січня 1888 року у Вашингтоні відбулася зустріч 33 суспільно небайдужих чоловіків, що бажали обговорити «доцільність створення товариства, яке б сприяло розповсюдженню географічних знань». Серед них були географи, дослідники, військові, юристи, метеорологи, картографи, натуралісти, банкіри, педагоги, біологи, інженери та винахідники. Натхненником цього зачинання був Гарднінер Грін Хаббард, юрист і філантроп, який допоміг своєму зятеві, Олександру Беллу, створити першу телефонну компанію. Згодом Хаббарда було обрано президентом нового товариства. Його головний ідеал -- примножувати і розповсюджувати географічні знання (у самому широкому розумінні цього слова) серед пересічних громадян – став фундаментальним принципом, що їм керувалося Національне Географічне Товариство впродовж наступних ста років. З метою поширення географічних знань у жовтні 1888 року товариство випустило перший номер журналу National Geographic.
