सं. इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवा निवेश नीति 2014-2019 के खंड 11 के उप खंड (7) (इसके बाद "नीति" के रूप में संदर्भित) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राज्य सरकार, पात्र इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवा कंपनियों के लिए सिंगल विंडो क्लीयरेंस प्रणाली, अनुमोदन और प्रोत्साहन / लाभ प्रदान करने के लिए निम्नलिखित परिचालन दिशानिर्देश बनाती है :-
1. उद्देश्य - रोजगार सृजन के लिए एक प्रमुख विकास इंजन के रूप में इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवा क्षेत्र को बढ़ावा देने के उद्देश्य से और छत्तीसगढ़ राज्य के समग्र सामाजिक-आर्थिक विकास को प्राप्त करने हेतु राज्य सरकार ने छत्तीसगढ़ की इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवाओं में निवेश नीति, 2014-19 अधिनियमित की है. इसके अतिरिक्त, राज्य में निवेश के अनुकूल, सक्रिय, अनुकूल और परेशानी मुक्त वातावरण में इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवा इकाइयां स्थापित करने, कायम, कार्यरत रखने और उनके परिचालनों में विकास के लिए सरकार ने सिंगल विंडो क्लीयरेंस प्रणाली के माध्यम से छत्तीसगढ़ इलेक्ट्रॉनिक्स, सूचना प्रौद्योगिकी और सूचना प्रौद्योगिकी सक्षम सेवाओं में निवेश नीति, 2014-19 में कुछ अन्य प्रोत्साहन और सुविधा के उपाय भी घोषित किए हैं.
2. परिभाषाएं – (1) इन दिशा-निर्देशों में, जब तक अन्यथा आवश्यक न हो –
क) “उच्चाधिकार समिति” का अर्थ है और इसमें शामिल है नीति के खंड 9 के अंतर्गत राज्य में इकाइयों की स्थापना को बढ़ावा देने तथा निवेश के प्रस्तावों हेतु सैद्धांतिक अनुमोदन देने, आवश्यक मंजूरी, मार्गदर्शन, अंतर-विभागीय समन्वय, नीति के कार्यान्वयन की निगरानी, आवश्यक दिशा निर्देश जारी करने, अधिसूचनाएं, निवेश प्रस्तावों के लिए सैद्धांतिक मंजूरी प्रदान करने और राज्य में इकाइयों की स्थापना को प्रोत्साहित करने के लिए गठित समिति. इससे आगे उच्चाधिकार प्राप्त समिति (ईसी) "राज्य स्तरीय सिंगल विंडो क्लीयरेंस समिति (SLSWCC)" के रूप में भी जानी जाएगी.
ख) ESDM (इलेक्ट्रॉनिक प्रणाली अभिकल्प एवं निर्माण) क्षेत्र में शामिल हैं सूचना प्रौद्योगिकी एवं ऑफिस ऑटोमेशन से संबंधित इलेक्ट्रॉनिक हार्डवेयर उत्पाद, दूरसंचार, उपभोक्ता इलेक्ट्रॉनिक्स, इलेक्ट्रॉनिक उपकरण आदि. इसमें उड्डयानिकी, सौर फोटोवोल्टिक, रणनीतिक इलेक्ट्रॉनिक्स, नैनो इलेक्ट्रॉनिक्स, मेडिकल इलेक्ट्रॉनिक्स, अंतरिक्ष और रक्षा से संबंधित वस्तुएं, अभिकल्प से संबंधित गतिविधियां जैसे उत्पाद अभिकल्प, चिप अभिकल्प, वीएलएसआई, बोर्ड अभिकल्प, एम्बेडेड सिस्टम आदि या राष्ट्रीय इलेक्ट्रॉनिक्स नीति-2012 में परिभाषित उत्पाद भी शामिल हैं.
ग) “सैद्धांतिक मंजूरी” का अर्थ है, संबंधित प्राधिकरण द्वारा अन्य आवश्यक कानूनी / वैधानिक अनुपालन के विवरण देखे बिना ही प्रस्ताव के लिए सहमत हो गया है। इससे लाभार्थी को अनुमोदन /मंजूरियां सहज गति एवं आसानी से प्राप्त होती हैं। हालांकि सैद्धांतिक अनुमोदन को किसी भी तरह से अंतिम अनुमोदन नहीं माना जा सकता और इसलिए उनका विधि के नियमों के अनुसार उचित सत्यापन किया जाएगा.
घ) “आईटी” का अर्थ है सूचना प्रौद्योगिकी.
ङ) आईटी / आईटीईएस से संबंधित उद्योग का अर्थ है और इसमें शामिल हैं सूचना प्रौद्योगिकी, सूचना प्रौद्योगिकी सक्षम सेवाएं, आईटी आधारित सॉफ्टवेयर विकास, वेब समर्थित सेवाएं या दूरस्थ सेवा डाटा केन्द्र / जीआईएस आधारित सेवाएं / ईआरपी (उद्यम संसाधन नियोजन) / ज्ञान प्रबंधन और संग्रह / बीपीओ / मेडिकल ट्रांसक्रिप्शन / नॉलेज प्रोसेस आउटसोर्सिंग / लीगल प्रोसेस आउटसोर्सिंग, SMAC (सामाजिक, मोबाइल, विश्लेषिकी और क्लाउड) और एनीमेशन, गेमिंग / वीजुअल इफॅक्ट / डिजिटल मनोरंजन और आईटी इंजीनियरिंग सेवा कंपनी / इलेक्ट्रॉनिक प्रकाशन के रूप में टेली वर्किंग.

No.____________-In exercise of the powers conferred by sub clause (7) of clause 11 of the Electronics, IT & ITeS Investment Policy 2014-2019,(herein after referred as the “Policy”), the State Government, makes the following operational guidelines for Single Window Clearance system, approvals and Incentives/Benefits to the eligible Electronics, IT & ITeS industry/companies namely:-
1. Object - The State Government has enacted the Electronics, IT and ITeS Investment Policy of Chhattisgarh, 2014-19, with an object to promote Electronics, IT & ITeS Sector as a prime growth engine for employment generation and overall socio-economic development of the State. Further to enable Electronics, IT & ITeS units to set up, sustain, function and grow their operations in an investment-friendly, proactive, conducive and hassle free environment in the State, the State Government has pronounced certain incentives and facilitation measures in the said Electronics, IT and ITeS Investment Policy of Chhattisgarh, 2014-19 through Single Window Clearance System.
2. Definitions.- (1) In these guidelines, unless the context requires otherwise-
a) “Empowered Committee” (EC) means and includes the committee constituted under clause 9 of the policy for necessary guidance, inter departmental coordination, monitor the implementation of policy, issuance of necessary guidelines, notifications, providing in-principle approval for investment proposals and to encourage establishment of units in the state. Hereafter the Empowered Committee (EC) will also be called as “State Level Single Window Clearance Committee (SLSWCC)”.
b) “ESDM” (Electronics System Design & Manufacturing) sector includes electronic hardware products relating to IT and office automation, telecom, consumer electronics, electronic components, etc. It also includes avionics, solar photovoltaic, strategic electronics, nano electronics, medical electronics, space & defence related items, and design related activities like product design, chip designing, VLSI, board design, embedded systems etc. or defined in the National Electronics Policy, 2012.
c) “In-Principle Approval” means, the concerned authority has agreed to the proposal without getting into the details of other required statutory/legal compliances. This enables the beneficiary to obtain the approvals/sanctions at a comfortable pace, ease. However by no means In-principle approval can be considered as final approval and so they are subject to proper verification as per the rules of law.
d) “IT” means the Information Technology (IT).
e) “IT/ITeS” related industry means and includes Information Technology (IT), Information Technology Enabled Services (ITES), IT based software development, IT services and IT Enabled Services or Web enabled services or remote services Data Centre /GIS based services /ERP( Enterprise Resource Planning )/Knowledge Management & Archiving/ BPO/ Medical Transcription / Knowledge Process Outsourcing / Legal Process Outsourcing, SMAC (Social, Mobile, Analytics and Cloud) & Animation, Gaming/ Visual Effects/Digital Entertainment and IT Engineering Services Companies/ Tele-working as Electronic Publishing.

GOI vide resolution no. 3-1/1986/F.P. dated the 7th December 1988, enunciated a National Forest Policy that provided a national perspective on forest management problems and specified actions required for tackling them.
The state of Chhattisgarh has about 44 percent of its geographical area (135,224 sq. km) under forests. The forests of the state fall under two major forest types, i.e., Tropical Moist deciduous forest and the Tropical Dry deciduous forest. Sal (Shorea robusta) and Teak (Tectona grandis) are the two major tree species in the state. Other notable overwood species are Bija (Pterocarpus marsupium), Saja (Terminalia tomentosa), Dhawra (Anogeissus latifolia), Mahua (Madhuca indica), Tendu (Diospyros melanoxylon) etc. Amla (Embilica officinalis), Karra (Cleistanthus collinus) and bamboo (Dendrocalamus strictus) constitute a significant chunk of middle canopy of the state's forests.

The population of the state is predominantly tribal, who have significant economic and cultural dependence on the forests of the state.
Non Timber Forest Produce called the Minor Forest Produce or MFP like tendu leaves, sal seed, imli, chironjee etc. form an essential element of the means of livelihood of the tribals and the landless, marginal farmers and other rural poor communities of the state. It is often suggested that it is the MFP and not the so-called Major Forest Produce like timber that is the mainstay of the rural poor. MFP like the tendu leaves and Sal seed also add sizeable revenue to the state exchequer, which is now distributed among the gatherers.

छत्तीसगढ़ राज्य का लगभग 44 प्रतिशत (135,224 वर्ग किमी) भौगोलिक क्षेत्र वनों के अंतर्गत अता है. राज्य के वन दो प्रमुख वन प्रकार, यानी, उष्णकटिबंधीय नम पर्णपाती वन और उष्णकटिबंधीय शुष्क पर्णपाती वन के अंतर्गत आते हैं. राज्य में दो प्रमुख प्रजातियों साल (Shorea robusta) और सागौन (Tectona Grandis) के पेड़ हैं. अन्य उल्लेखनीय ऊंची वृक्ष प्रजातियां बीजा (Pterocarpus marsupium), साजा (Terminalia tomentosa), धावरा (Anogeissus latifolia), महुआ (Madhuca indica), तेंदू (Diospyros melanoxylon) आदि हैं. आमला (Emblica officinalis), कार्रा (Cleistanthus collinus) और बांस (Dendrocalamus strictus) राज्य के वनों के मध्य वितान का एक महत्त्वपूर्ण हिस्सा बनाते हैं.

राज्य की जनसंख्या मुख्य रूप से आदिवासी है, जो राज्य के वनों पर महत्त्वपूर्ण रूप से आर्थिक और सांस्कृतिक तौर पर राज्य के वनों पर निर्भर है.
गैर-इमारती लकड़ी वन उत्पाद जिन्हें लघु वनोपज या ल.व.उ. कहा जाता है. जैसे तेंदू के पत्ते, साल के बीज. इमली, चिरोंजी आदि राज्य के आदिवासियों और भूमिहीन, सीमांत किसानों और अन्य ग्रामीण गरीब समुदायों की आजीविका के साधनों का एक अनिवार्य तत्व निर्मित करते हैं. अक्सर यह कहा जाता है कि ग्रामीण गरीबों का मुख्य आधार तथाकथित मुख्य वन लकड़ी उत्पाद नहीं बल्कि लघु वनोपज है. तेंदू पत्ते और साल के बीज जैसे लघु वन उत्पाद भी राज्य के खजाने के लिए खासा राजस्व जुटाते हैं, जिसे अब संग्रहकर्ताओं बीच वितरित किया जाता है.
