Source text - English Simon Conway, director of Landmine Action and co-chair of the Cluster Munitions Coalition, reviews the tremendous steps Diana took to abolish landmines
When it came to raising awareness, Diana always made concrete steps. This was never more apparent that when she went to the minefields. Civilians are some of the most vulnerable and marginalised people in a time of conflict, and I think that’s why she did it: she liked to fight for the plight of those who were suffering or defenceless.
During her lifetime Diana campaigned endlessly against the use of landmines. By walking through the minefield in Angola in 1997 she drew the world’s attention to the humanitarian harm they cause and the organisations trying to help.
Before Diana’s involvement, the message wasn’t getting through. Suddenly the general public realised a problem existed – and that something could be done about it.
After the images of Diana appeared in the press, the politicians who had been dithering about signing the Ottawa Treaty, which proposed an international ban on the use of landmines, realised they couldn’t wriggle out of it.
By walking through that minefield Diana raised the profile of an issue that ordinary people, civil society, NGOs and pressure groups had been working on for five years. She stepped in at a key moment and played a hugely important role in inspiring governments to get involved in the fight.
In a sense, something good came out of Diana’s death, as it gave governments the impetus needed to sign the treaty and ensured no countries backed out.
Ten years on, 153 nations have signed the Ottawa Treaty, and landmines have been stigmatised, helping to prevent their use by unscrupulous nations.
The Diana, Princess of Wales Memorial Fund has constantly devoted money towards anti-landmine work. Today, the fund is involved with the Oslo Process, which will hopefully ban cluster munitions worldwide within the next 18 months.

Диана включилась в решающий момент и сыграла чрезвычайно-важную роль, побудив главы правительств разных стран на участие в этой борьбе.
В некотором смысле смерть Дианы оказала положительное влияние, так как это послужило толчком для глав государств к подписанию соглашения, и закрепило за ними его неуклонное соблюдение.
Прошло 10 лет - 153 государства подписали оттавское соглашение, и использование противопехотные мин подвергается порицанию, что способствует предотвращению их применения неприсоединившимися к соглашению стран.
Мемориальный фонд Дианы, принцессы Уэльсской, беспрестанно выделяет пожертвования в целях осуществления работ, направленных на ликвидацию мин. Source text - Russian На прошлой неделе Владимир Путин подписал Концепцию демографической политики страны до 2025 года
Проблема действительно назрела - в год россиян становится меньше на 700 тысяч человек. На город размером с Пензу или Хабаровск. Прошлая Концепция по выходу из демографического кризиса, принятая в 2000 году с перспективой на 15 лет, пока не переломила ситуацию - рождаемость в 2007 году хотя и подросла на 9% (эффект введения «материнского капитала»), но она все равно не перекрывает смертность.
А что предлагает нам новая Концепция? Она рассчитана на 3 этапа до 2025 года.
1-й этап - 2007 - 2010 годы - активная работа над снижением смертности, материальной поддержкой семей с детьми и обеспечение молодых семей жильем.
2-й этап - 2011 - 2015 годы - смена «репродуктивных установок населения» и создание «условий для комфортной жизни семей, воспитывающих детей».
3-й этап - 2016 - 2025 годы - наращивание численности населения (!).
Совет при президенте по реализации нацпроектов сообщил, что уже в этом году темпы роста численности населения в центральных регионах страны увеличились примерно на 9 процентов. Коэффициент смертности за этот же период снизился на несколько процентов по сравнению с прошлым годом. В ближайшие три месяца правительству по поручению президента предстоит разработать детальный план на 2008 - 2010 годы. Мы же попробовали составить его уже сейчас с помощью известных демографов.
Translation - English How Russia will be saved from extinction?
Last week Vladimir Putin signed the Concept of Demographic Policy of Russia until 2025
The problem has really reached the crisis point – every year the number of Russian people decreases by 700 000. It is as many as the number of people living in such cities as Penza or Khabarovsk. The previous Concept of tackling the population crisis, adopted in 2000 for 15-years period, has not improved the situation. Whereas the birth rate rose by 9% in 2007 (due to the introduced “maternity capital”), it still does not cover the mortality rate.
So what the new Concept offers to us? It consists of 3 stages up to 2025.
Stage 1, from 2007 to 2010, will entail an active work towards the mortality rate reduction, financial support to families with children, and providing young families with dwelling.
Stage 2, from 2011 to 2015, will involve a change in «reproductive aims of population» and establishing «conditions for comfortable life of families bringing up children».
Stage 3, from 2016 to 2025, will be aimed at raising the population rate (!).
The Council on Implementation of National Projects under the President of Russia reports that this year the population rate in the central regions of Russia has already increased by approximately 9%. The mortality rate for the same period decreased by few percent compared to last year. Within the next 90 days by the order of the President of Russia the government is expected to work out a detailed plan for the years 2008-2010. But we have tried and got the plan made right now with the assistance of famous demographers.
