The Secretariat of the President expects inward foreign investments into Ukraine to reach $4-5 billion by the end of the current year. This was announced by Pavel Gaydutsky provisionally appointed Head of the Central Directorate of social and economic policy at the Secretariat of the President of Ukraine during a press briefing on Friday.
According to a LIGA Business Inform reporter, P. Gaydutsky specified that the above mentioned amount of foreign investments is going to approximate that received by Poland during the last two years.
According to P. Gaydutsky, increase in foreign investments reached 16% in the first quarter of the current year, whereas in the same period in 2005, it represented only 3.5%. Increase in foreign investments in the first quarter totaled nearly $1 billion which is 3.9 times more than in 2005. The number of companies with foreign investments has increased by 872 (8%) since the first quarter of 2005. Per capita investments were $371 in the first quarter of the current year which is twice that of the same period in 2005. At the same time, the share of withdrawn investments compared to inward investments decreased from 22 % (in 2005) to 12 % (in 2006).
P. Gaydutsky named the investment attraction trend in Ukraine as favourable and expressed his hope that it will continue rising during the rest of the year.
At the same time, a representative from the Secretariat of the President pointed out that no real improvement could be observed in terms of diversification of investing countries portfolio. Only 10 main countries are investing in Ukraine out of 160 countries in the world. The first place is held by Cyprus, then come Germany, the USA, Great Britain, the Netherlands, Russia, etc. “The fact that investments from Cyprus increase further indicates that foreign investments are a restitution of Ukrainian investments that were made for “protection” purpose. This kind of investment behavior seems to take place in many countries of Europe,” P. Gaydutsky said.
The expert thinks that Ukraine should increase the number of investing countries up to 30-40 at least. “And what matters is investments should be of a foreign origin as they generally bring in new technologies, new equipment, modern management and a high level of marketing policy,” he added. As stated by P. Gaydutsky,, today it is essential to draw powerful foreign investments particularly in the field of energy saving, power engineering, the most up-to-date technologies, ecology, infrastructure development, in particular communications, machine building as well as housing and communal services.

Секретариат Президента ожидает, что иностранные капиталовложения внутри Украины достигнут 4 – 5 млрд. долларов к концу текущего года. Это заявил Павел Гайдуцкий, временно назначенный главой Центрального правления социальной и экономической политики при Секретариате Президента Украины, во время пресс-конференции в пятницу.
По словам корреспондента сети «ЛигаБизнесИнформ» П. Гайдуцкий указал, что вышеуказанная сумма иностранного капиталовложения приблизительно сравняется с суммой, полученной Польшей за последние два года.
Согласно заявлению П. Гайдуцкого рост иностранного капиталовложения достиг 16% в первом квартале текущего года, в то время как за этот же период в 2005 году он был представлен лишь 3,5%. Рост иностранного капиталовложения в первом квартале составил в общей сложности 1 млрд. долларов, что в 3,9 раз больше, чем в 2005 году. С первого квартала 2005 года количество компаний с иностранным капиталовложением увеличилось на 872 (8%). Капиталовложения на душу населения составили 371 доллар в первом квартале текущего года, что дважды превышает показатель этого же периода в 2005 году. В то же время доля отозванных капиталовложений по сравнению с привлечёнными капиталовложениями уменьшилась с 22% (в 2005 г.) до 12% (в 2006 г.).
П. Гайдуцкий назвал тенденцию привлечения капиталовложений в Украине благоприятствующей и выразил надежду, что рост будет продолжаться до конца года.
Однако представитель Секретариата Президента подчеркнул, что нельзя ожидать настоящих улучшений относительно диверсификации портфеля инвестирующих стран. В основном только 10 из 160 стран мира инвестируют свои капиталы в Украину. Первое место занимает Кипр, затем идут Германия, США, Великобритания, Нидерланды, Россия и т.д. «Тот факт, что капиталовложения из Кипра возрастают, продолжает показывать, что иностранные капиталовложения являются возвращением украинских капиталовложений, которые были сделаны в целях «защиты». Очевидно, что такого рода капиталовложения имеют место во многих странах Европы», - сказал П. Гайдуцкий.
Специалист считает, что Украина должна увеличить количество инвестирующих стран минимум до 30 – 40. «И существенно то, что инвестиции должны быть иностранного происхождения, поскольку они внедряют с собой новые технологии, новое оборудование, современное управление и высокий уровень маркетинговой политики», - добавил он. Как заявил П. Гайдуцкий, важно привлечь мощные иностранные инвестиции, в частности, в сфере энергосбережения, энергетики, самых современных технологий, экологии, развития инфраструктуры, особенно, коммуникаций, машиностроения, а также жилищно-коммунального хозяйства.

Source text - Russian Стратегия замены системы льгот адресной денежной помощью населению была утверждена Постановлением Кабинета Министров Украины № 253 от 2 марта 2002 г. в рамках реализации другой программы - Стратегии преодоления бедности, утвержденной Указом Президента Украины № 637/2001 от 15 августа 2001. Также при разработке Стратегии Кабинетом Министров были учтены положения Указа Президента Украины № 717 «Об основных направлениях социальной политики на период до 2004 г.» от 24 мая 2000 г. и Послания Президента Украины Верховному Совету и Кабинету Министров Украины. Замену льгот адресной денежной помощью, также следует считать одной из важнейших, но, в тоже время, самых болезненных и трудно достижимых составляющих кардинального реформирования системы социальной защиты населения. Следует признать, что за последние десять лет система социальной защиты населения претерпела весьма значительные изменения, которые были призваны адекватным образом отобразить происшедшие в обществе изменения. Однако, отсутствие четкой и последовательной политики реформирования социальной сферы, хронический недостаток средств, оценка правительством этого направления как второстепенного, а также поверхностность и половинчатость принимаемых решений привели к тому, что система социальной защиты населения в значительной степени утратила стройность, управляемость, эффективность, и не в состоянии справляться со всевозрастающими нагрузками.
Система предоставления многочисленных и различных видов льгот и привилегий была унаследована независимой Украиной от СССР и, неожиданно, не только сохранила свои основные прежние черты, но и получила своеобразное «развитие», которое заключается в многочисленных попытках различных групп влияния дополнить лоббируемые ими законопроекты нормами, устанавливающими различные льготы, а также в порочной практике принятия парламентом популистских законопроектов, предусматривающих те или иные льготы для населения, с последующим переложением ответственности за невозможность их исполнения на исполнительную власть. Подобная практика с одной стороны разрушает систему социальной помощи и защиты, а с другой стороны неизбежно приводит к росту социальной напряженности.
Translation - English The strategy of the replacement of benefit system by targeted financial aid for people was approved by Resolution of the Cabinet of Ukraine No. 253 of March 2, 2002 within implementation of the Strategy on overcoming poverty programme approved by Decree of the President of Ukraine No. 637/2001 of August 15, 2001. Also, when developing the Strategy the Cabinet took into consideration the provisions of Decree of the President of Ukraine No. 717 "On the main trends of social policy for the period up to 2004” of May 24, 2000 and Letters of the President of Ukraine to the Supreme Soviet and the Cabinet of Ukraine. The replacement of benefits by targeted financial aid should be considered as one of the most important but at the same time the most delicate and hard-to-reach components of cardinal reformation of the social safety net. It should be recognized that for the last ten years the social safety net has been undergoing significant changes qualified for rendering the changes occurred in the society in an adequate way. However, the absence of efficient and consistent policy for the social sphere reformation, persistent lack of means, government evaluation of this trend as a secondary one and also externalism and halfway policy of the decisions made have led to the fact that the social safety net lost its orderliness, manageability, effectiveness and is not able to cope with constantly increasing loads.
The program for numerous and various types of benefits and privileges was inherited by independent Ukraine from USSR and, unexpectedly, not only retained its main former features but obtained unique “development” comprising numerous attempts of different special interest groups to add to the bills being lobbied by them norms setting different benefits and also malpractice of having been adopted by the parliament populist bills providing for ones and other benefits for people with subsequent shifting of responsibility for impossibility of their implementation to the executive power. On the one hand, such practices ruin the social aid and safety system and, on the other hand, lead to social tensions inevitably.

Source text - English Bruce, Lenny (Oct. 13, 1925 - Aug. 3, 1966), comedian, was born Leonard Alfred Schneider in Mineola, N.Y., on Long Island, the son of Myron Schneider, a podiatrist, and Sadie Kitchenburg, a nightclub and vaudeville entertainer. He was raised in Mineola and nearby Bellmore. His parents were divorced when he was five, and he was shuttled back and forth from one parent to the other. Bruce's stormy childhood remained part of nearly everything he undertook throughout his life. He quit high school in 1942 to enlist in the navy, where he remained until after World War II, serving most of his time on the USS Brooklyn during the Italian campaign.
In the late 1940's, Bruce began to frequent the lunch counter at Hanson's drugstore in New York City, famous in show-business circles as a gathering place for aspiring comedians and older, struggling ones. Here Bruce began to solidify his comedy act, learning much about delivery and timing from various people in the business. Perhaps even more important was his friendship with Joe Ancis, reputedly a richly comic talent who developed stage fright whenever he tried to perform in public. From Ancis, Bruce learned the techniques of improvisational comedy. Bruce's reputation grew to the point that he was able to win the top prize on the radio program "Arthur Godfrey's Talent Scouts" in 1948, after which he began working small nightclubs in the New York area. Realizing that he had not yet developed enough material to work consistently in major cabarets, Bruce worked what was called the "borscht circuit" of Catskill Mountains resorts. On June 15, 1951, Bruce married the striptease performer Honey Harlowe; they had one child.
