p.p.m. of plutonium isotope

That was long ago: 'massovaya dolya' is rather a frequent term used in various specifications on exported/imported goods, and I happened to consult specialists as I coud not find it in my dictionaries either. It means 'parts pro mille' - p.p.m. It is presented in percentage. With isotope, it is easier.

Fraction of total mass

An index used in characterizing quantities of Pu (and other isotopes) in weapon- and reactor-grade fuel applications. Also used in non-destructive assays for mass measurement of samples.
Examples:
1. U fraction of total mass, % min.
2. Pu-239 fraction of total mass, % to Pu.

Plutonium isotope's part by mass (weight)

The term is used to designate, e.g., the part in the whole mass of many species, which is due to a certain specie. I see this is the case. The term usualy means the capability of a nuclear fuel or the quality of nuclear mixed fuel (or residues).

Note that the term "dolya po masse" seems to be more correct in situation.
So, the second version is

...the part by mass (weight) of (a or the, depends on previous text) Plutomiun isotope..

There is a term "massovyi protsent" in my dictionary, which seems to be the same in meaning. You may have also come across with a product content indicated in "percentage by weight".

I was second to reply, but feel obliged to inform you that mass by weight is precisely what you need, besides ppm mentioned in any related measurement, because you must not misinterprete mass and weight, the latter is the Rusdsian massa! That was advised by specialists. Good luck.

Percent (or percentage) of Plutonium isotope by mass in ....

I've noticed that somebody translated this as p.p.m. ppm is actually a Part Per Million which is a completely different thing.

If it is clear from the context, you can also specify wheather the per cent is taken as weight per weight (w/w)or weight per volume (w/v).

According to the Russian Polytechnical Dictionary, 2nd ed., 1980, Massovaya Dolya is "A dimensionless physical quantity equal to the mass of a component of a mixture and mass of the mixture. The unit of measurement is unity (1), percent (%), pro mille (o/oo),and parts per million (mln superscript minus 1)"[or, as we would say, ppm].
