Source text - Ukrainian "Канцелярська сотня" - ініціатива зі створення інформаційних проектів із залученням тисяч волонтерів в інтернеті.
В лютому 2014 року, після втечі Януковича, в Межигір"ї знайшлись стоси документів. Частково вони були цілі, частково втоплені та спалені, частково - пропущені через шредер. Робота з відновлення втоплених документів стала проектом Януковичлікс. Однак після відновлення паперів, які кинули в Київське море, настав час і шредованих документів. Ініціатором та координатором цієї роботи став журналіст Денис Бігус. Першопочаткова ідея була - наклеїти фрагменти на колькоровий папір та відсканувати. Тоді інформація не була б відновлена, однак принаймні не була б і втрачена у випадку повернення Януковича (ну так, в березні 2013 ми гадали, що все може стрімко відігратись назад).
Робота зі сканування 5 сміттєвих мішків із різаним папером потребувала кількох тижнів, до неї долучились десятки волонтерів. Однак на четвертий день відновлення цих документів журналіст Севгіль Мусаєва знайшла ще півсотні мішків із шредованими документами з офісу СЄПЕК Сергія Курченко. Ці документи теж потрапили до проекту, який на той момент вже називався Канцелярська сотня.
З моменту отримання цих фрагментів, головним завданням проекту був їхній збір, відновлення документів та їхній аналіз. Готові документи публікувались на сайті ЯнуковичЛіксу. До нього долучились сотні волонтерів, які руками складали фрагменти документів. Спеціалісти ФБР проводили для нас тренінги, щоб підвищити якість складання та аналізу.
Влітку 2014 року волонтери руками відновили майже півтори тисячі фінансових та організаційних документів з діяльності СЄПЕКу.
В липні 2014 до Канцелярської сотні приєднався Дмитро Чаплинський, який запропонував створити систему з напівавтоматичного-напівручного опрацювання шредованих фрагментів. Створення інтернет-сервісу допомогло б долучити не сотні, а тисячі волонтерів. Хоча завершити проект, що отримав назву "Unshred.it", не вдалося через брак ресурсів, їдеї втілились у проектах Канцелярської сотні - Декларації та ГарнаХата.
Окрім того Канцелярська сотня проводить просвітницьку роботу з відкриття державних даних, лобіює якомога ширшу публікацію державних реєстрів, а також концентрує зусилля громадян на аналізі державних даних.
В 2015 році ініціатива переросла в офіційно зареєстровану громадську організацію.
На сьогодні Канцелярська сотня поєднує низку проектів:
· Unshred.it - відновлення і аналіз шредованих документів Сергія Курченка.
· ГарнаХата - пошук чиновників серед власників елітної нерухомості.
· Декларації - збір, переведення в машинозчитувальний вигляд та аналіз декларацій про доходи.
· Вулик - система подрібнення масштабних задач та розподілу їх між волонтерами.
· Helpus - побудована на базі Вулика система збору інформації про кандидатів на посади. Була створена для відбору нової поліції та передана конкурсному комітету.
· pep.org.ua - база даних осіб, що мають політичний вплив. Створена у партнерстві із Центром протидії корупції. Підтримується та наповнюється ЦПК для відділів фінансового моніторингу європейських банків.
· posipaky.info - база даних помічників народних депутатів. Створена за матеріалами Слідство.інфо.
Translation - English «The Clerical Hundred» is the informational projects development initiative, engaging thousands of volunteers in the Internet.
In February 2014, after Yanukovych had fled, there were piles of documents found in Mezhyhirya. Part of them was safe, part was drowned or burnt, some were destroyed by shredder. The work to restore drowned papers came to be the YanukovychLeaks project. However, after the documents were restored, which were thrown into the Kyiv Sea, the time came for the shredded papers. The journalist Denys Bihus is the initiator and coordinator of this work. The initial idea was to stick fragments of documents to colored paper and scan them. In this case the information would not be restored, but it wouldn’t be lost either in case of Yanukovych’s return (well, in March of 2003 we thought that everything could be back again as it was before).
To scan 5 trash bags of shredded papers we needed 5 weeks, dozens of people volunteered. But on the fourth day of restoration of these documents the journalist Sevhil Musayeva found the other fifty bags with destroyed documents of Serhiy Kucherenko’s office of EEFEC. These documents also ended up in the project, which at that time was already named the Clerical Hundred.
From the moment those fragments were received, the main task of the project was to collect, restore , and analyze the documents. The completed documents were published on the YanukovychLeaks website. Thousands of volunteers joined it, who were putting the documents together manually. The FBI experts trained us in order to level up the quality of our putting together and analyzing documents.
In summer, 2014 volunteers manually restored almost fifteen hundred financial and organizational documents of EEFEC.
In July 2014 Dmytro Chaplynskyy joined the Clerical Hundred. He offered to create the system, which was half automatic, half manual, that processed shredded documents fragments. To engage thousands instead of hundreds of volunteers, it would be helpful to create the Internet service. Though it was not possible to finish the «Unshred.it" project due to the lack of resources, its ideas were implemented in the Clerical Hundred projects, such as Declarations and GarnaKhata.
Besides, the Clerical Hundred carries out the educational work, disclosing the government information, lobbies the widest possible publication of state registers, and concentrates the citizens’ efforts on the state data analyzing.
In 2015 the initiative developed into the officially registered public organization.
For today the Clerical Hundred combines the range of projects:
• Unshred.it — restoration and analysis of Serhiy Kucherenko’s shredded documents.
• GarnaKhata — search of public officials among the owners of luxury real estate.
• Declarations — gathering, transformation into machine-readable format, and analysis of financial declarations.
• Vulyk — the system of division of major tasks and distributing them among the volunteers.
• Helpus — the system based on the Vulyk, which gathers information on candidates for different positions. It was created to select candidates for the new Police, and then transferred to the contest committee.
• pep.org.ua — the database of persons that have the political influence. It was established in partnership with the Anti-Corruption Action Center. The AntAC is being supported and filled up for the departments of financial monitoring of European banks.
• posipaky.info — the database of people’s deputies’ assistants. It is created by Slidstvo.info materials.
