Source text - English As OECD member governments and new EU member governments move towards using outcomes and outputs as measures of success, create new GBEs, outsource, implement privatisation and public and private projects, the opportunity for significant Governance failures increases. With the introduction of New Public Management (NPM), which brings a quasi corporate architecture and increased autonomy to Government Agencies, governments are potentially facing similar governance failures to those now occurring in the private sector.
This increase in public and private sector organisational complexity has made it more difficult for parliament to control government and to provide governance in the public sector, and to define, let alone implement governance in the private sector.
Improving parliamentary control over agencies (and departments) requires efforts from governments to make the overall system more transparent and the individual agency’s accountability mechanisms, activities and performance aligned to the parliament’s strategic intent. Governments in OECD countries have responded to these concerns by developing a new Paradigm for Governance. This Paradigm significantly expands what Governance means and includes a new Governance / organisational architecture. Britain, Sweden, France, Netherlands and New Zealand are significantly advanced in:
• The development of the new Governance architecture;
• the movement towards outcomes (results) and output performance measures;
• the implementation of Governance in organisations which have high levels of autonomy;
• providing governance to private organisations with an ongoing community service obligation;
• the inclusion of Public /Private organisations in the scope of Governance; and
• other related initiatives including contracts, organisational design, organisational cultural change, and governance design. Outlines of the European and New Zealand initiatives and their performance are described in recent OECD papers .

Пока члены управления ОЭСР (организация экономического сотрудничества и развития) и нового ЕС двигались вперед, используя продукцию как единицу успеха, возникла новая GBEs, привлекая внешние ресурсы, осуществляя приватизацию как государственных так и частных проектов, перспектива для существенной власти увеличить провал. С введением нового государственного менеджмента (НГМ), который приводит якобы корпоративную структуру и повышенную автономию в Агенства Управлений, организации стали потенциальным внешним слоем подобным тем провальным, которые теперь встречаются в частном секторе.
Этот рост в государственном и частном секторе организационно сложно сделал его более трудным для власти контролировать организации и обеспечивать управление в государственном секторе, и устанавливать границы, уже не говоря об управлении в частном секторе.
Улучшая парламентский контроль над организациями (и управлениями) от руководства требуются усилия создать в целом систему более прозрачных и индивидуальных организаций с идентифицируемыми механизмами, активностью и действиями приравненными к парламентской стратегической цели. Правительства в странах ОЭСР (организация экономического сотрудничества и развития) отреагировали на эти проблемы развивающейся новой парадигмы для руководства. Эта парадигма, как думает руководство, значительно увеличится и включит в себя новое руководство/организационную структуру. Британия, Швеция, Франция, Нидерланды и Новая Зеландия значительно продвинулись:
• Расширение новой структуры руководства;
• Продвижение вперед продукции (результат) и выпуск изделий действующей структуры;
• внедрение руководства в организации имеющие высокий уровень автономии;
• обеспечение руководства в частных организациях действующими общественными служебными гарантиями;
• включение Государственных /Частных организаций в область действия руководства; и
• другие имеющие отношение инициативы, содержащие контракты, организационные планы, организационные культурныеизменения, и планы руководства. Принципы инициатив Европы и Новой Зеландии и их исполнение описаны в недавних документах ОЭСР (организация экономического сотрудничества и развития).
