I am no military expert, but I think there is some thing missing in the source text. It should be (大幅裁减)和销毁...
销is a verb, and 销毁 is to have the 弹道导弹 disabled or disassembled and destroyed.
Another possibility is redundancy in the original text. 大幅裁减 missiles is enough or 大幅削减...
So, the correct phrasing should be one of the following:
1. 大幅裁减和销毁...
2. 大幅裁减
3. 大幅削减
In my opinion, #1 is the most likely choice, because by the 1980s, the US and the Soviet Union had already accumulated big pile-ups of nuclear arms, and they not only needed to cut down (裁减) on the targeted number to be produced, but also to destory (销毁) those already in stock.
