Towards the end of this contract of assistance, this term appears in this context:

This is the first time any type of "plan" is mentioned in this document - beforehand, we have had programme, opération and projet, budget envéloppe, budget définitif and état récapitulatif...
What on earth is a "plan immuable" - the firm/final/definitive ....???

"plan immuable" is not standard French, but in the context it is logical that it should mean "plan de récolement", which is the "as-built" drawing, showing what was actually built. From it can be determined the quantities of materials used (récolement), from which can be determined the final price payable to the building contractor, based on his unit prices.
I have a sneaking suspicion they use this invented term to avoid - ô sacrilège, hérésie! - repetition ("récolement avec le plan de récolement") and hence engage in what Fowler calls "elegant variation".

DOE is a more formal, codified way of saying the same thing, basically. And while the "plan de récolement" is just a drawing, the "Dossier des Ouvrages Exécutés" contains (or can contain) a whole lot more: wiring diagrams, operation and maintenance manuals (for plant), etc.

Could it be that XXX has to control and verify the details for each intervening party on some sort of centralised recording system (centralised records) which shows (and records) who has been called out, when, for what reason, under the contract of assistance, in order to determine what is owed ?

fixed and set are both given by Harrap's and they seem to fit here; plan probably refers to their annual budget (commonly called a plan), but would need more context to be sure
