I do not think you see ice in the Pacific other than that of Northern area, thus the use of 北太平洋 is essential, also poetic.
Also, even you dipped your toes to the water, literal translation is not only unnecessary but awkward.
As for "first(and last)" -- most common Japanese expression is 最初で（最後)の.
経験だった may sound a stretch to some, but you are talking about your first (and last) experience, are you not?

If you really want to give this expression "toe dip" a life in your translation, then how about adding **北太平洋に爪先を浸した** in lieu of just **北太平洋との**?
One more note -- 流氷 is ice drifts on the cold sea water.
Well you still can argue the water is just icy cold and no ice drifts. You know the context so you are the judge.

: Given that the Asker has clarified that this has nothing whatsoever to do with 流氷、 perhaps you might consider removing the clearly erroneous "それは流氷の漂う北太平洋と..." from the Glossary Entry for the benefit of future Users.

: 全体的なまとまりとしてはいい感じだと思いますよ。「奇異」は大げさですが、足を深くつっこみすぎだ感じですね。つま先をひたした、ぐらいでしょうか。ボートからなのか、砂浜にはだしで「踏み込んだ」のか、それとも岸壁からなのか、などによっても表現を工夫できるかも。
