This is a new pilot programme. Google spits out 276 hits for Zertifkatsfortbildung and it is clear that it is a specialized training at the end of which one receives a certified document stating that this person can practice this vocation. Now I can't possibly write all that.

apart from the fact that these terms don't translate well since they mean different things in the various cultures, this might simply be a course leading to a certificate (= no academic degree); if so, this is the US term for it
"certified" training/course would indicate that this is training that leads to an official certification (through a body like DIN, e.g) OR that is itself certified (e.g., by a body like SHRM)
